BACKGROUND INFORMATION

About CARE International

CARE is a leading humanitarian organization fighting global poverty and providing lifesaving assistance in emergencies. Its programs go beyond meeting basic needs at the onset of an emergency to helping affected communities recover and rebuild their lives long after the crisis ends. CARE has been assisting communities in Somalia since 1981. CARE works in partnership with the government, international NGOs, civil society, leaders and local authorities to bring effective and lasting change to the most vulnerable communities. CARE currently works through three main programs: firstly, the Rural Women program which supports poor, rural women and girls in addressing long term underlying causes of poverty and vulnerability as well as social, cultural, political and economic obstacles towards positive change. We help women and girls improve their economic status, access education and support them to play a greater role in local leadership and conflict resolution. Secondly, the Urban Youth program focuses on job creation and livelihood opportunities for poor youth through interventions such as secondary education, vocational training, small business development and microfinance. Thirdly, the Emergency program provides direct humanitarian relief to victims of drought and conflict. CARE Somalia/Somaliland has three programs namely Rural Women, Urban Youth, and emergency. This project falls under Urban Youth.

About Dan Wadaag Consortium

Danwadaag Project – with funding from the Embassy of the Kingdom of the Netherlands, is a consortium comprising of VNG International (Lead Agency), Free Press Unlimited, Media Ink and CARE Nederland, who will implement the project for a duration of 4,5 years (2021 – 2025), starting with 1st year containing an inception phase and the 4th year will contain a consolidation and exit phase.

The project entitled “Improving the social contract through inclusive and transparent Disaster Risk Management “aiming to build inclusive disaster risk management (DRM) capacity at the local level. The Overall objective (Impact) of the project is: ‘*improved social contracts through increased resilience to external shocks’ whilst the strategic objective is ‘increased government legitimacy through efficient and effective disaster risk management (DRM) based on inclusive policies, strategies and services’.* To the target communities (children, youth and adults including vulnerable groups), civil societies and knowledge institutes, media and public authorities for effective disaster risk management. The project aims to achieve the impact and strategic objective through the following outcomes:

· Outcome 1: Communities can contribute to inclusive and transparent DRM through equitable access to information, resources and decision making processes

· Outcome 2: CSOs have the legitimacy and capacity to contribute to inclusive and transparent DRM

· Outcome 3: Public authorities have the legitimacy and capacity to coordinate and implement inclusive and transparent DRM**

Outcome 4: Media have the capacity to contribute to inclusive and transparent DRM through disseminating relevant information and creating spaces for inclusive dialogue between public authorities, civil society and communities

Objectives of Consultancy

CARE Somalia/Somaliland is hiring a consultant to develop a community based Disaster Risk Management manual (CBDRM). the training materials aimed at proving hand on training to community, community based organization and CSO in the target community.

Deliverable

1. Mapping of the existing Community Based Training materials available in NADFORD, CARE, CSO, and other actors that involve disaster management.

2. Incorporate inclusivity, governance, and accountability concepts in to the material

3. Produce comprehensive Inclusive community based disaster management manual

Content

The Community Based Disaster Risk Management (DRM) training material Manual will cover the following areas

· A common understanding of the concept and process of CMDRM for community clearly distinguish different concepts, Processes and Methodology.

· Map-out of the social exclusion and linkage between social exclusion and Risk Vulnerability and prepare diagram on relationship between exclusion and vulnerability

· characterizes selected hazards and identifies their elements in terms of
how they can affect the individuals and the community.

· Undertake vulnerability assessment guided by the chosen view that
defines vulnerability in relation to location

· explain how capacities are hazard and vulnerability specific. It also
stresses that capacities are found both at the level of the individual as well as
collective of the community.

· Focused on how to consolidate the results of hazard, vulnerability and
capacity assessments and formulate conclusions based on them. provide the
participants the framework to analyze their assessment and prepare them for the
next steps which are strategy formulation and disaster risk reduction measures.

· Provide an overview of other areas that need to be considered in
disaster risk assessment. And highlights how perception, gender and age can
influence risk analysis

· The Participatory Rural Appraisal (PRA) answers the need of CMDRM for a disaster
risk assessment process that is participatory . it generate adequate information on the three variables of disaster risk (hazard,
vulnerability and capacity), careful selection and sequencing is important. This
session focuses on the basic principles of PRA tools and its use in PDRA

· Through PDRA a CMDR Facilitate community of selected village or a unit
of analysis to determine DRR measures. The next step of the CMDRR process is to
facilitate community to determine and develop appropriate strategies to realize those
measures.

· Develop a DRM strategy: this session facilitates participants to augment their understanding about how to facilitate the community to develop a DRR strategy based on their identified DRR measures Once a community has accomplished development of disaster risk reduction strategy, the next step is to develop the community action plan, to be executed at a decided time period.

· monitoring, evaluation and learning system at the community level deepens the participants’ understanding of how to facilitate the operationalization
of PMEL at the village level

· The DRM community action planning should clearly identify which community
organization or institution will take the lead role in implementing the DRR plan.

· Building linkages for resource mobilization A community organization should establish linkages with other actors (other community organizations, local and international non-governmental

· Linking CBRM to policy is increasingly being realized that hazard events progress into disasters mostly in situations where development planning process has failed to take into account eventuality of a hazard. In disaster risk analysis the lack of capacity is often due
to structures and processes that push vulnerable population into unsafe locations
and sustain them in unsafe conditions

Security

CARE will provide an appropriate level of duty of care during the consultancy within the confines of the security operating procedures and guidelines to the consultant. The consultant is expected to liaise closely with our security advisor and security manager based in the field for the management of all safety and security related matters.

Assignment duration

The consultant will be hired for 20 working days with a tentative starting date of 30^th of March 2022.

Qualifications:

· Master’s degree or equivalent in environment protection, disaster preparedness and resilience

· Experience in development programs, particularly those focusing on youth, women and excluded groups

· Previous experience conducting similar assignment

· Articulate, professional, and able to communicate clearly with clients and staff; strong writing skills required

· Highly developed interpersonal communication skills and an ability to work well with others

· Demonstrated leadership, versatility, and integrity

· Fluent English and Somali
