HI is engaged in supporting the Ukrainian population affected by the war: since February 28, two teams left for Ukraine and the neighboring countries to analyze the context, the security, and the needs.

To date, HI continues the implementation of its program in two countries, Ukraine and Moldova, with more than 20 expatriates and more than 50 employees recruited on the spot.

More than any other, HI ensures that humanitarian actions are inclusive, allowing the most vulnerable populations (people with disabilities, elderly, sick, injured) to have access to the help they need. With a focus on physical rehabilitation, psychosocial support, shelter, access to food, water, and sanitation, explosive remnants of war risk education, and advocacy.

HI has set up a two-country program covering Ukraine and Moldova. Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are health, protection, armed violence education, Humanitarian-to-humanitarian logistics (Atlas logistique) and Basic needs.

Basic Needs

To respond to the most acute needs of displaced households hosted by the local population or living in collective centers, HI will ensure they have access to sufficient and appropriate food, hygiene, and non-food items (NFI) items, including tailored items responding to the specific needs of infants, older people, and persons with disabilities. To this extent, HI will tailor its intervention modalities to household needs whilst considering local market capacities in various geographical areas. HI is responding to the Ukraine crisis by embarking on projects aimed at providing MPCA to ensure that internally displaced people (IDPs) and affected communities have access to basic needs such as food, shelter/non-food items, water, sanitation, hygiene and other necessities. Even before the February 2022, evidence showed that conflict-affected people identified cash as a preferred modality of assistance. Since 2015, MPCA has been and continues to address the immediate multiple needs of affected populations in Ukraine, while upholding their dignity and preferences. Cash has been used in Ukraine’s social and protection and safety net programming for many years and HI plans to draw from this experience to establish, adapt and scale up inclusive MPCA that is complementary to Ukraine’s social protection schemes. In this context, HI is looking for a dynamic and motivated Cash & Markets Specialist to provide technical support and to help launch future projects.

Vinnytsia

The security situation in Vinnytsia is very strong. Markets, and restaurants and cafes are open and life remains normal. From 22:00 to 06:00, there is a strict curfew as in the whole of Ukraine. There have been several ballistic missile attacks in the last two months on rural military and logistics facilities without affecting the city.

Some HI employees in Vinnytsia sleep in the guesthouse and some employees sleep in individual rooms in the hotel. We opened an office a few minutes from the city center. There are several restaurants, bars, and cafes with different styles of high-quality food, as well as a large public park, a large monumental square, and several beautiful pedestrian streets.

Primary responsibilities :

As Cash & Markets Specialist, you will support the strategic development and design of CVA/MPCA projects, oversee the quality, implementation, and monitoring of HI’s cash-based activities and project results in close collaboration with the Cash & Markets team members in Ukraine.

Under the responsibility of the Programme Manager, and the technical support of the Global Specialist at HQ, your primary objectives are:

  • To act as primary technical resource and focal point for the Ukraine country team in relation to CVA and MPCA across projects
  • Advise and support on defining the country program’s strategy in relation to cash-based programming. This includes alignment with social protection schemes
  • Ensure CVA and MPCA program quality by ensuring adherence to global minimum standards and technical frameworks, including mainstreaming standards for protection, gender, disability and age, in all aspects of HI cash-based programming
  • The Cash & Markets Specialist will lead on the development and adaptation of technical tools and materials alongside the HQ Global Specialist/referent
  • Working closely with the Cash & Markets Project Manager, contribute to the implementation of the intervention strategy of the basic needs sector with an emphasis on CVA and/or MPCA
  • Support and engage on proposal development related to CVA and/or MPCA**,** management of donor and partner relationships, and explore option for scale-up in collaboration with program management
  • Represent HI at Ukraine coordination mechanisms such as technical working groups, task teams and other relevant sectors/clusters

For this purpose, you are responsible to:

  1. Provide TECHNICAL SUPPORT and guidance in line with HI’s global strategic vision in relation to cash-based programming. You will work on project planning, implementation, and monitoring of MPCA and/or CVA activities and participate in proposal development by providing technical leadership on MPCA and/or CVA project design and technical review.
  2. Contribute to TRAININGS & LEARNING : through trainings and supportive accompaniment, in collaboration with the HQ Global Specialist/technical referent. You will develop lessons learned to contribute and facilitate learning on MPCA and/or CVA across HI and develop evidence base on “good MPCA/CVA practices” for the Ukraine response.
  3. Represente HI in EXTERNAL COORDINATION, such as the Ukraine cash working group and promote externally HI’s visibility within Ukraine.

Profile

  • You have an educational background in relevant field, advanced degree is desirable
  • You have a minimum of 4 years of experience providing CVA, MPCA and/or cash-based programming support to country programs in emergency response and recovery contexts following disasters/shocks
  • You have experience in assessment, programme design & evaluation and technical trainings and support
  • You are proficient in the concepts of national shock responsive social protection systems
  • You have a good understanding of humanitarian coordination and cash working group and cluster/sector mechanisms
  • You have a Thorough understanding of protection mainstreaming, including gender, disability and age considerations, in relation to MPCA programming
  • You have good team spirit, with strong interpersonal, intercultural and communication skills.
  • You have ability to interact effectively with project partners, vendors and community members
  • Having an experience in Ukraine is desirable
  • You are fluent in English (spoken and written)

  • 6 months International contract starting as soon as possible

  • The international contract provides social cover adapted to your situation:
  • Unemployment insurance benefits for EU nationals
  • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level as your monthly contribution with a maximum of 272.53€/month; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
  • Medical coverage with 50% of employee contribution; Repatriation insurance paid by HI
  • Salary from 2750€ gross/month upon experience
  • Perdiem: 637,87 € net/month – paid in the field;
  • Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: 5 days every 8 weeks => + possible transport/package support.
  • Position: unaccompanied; Payment for travel costs (air ticket & visa)
  • Housing: Collective took in charge by HI
  • If you live in your home country: package local
