The Opportunity – Cash & Voucher Coordinator.

Post location: Gaza Field Office – Rafah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: 6 months with possibility of extension.

ROLE PURPOSE:

As the Cash & Voucher Coordinator in Gaza for Save the Children, your role centers on managing cash transfer and voucher programs effectively. You’ll ensure timely distribution, compliance with financial protocols, and coordination with partners, enabling efficient assistance delivery to vulnerable populations in Gaza.

SCOPE OF ROLE:

Reports to: Cash & Voucher Manager.

Staff reporting to this post: TBC.

Budget Responsibilities: None.

KEY AREAS OF ACCOUNTABILITY:

To carry out the responsibilities of the role in a way this reflects Save the Children’s commitment to safeguarding children in accordance with the Child Safeguarding Policy.

The post holderwill receive a context specificToR for each deployment, which will draw upon the responsibilities outlined below.

  1. Program Management:

    • Oversee the planning, implementation, and monitoring of cash transfer and voucher programs in accordance with Save the Children’s policies and guidelines.
    • Coordinate with program managers and field staff to assess the needs of target populations and design appropriate assistance interventions,
  2. Budget Management:

    • Develop detailed budgets for cash and voucher programs, ensuring accurate forecasting of financial requirements and efficient resource allocation.
    • Monitor program expenditure against budget lines, identify variances, and take corrective action as needed to ensure financial accountability and compliance.
  3. Partnership Coordination:

    • Collaborate with implementing partners, financial service providers, and vendors to facilitate the delivery of cash and vouchers to beneficiaries in a timely and transparent manner.
    • Conduct regular assessments of partner capacity and performance, providing training and support as necessary to ensure adherence to program standards and protocols.
  4. Monitoring and Evaluation:

    • Develop and implement monitoring and evaluation frameworks to track the effectiveness and impact of cash and voucher programs on beneficiaries’ well-being and resilience.
    • Conduct regular field visits to program sites to assess the quality of program implementation, identify challenges, and gather feedback from beneficiaries and stakeholders.
  5. Risk Management:

    • Identify potential risks and vulnerabilities associated with cash-based assistance modalities, such as fraud, diversion, or misuse of funds, and implement mitigation measures to minimize these risks.
    • Ensure compliance with Save the Children’s safeguarding policies and procedures, including measures to prevent and respond to cases of exploitation, abuse, and harassment.
  6. Reporting and Documentation:

    • Prepare regular reports on the progress, achievements, challenges, and lessons learned from cash and voucher programs, ensuring timely submission to internal and external stakeholders.
    • Maintain accurate and comprehensive program documentation, including beneficiary data, financial records, and monitoring reports, in compliance with organizational and donor requirements.
  7. Capacity Building:

    • Provide training and technical support to staff and partners involved in cash and voucher programming, building their capacity to effectively manage and implement assistance interventions.
    • Facilitate knowledge sharing and learning exchanges within the organization and with external partners to enhance understanding of cash-based approaches and their potential impact on humanitarian response in Gaza.

This role is crucial for ensuring the effective and accountable delivery of cash and voucher assistance to vulnerable populations in Gaza, contributing to Save the Children’s mission of creating lasting change for children in need.

In order to be successful, you will bring/have:

QUALIFICATIONS

  • BA, BSc level or equivalent field experience preferably in economics.

EXPERIENCE AND SKILLS

Essential

  • 3+ Relevant experience in cash transfer programmes for a range of institutional donors and sectors.
  • Experience of operational aspects of cash and voucher interventions.
  • Experience in the internal controls systems to support cash and vouchers delivery in the areas of financial management, logistics, security and programme delivery.
  • Demonstrable understanding of M&E and beneficiary accountability
  • Experience of working in insecure environments and adapting internal processes to mitigate security risks.
  • Understanding of field level representation with key stakeholders and co-ordination with other NGOs/UN in the domain of cash and voucher interventions
  • Good attention to detail
  • Cultural awareness and ability to build relationships quickly with a wide variety of people.
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure.
  • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
  • Strong communication (written and spoken) skills in English and Arabic.

Desirable

  • Experience or knowledge of working in the region.
  • Experience of working with NGO.
  • Experience in emergency response.
