Aim of the position: The Specialist for Camp Coordination and Camp Management (CCCM) will facilitate the implementation and coordination with and between all actors in the camp, including government representatives, UN agencies, NGOs and other service providers, and refugee groups.

Main tasks and responsibilities

• The CCCM Specialist will oversee the implementation of the CCCM programme implementation at the site level. S/he will guide the CCCM teams across the allocated sites in ensuring the development and implementation of quarterly, monthly and weekly implementation work plan. • The CCCM Specialist will provide technical support to site management teams (CCCM) and act as the overall site management agency focal point at provincial level. S/he will organize and facilitate multi-sectoral need assessments including conducting participatory discussions with the communities to identify gaps, advocate and follow-up with the relevant sectors as required. • The CCCM Specialist will enhance site level coordination, and management of the IDP sites, maintaining regular contact with sectors, community structures and the local government counterparts. S/he will develop and regularly share (monthly) site management activity calendars including community meetings, service providers meeting, community events, and planned site-level activities. To ensure non-duplication of activities, the CCCM Specialist will ensure the roles and responsibilities of service providers in the sites are agreed upon by all, defined with clear terms of reference and areas of intervention stipulated. • To enhance information management, s/he will ensure service mapping, 4Ws, and site management factsheets are updated and shared regularly (monthly) with all stakeholders including the community. The CCCM Specialist will, in close coordination with the local government, facilitate the roll-out household level verifications to facilitate a reliable data is available with an age and gender breakdown, identify persons with specific needs and ensure relevant referral mechanism are put in place at the respective sites. S/he will in close coordination with the local government counterpart and community representative develop a systematised population tracking mechanism at the sites to identify trends on departures and arrivals in the IDP sites. • To enhance community participation, the CCCM Specialist will ensure regular mapping of existing community structures in the site, establish where absent in close consultations with the community and the local government, ensure the community structures are inclusive with an Age, Gender and Diversity representation. • The CCCM Specialist will develop a localized strategy on communication with communities (CwC), implement community complaint and feedback mechanisms tools, and ensure feedback, key messeging and referrals are conducted systematically. • To facilitate capacity development, s/he will conduct a learning need assessment targeting community and service providers in the sites, develop a training plan, organize and facilitate the identified training needs in close coordination with the relevant sectors and local government counterparts including training on protection and site management accordingly. • In ensuring improved living conditions of the IDP sites, the CCCM Specialist will conduct regular site monitoring ensuring minimum service delivery standards are adhered to. S/he will ensure that multi-sector service mapping including infrastructural mappings are conducted, identify key sectoral gaps and recommend interventions with the relevant sectors. Where required, the CCCM Specialist in close coordination with the AVSI’s Emgergency Coordinator will liaise with UNHCR and Clusters in advocating for the relevant resource mobilization and allocation on site management and site -development needs. • In ensuring HDP nexus, the CCCM Specialist will proactively reach out to the interested parties on site development interventions, livelihoods etc. and ensure inclusion of the IDPs and host communities in site management programming. S/he in close coordination with partners, community and local government counterparts will identify quick impact projects with an aim to promote peaceful co-existence between the different groups of IDPs and host community in the respective sites. S/he will come up with recommendations and work plan for quick impact project implementation. • In ensuring effective response to site level emergencies including response to natural hazards such as floods, fires as well as displacements due to conflicts and new arrivals in the sites, the CCCM Specialist in close coordination with the service providers, the local government counterparts and the community representatives, will support the development of a localized preparedness plan to be activated in the event of emergencies at the site / district level. • The CCCM Specialist will support the CCCM teams in the development and implementation of activities in the camp and facilitate the project staff on keeping an activity/distribution tracking sheet for each site. This will be shared with all actors in the centres. This reporting table will assist in the identification of gaps and allow for more comprehensive coordination among actors. • In order to mitigate beneficiary fatigue around assessments, the CCCM Specialist will work together with the CCCM coordinator to ensure that all agency assessments within the IDPs and host community are coordinated and information is shared. This will be done through collecting all assessments that have been completed, information on planned assessments and ToRs for assessments from organizations leading assessments. • The CCCM Specialist will liase with CCCM coordinator to ensure that the already existing cluster task forces meetings (WASH/Shelter, Food/NFI, Protection, Health) are keeping held on a regular basis and that roles and responsibilities among actors participating are formalized. When necessary, the CCCM Specialist will organize additional sector working groups in consultation with other actors, UNHCR and government representatives.

Essential Requirements

• Preferable academic studies in Development, Economics, International Relations, Social Sciences (education, anthropology, sociology…) or Demography; a Master on Humanitarian Studies or African Studies an asset • Previous working experience in Project Management (minimum 5 years) in community involvement/community development projects and/or information management • Good knowledge of Minimum Humanitarian Standards (SPHERE) and Core Humanitarian Standards (CHS) • Experience in camp management and camp coordination either in refugee or IDP context is an asset. • Experience in information management, surveys and regular data collection is an asset. • Previous experience in Mozambique context is an asset.

Language Proficient: Fluent in English and knowledge of Portuguese highly desirable
