DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

Overall purpose of the role

The CCCM Specialist (Capacity Building) will support the Yemen Displacement Response (YDR) consortium in leading its capacity building activities based on gaps and needs with a focus on strengthening the effective CCCM capacity of key target groups (consortium partners’ CCCM staff, local authorities, site community committees and service providers) while closely coordinating the Consortium’s work with relevant Clusters, particularly the CCCM Cluster. The CCCM Specialist (Capacity Building) will also provide support to local organizations implementing CCCM activities in areas with consortium CCCM programming. The CCCM Specialist (Capacity Building) reports to the Consortium Manager, working closely with the CCCM counterparts across consortium partners, as well as the DRC Partnerships and Localization team. The CCCM Specialist (Capacity Building) will technically oversee and guide the work of the Consortium’s Capacity Building team.

The CCCM Specialist (Capacity Building) is based in the Country Office in Sana’a. It is a roving position, moving between areas with consortium CCCM programming.

Responsibilities:

Partnership management and learning needs assessments

  • Develop and implement a capacity building plan for local implementing partners, based on organizational capacity needs assessments (with focus on CCCM capacity building) in collaboration with the Consortium partners;
  • Provide ongoing technical and mentorship support to local implementing partners to manage the grants related to their CCCM activities;
  • Develop and undertake learning needs assessments for target beneficiary groups and Consortium partners to establish learning priorities and needs for capacity building support, and support the YDR capacity building team to select appropriate training materials / contexualize training modules and methodology;
  • Coordinate partnership-related activities with DRC’s capacity building team.
  • Engage with local authorities to represent the capacity building objectives of the Consortium, and support facilitation of the capacity building activities.

Training plan and materials development

  • Lead on the development and implementation of a coordinated, harmonized capacity building plan for the Consortium and relevant stakeholders (i.e. CCCM Cluster, local authorities, CCCM partners, community committees);
  • Lead on the development of relevant and high-quality contextualized interactive training materials for priority areas/topics such as the CCCM and protection mainstreaming;
  • Develop workplans to roll out capacity building initiatives in accordance with the identified needs, priorities and workplans;
  • Develop checklists, self-assessments, and other relevant tools to operationalize key aspects of CCCM such as Accountability to Affected Populations (AAP) including Communication with Communities (CwC), Protection and Age Gender and Diversity (AGD) Mainstreaming;
  • Participate in relevant technical working group meetings and identify areas of expertise and relevant thematic areas for additional capacity strengthening efforts.

Training delivery and mentorship support

  • In coordination with Capacity building team, deliver trainings (on-site and online) developed as part of the Consortium’s capacity building workplan, including but not limited to:

o Expanded CCCM curriculum for community committees, service providers and local authorities;

o Applied protection mainstreaming for Consortium partners across sectors;

o Participatory adult learning training methodologies based on the developed modules (ToT) for Consortium’s SMC staff and other relevant CCCM stakeholders;

o Capacity building workshops for local authorities and partners based on identified needs and priorities around CCCM interventions;

  • Develop and implement a mentorship support program for trained staff and relevant stakeholders, based on field observations, monitoring and continuous capacity assessments.

Accountability and reporting

  • Provide inputs for progress donor reports, and support the CMU Capacity building team to produce training activity reports;
  • Participate in program monitoring and evaluation related to capacity building, and work closely with MEAL team to assess the impact of Capacity Building learnings in the field and document and share lessons learned;
  • Monitor the progress of the training implementation, identify and integrate best practices into the activities to improve the quality of the training and the overall capacity building component.
  • Work closely with the Consortium’s MEAL team, promote accountability through providing technical capacity support to implementing partners on complaints and feedback response mechanism.

People supervision and management

  • Working closely with the CCCM Team Leader (Capacity Building), plan and technically supervise capacity building activities conducted by the national capacity building team;
  • Provide internal capacity building and mentorship support to the Consortium capacity building team.

Capacity building strategy and coordination

  • Lead the work of the Consortium’s Capacity Building Technical Working Group (CB TWG);
  • Develop coordination between consortium partners and relevant CCCM stakeholders (i.e. CCCM Cluster) to identify and address capacity gaps;
  • Develop and implement an operational capacity building strategy for the Consortium aligned with the overall consortium strategy;
  • Represent the Consortium and its capacity building activities in relevant fora / meetings.

Other

  • Participate in relevant cluster meetings, trainings, and other forums as required;
  • Perform any other duties assigned by the Consortium Manager to advance DRC’s interventions.

Experience and technical competencies:

  • University degree in international relations, social studies, or other relevant field; Master’s degree preferred.
  • Minimum five years of relevant professional experience in international and/or local NGOs working in contexts with internally displaced persons and/or refugees, preferably in conflict-settings;
  • Demonstrated experience in direct implementation of CCCM projects;
  • Experience in implementing capacity building programs, including developing training plans and materials, facilitating training and providing mentorship support;
  • Experience in working with national partners, local/government authorities, and UN organizations;
  • Proven leadership skills and related experience in building, establishing, and negotiating relationships, and social networks with various stakeholders at the community, local, and national levels;
  • Excellent conceptual understanding of CCCM, protection mainstreaming; community engagement; knowledge of CCCM technical guidelines, standards, best practices and indicators.
  • Certificate as a CCCM, ProCap, and / or Sphere Trained Trainer is an advantage;
  • Excellent representation, negotiation, interpersonal, and communication skills;
  • Strong team spirit and ability to work comfortably in multi-cultural contexts;
  • Ability to write fluent situational briefings as well as weekly, monthly, and final reports in English.
  • The position requires significant travel across field locations in both north and south of Yemen.
  • Fluency in English (fluency in Arabic would be a strong asset).

Education:

Advanced degree in political science, international development, economics or another relevant field

We offer

Contract length: One year contract, with possible extension based on fund and performance.
