About PIN Ukraine:

People in Need (PIN) has been active in Ukraine since early August 2014 and the humanitarian programs have been rapidly expanding since then. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people. Since 2014, PIN has implemented emergency food, multi-purpose cash asssitance, NFI, shelter, protection, livelihoods and WASH interventions and supported more than 3 million vulnerable IDPs, returnees and host communities in both urban and rural locations. PIN‘s main humantarian donors in Ukraine currently include ECHO, BHA, Ukraine Humanitarian Fund and Czech Ministry of Foreign Affairs.

About the role:

Main responsibility of the Cash Technical Lead is to provide a technical support to PIN project staff on planning, implementation and coordination of cash-based interventions implemented in response to the current military operations in Ukraine as well as to ensure the cash programme is implemented in line with all technical standards and guidance, and according to developed scale-up strategy and plan.

Immediate priorities:

  • Support roll-out of large scale MPCA and Cash for Shelter/Rent programme in eastern and western Ukraine;
  • Develop implementation and scale-up strategy & plan for cash transfer programming informed by the Ukraine context and relevant technical standards and support the project team in its implementation;
  • Ensure PIN’s cash-based interventions are harmonized and coordinated with other humanitarian actors and government agencies including linkages to social security schemes.

Main Duties & Responsibilities:

  • Design new cash-based projects with primary focus on Multi-purpose Cash Assistance (MPCA) including linkages with social security schemes, and Cash for Shelter/Rent;
  • Review and update existing cash implementation and monitoring SOPs, programme guidance and tools (on delivery options, service providers, data collection, targeting criteria, beneficiary selection, monitoring and evaluation etc.) in cooperation with MEAL and programme teams, and develop any new ones as needed;
  • Provide technical support to project teams with development/adaptation and use of technical tools, implementation of cash technical standards etc.;
  • Ensure the evolving contextual developments in terms of markets, financial services in the country are well reflected in the existing and new projects and implementation methodologies;
  • Lead feasibility and market assessments and setting-up/maintaining cooperation with financial service providers;
  • Actively participate in proposal development for all projects with cash modalities and work with Grants department in identification of new opportunities for funding;
  • Represent and ensure active participation of PIN in national coordination (namely Cash Working Group) and technical forums;
  • Develop functional partnerships with relevant partners, local authorities and other stakeholders;
  • Ensure PIN cash-based intervention is linked to existing and newly emerging social security schemes to the maximum possible extent;
  • Build capacity of PIN project teams and national partners‘ staff involved in cash-based programming by provision of trainings and on-the-job coaching;
  • Ensure PIN’s cash-based programming is in line with key technical standards (CaLP etc.);
  • Work closely with the MEAL team in the design and implementation of cash transfer monitoring and evaluation plan and development and use of adapted tools and processes;
  • Continuously evaluate PIN’s cash-based intervention in terms of programme quality, relevance and effectiveness, help to identify gaps and implement improvements.

Main Requirements:

  • At least 3 year’s professional experience with cash-based interventions within a humanitarian and/or development organization;
  • Proven experience in humanitarian assistance in complex emergencies;
  • Strong grasp of all stages of programme cycle management and quality standards in humanitarian programming and cash-based programming, including safeguarding and accountability mechanisms;
  • Experience working with local partner organisations;
  • Ability to work independently and demonstrate organizational and problem solving skills;
  • Experience of working with and through Cash Working Groups and demonstrable experience of developing/influencing technical guidelines;
  • Excellent teamwork, communication, coordination and representation skills;
  • Proven ability to work in a diverse and multi-cultural team environment, with appropriate sensitivity to social and cultural norms;
  • Proven ability to work in stressful environment;
  • A strong grasp of all stages of programme cycle management and quality standards in humanitarian programming;
  • Experience with remotely managed programming is a plus;
  • Fluency in spoken and written English, knowledge of Russian and Ukrainian language is a strong advantage.

Pin Offers:

  • Salary as per PIN scale, (EUR 2350 – 2600 + per diems EUR1200) depending on the seniority level
