The American Red Cross International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network to deliver critical assistance to some of the most vulnerable communities in the world.

The American Red Cross seeks an experienced and highly motivated CVA IM Roving Surge Advisor to provide technical support and guidance to American Red Cross-funded Cash and Voucher Assistance (CVA) programs within the International Federation of Red Cross/Red Crescent (IFRC) operation in Ukraine and impacted countries. Specifically, this position should have the capacity to deploy at relatively short notice for up to 3-months, provide immediate IM technical support to the global Red Cross and Red Crescent network CVA response, and deliver regular operational updates to the American Red Cross.

The CVA IM Roving Surge Advisor will work closely with International Federation of Red Cross/Red Crescent (IFRC), International Committee of the Red Cross (ICRC) colleagues, Red Cross, and Red Crescent (RCRC) National Societies and other relevant stakeholders, to advance the ongoing implementation of timely and accountable Cash and Voucher Assistance.

This position is home based and includes up to 75% travel. The position reports to the Information Management Manager and works collaboratively with various ISD and domestic colleagues of the American Red Cross.

This is a full-time position for a minimum of 365 days with the possibility of extension based on funding.

Responsibilities:

  • Establish a strong working relationship with key CVA stakeholders across the Red Cross and Red Crescent Movement (RCRCM) network who are assisting the implementation of CVA in Ukraine and impacted countries.

  • Provide technical support and guidance to RCRC Movement colleagues as it relates to the data cycle of CVA activities including data collection, data management, analysis, reporting and capacity building.

  • Critically evaluate the implementation of information management CVA components and assess potential challenges or threats to successful implementation. As needed advocate for the necessary resources (within AmCross or the RCRCM network) to support the successful incorporation of strong data practices.

  • Ensure a strong approach to case management including data protection and the execution of appropriate and effective analysis to inform operational decision making.

  • Aggregate and visualize planning, distribution, and monitoring data and support reconciliation of CVA assistance data.

  • Assist in preparing for Audit (design and implementation decisions, evidence including complete financial reconciliation).

  • Support coordination efforts within the Red Cross and Red Crescent Movement as well as with external humanitarian partners.

  • In close coordination with RCRC Movement colleagues, provide IM capacity building support (including training design, delivery and facilitation) to ensure transfer of knowledge to host national societies and their branches.

  • Additional duties as assigned in support of American Red Cross global CVA strategy and RCRC operation in Ukraine and impacted countries.

Qualifications:

  • Bachelor’s or Masters in a related field with a minimum of 4 years of relevant working experience.

  • Experience planning and delivering technical training to a wide variety of audiences with varying skill levels including volunteers, community members, and staff.

  • Experience with Adobe Creative Suite and/or Inkscape to create informative and appealing infographics and/or marketing materials.

  • Experience conducting research to locate and obtain existing relevant data.

  • Strong data management skills and experience using Excel and/or relational databases or case management platforms.

  • Knowledge of survey design, data collection, and management using mobile data collection tools.

  • Experience in learning and education with particular attention to adult learning techniques.

  • Experience working on international development or humanitarian response projects, preferably not only in headquarters-based roles.

  • Experience using GIS applications such as QGIS to produce maps a plus but not required

  • Enthusiasm for open data and open-source tools.

  • Ability to tackle problems under a variety of circumstances and adapt to dynamic situations

  • Ability to work as an active team member but independently, with limited guidance.

  • Experience building project plans and budgets is a plus.

  • Experience with the Red Cross network and international humanitarian work is helpful.

Travel:

  • Up to 75% travel may be required.
