Category II Expert in Fight against Organised Crime and Trafficking of Drugs and Budget Support Programmes

DRS is in the process of identifying experts for the Technical assistance in Fight against Organised Crime and Drug Trafficking in Bolivia Project – aiming to contribute to a better and more effective execution of the sector policy supported by the bilateral cooperation of the EU in Fight against Drugs and Organised Crime, increasing the capacity of national institutions to design and implement their plans and strategies in an efficient and timely manner.

Requirements:

  • General description of the position: – Support the Ministry of Interior for the monitoring and implementation of sector policy “Strategy against Illicit Trafficking of controlled substances and control of the expansion of coca crops 2021-2025”, as well as related EU Budget support programme, and other rural development/integral development with coca strategies and programmes; – Support the EUD in the management of ongoing Budget support programme (Sector Reform Performance Contract in support to ‘Strategy against the illicit trafficking of controlled substances and control of the expansion of coca cultivation 2021 – 2025 in Bolivia’), especially regarding sector policy monitoring, policy dialogue, disbursements dossiers preparation and analysis, compliance with variable tranche indicators and goals, and other EU funded projects, programmes in implementation or formulation within the priority sector 2 of the MIP 2021-2027.
  • Expert category: Cat. II (>6 years of experience).
  • Qualifications and skills required: – Academic degree in the field of Political Sciences, Law, Economics, Public Administration or similar – Complementary trainings in topics related to the technical assistance requested such as macroeconomic, public finance management, budget support programmes.
  • General professional experience: – Minimum 6 years’ experience in project/programme implementation in the sector Fight against Organised Crime and Trafficking of Drugs – Experience in Latin America and specifically in Bolivia will be positively valued.
  • Specific professional experience: – Minimum 3 years’ experience as expert in Technical assistance project/programme implementation in Fight against Organised Crime and Trafficking of Drugs – Minimum 3 years’ experience in the design and/or implementation and/or evaluation of Budget Support programmes – Experience in the design and/or implementation and/or evaluation of EU Sector Budget Support programmes will be valued positively – Experience as expert on EU funded Technical Assistance project/ programme will be valued positively – Experience project/programme implementation in the drug sector will be valued positively – Knowledge of legal and institutional framework of the coca sector in Bolivia will be valued positively.
  • Language skills: Fluent Spanish and good command of English.
  • Additional information: – Support the EUD in the organisation of sector related meetings (including sectorial working groups, events, conferences, exchange platforms, etc.) with Government institutions, Civil society, EU Member States and other stakeholders; – Support the EUD in mainstreaming of crosscutting topics such as gender, environment and climate change, rights based approach, persons with disability or indigenous peoples’ rights; – Support the implementation of communication and visibility plans of the sector (seminars, workshops, public events, etc.); – Under the supervision of the Ministry of Interior and the EUD, coordinate with other donors, Technical Assistances and sector institutions; – Ensure coherence and complementarity with other projects/programmes in the sector, as well as with other technical assistance programmes implemented in the country.
