We are looking for a highly qualified, self-motivated CCCM Project Manager who is able to coordinate CCCM activities and work with diverse teams of both national and international staff, and equipped with technical skills to develop and strengthen CCCM activities.

Background

DRC ‘s 2025 Strategy, focusses on intensifying its fight against systemic inequality and structural discrimination of conflict- and displacement-affected persons by redoubling its focus on the two breakthroughs that guide its work. DRC is focusing on increased protection and enhanced inclusion to be at the centre of all strategic decisions and tactical implementations.

Danish Refugee Council (DRC) has been operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations DRC primarily operates across Upper Nile and Unity states, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Maban, Malakal and Kodok in Upper Nile and in Bentiu, Mayom, Kodok and Ajuong Thok in Unity state, supported by a country-office in Juba.

DRC has a multi-sectorial mobile response team based in Juba able to rapidly respond to new and urgent humanitarian situations countrywide at short notice to conduct assessments and responses. DRC also has a Humanitarian Disarmament and Peacebuilding sector which operates across various locations in the country.

Purpose of the post

In South Sudan, DRC currently has CCCM activities in Upper Nile, Unity State and mobile CCCM teams that are deployable across the country. The Camp Coordination & Camp Management Project Manager position leads DRC’s CCCM interventions and manages the CCCM teams in a given location. This includes ensuring the establishment of effective and representative non-camp governance structures and promotion of community participation in decision making and implementation of community affairs; ensuring sound information management incorporating monitoring and feedback systems; facilitating effective communication within the IDP sites, refugee camps or other out-of-camp population and overseeing the operation, care, and maintenance of relevant services. The role liaises closely with Sector Managers within DRC and develops and sustains strong relations with the various stakeholders. The CCCM Project Manager is supervised by the Area Manager and is technically supported by the CCCM Technical Coordinator in Juba. This is a managerial position, supervising a team of DRC camp management staff.

Responsibilities

Programming

Programme Implementation

  • Ensure gaps in assistance to populations are identified, filled and avoid duplication of activities by conducting regular and systematic monitoring of service delivery in the location, drawing the attention of stakeholders and partners to overarching needs
  • Conduct service mapping and monitoring across sectors in the location to gain and share a holistic understanding of services and standards in the area
  • Work with the CCCM cluster lead to advocate for adherence to agreed-upon minimum standards of services among stakeholders and partners
  • Facilitate the establishment of camp governance structures whose members are representative of the population, with a specific technical or cross-cutting sector focus and cutting across agencies: Protection, Shelter, WASH, Health, etc. and ensuring that representation considers Persons with Special Needs – Elderly, Youth, Persons Living with Disabilities, Women etc
  • Ensure management of regular meetings and dialogue sessions with community representatives
  • Develop the capacity of leaders, duty bearers, committee members and interest groups through training, Focused Group Discussions, peers’ sessions and dialogue sessions.
  • Ensuring that feedback procedures and complaints mechanisms are in place, and forums are developed for the displaced population to contribute and be listened to.
  • Coordinate distributions (CRIs, Food, Cash, etc.) as may be required
  • Support integrated programming modalities with other core DRC sectors; Protection, Economic Recovery, Shelter & Settlements, and Humanitarian Disarmament & Peacebuilding

Information Management & Communication

  • Receive, conduct and facilitate baseline information on the characteristics of the population to inform, additional assistance programmes and the effective coordination of distributions
  • Liaise with Protection Department to identify and register people with special needs (child-headed families, unaccompanied orphans and minors, the elderly, people living with disabilities, etc.) to facilitate their timely and convenient access to services
  • Liaise with CCCM cluster, OCHA, UNHCR, IOM DTM, and Local Authorities in establishing and maintaining an up to date population database.
  • Facilitate the establishment of information sharing channels between agencies and displaced populations in the relevant areas.
  • Coordinate with other partners on the dissemination of public announcements and messages
  • Promotion of learning from relevant best practices internally and externally.

Project Management

  • Track the expenditure of CCCM budget component, flagging any over and under expenditures promptly
  • Prepare project procurement plans, make follow-ups to ensure that items are delivered on time.
  • Ensure that donor reports are of high quality and shared with the donors within the agreed timelines
  • Identify gaps to generate ideas for future projects with community participation and meaningful impact.
  • Develop concept notes and proposals and budgets in close cooperation with the Area Manager and the grants department in South Sudan.
  • Develop budgets for operational CCCM and programme staff lines in conjunction with the CCCM Technical Coordinator

Human Resources and Administration

  • Supervise CCCM staff, ensuring effective staff deployment and in-depth induction for new staff
  • Ensure staff is well versed on the DRC’s Code of Conduct, accountability, respectful dialogue with the IDPs, and prevention of sexual exploitation and abuse
  • Ensure timely performance appraisal processes for all staff under direct line management
  • Sensitize CCCM staff on adherence to DRC standard operating procedures

Coordination & Representation

  • Represent DRC and actively participate in state level inter-cluster coordination, and other meetings relevant to CCCM issues, on request of the Area Manager.
  • Liaise with partners, local authorities, and local communities whenever it serves the objectives of the program in the area of CCCM;
  • Forge strong information and experience sharing relationships with CCCM teams in other DRC South Sudan locations;
  • Facilitate capacity development of the national staff, local partners, authorities and governance structures representatives
  • Facilitate the establishment of culturally and context-appropriate Complaints, Feedback and Response Mechanisms
  • To maintain emergency preparedness and response capacity for DRC in the area of operation in case of influx or other risks/hazards.
  • To liaise with key bodies to monitor the safety and security situation in the site with a specific focus on the potential impact of insecurity on staff security, humanitarian access and accountability and program delivery.
  • Maintain an open dialogue with local authorities, UN agencies and other NGOs working in the site
  • Perform other relevant duties assigned by the Area Manager.

About You

Experience and technical competencies:

  • Degree in relevant field or relevant work experience
  • At least four years’ project management experience with minimum two years of experience working in a camp or camp-like setting
  • Experience in South Sudan or in geographic or conflict context similar to South Sudan;
  • Proven technical knowledge of CCCM, site planning, protection, project cycle management, SPHERE standards, and/or SNFI guidelines;
  • Experience in proposal and budget development and project implementation (including budget management);
  • Understanding of and experience in engaging the cluster system in IDP camps or coordination mechanisms in refugee camps;
  • The ability for rapid analysis of very complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies;
  • Excellent interpersonal skills, cross-cultural communication, and ease in managing a multi-ethnic team;
  • Good team leadership and conflict resolution skills, consensus team building, and adaptability;
  • Patience and understanding to work with and develop the capacity of national staff.
  • Experience delivering programs to tight deadlines;
  • Good computer and IT skills and strong communication and writing skills;
  • Fluency in written and spoken the English language;
  • Ability and willingness to work in a remote and isolated location with ever-changing security scenarios;

Desirable qualifications

  • Consistently approaches work with energy and a positive, constructive attitude;
  • Prior experience in South Sudan an added advantage
  • Self-motivated and able to work with a minimum of guidance and supervision
  • Experience working in security-sensitive environments and enforcement of team security protocols is an asset.
