The FSL coordinator, as a technical advisor at the mission, contributes to the development of ACH strategy by proposing a sector-based strategy in the field of FSL.

He/she specifically guarantees the quality and suitability of proposed technical approaches and ensures the appropriateness of FSL activities and general ACH objectives to the needs of the local populations, coordinates the project cycle and more particularly the operational monitoring of FSL programs implemented in the intervention country. Contributes to the process of capitalization and the improvement of ACH methods and techniques in the field of FSL.

Key activities in your role will include

  • •Propose and develop a FSL strategy in accordance with Action Against Hunger´s policies and priorities for the intervention country, in collaboration with the regional FSL Expert and DCD for Programs.
  • Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met.
  • Identify geographical areas of interest to the organization according to humanitarian needs and vulnerable population context. Monitor humanitarian needs related to FSL and CVA in the intervention country and contribute to the design of new FSL programs. Make sure programs are designed based on sound gender assessments.
  • Ensure the preparation and writing of food security and livelihood proposals and donor reports (log frame, narrative, budget) together with the FSL team and in link with the support team.
  • Coordinate and supervise the whole project cycle management and more particularly the operational monitoring of FSL programs implemented in the intervention country. This includes needs assessment, proposal developing, procurement and financial follow up, implementation follow up of activities, together with the FSL and operational teams in country.
  • Provide technical and methodological support to the FSL team for the proper planning, implementation, and monitoring of programs. Programs include MPCA, food vouchers, IKD, social protection integration, income generating activities.
  • Support and work closely with the support and operations’ teams for procurement, financial follow up and monitoring of outcomes and impact. Ensure technical guidance of program implementation in multiple operational bases through regular field visits and according to donors requirements and ACF internal procedures and program standards.
  • Closely coordinate and collaborate with other technical departments (nutrition, water and sanitation) and support departments (log-admin, Human resources). Integrate gender in FSL and Cash & Vouchers Assistance programs.
  • Ensure monitoring of food security and livelihood projects (field visit, regular program monitoring, budget forecast, staff evaluation and planning, donors reports, monthly reports, etc.). Ensure the reporting of Sex Age Disability Disaggregated (SADD) data.
  • Support the organization and facilitation of training sessions for technical teams and assisted communities.
  • Represent Action Against Hunger in technical forums related to FSL and CVA, and contribute to the development of technical partnerships with other actors in the intervention country. Liaise with donors, authorities, research institutes, partner organizations, NGOs, government bodies, and clusters at sub-regional/country level.
  • Supervise and evaluate the Food security and livelihoods program managers and subordinates. Ensure Gender and PSEA policies are known by staff.

Do you meet the profile required criteria?

  • Advanced university degree (minimum BA) in agriculture, economic science or development & humanitarian studies, social sciences, environmental sciences, or equivalent with significant experience in Cash implementation for Food Security and Livelihoods
  • Support to economic recovery/development and economy security interventions
  • Value Chains and Markets analysis
  • Market Based Programming
  • Able to develop ACH strategy and translate to operations
  • Demonstrated skills and knowledge in FSL integrated programming with other sectors’ interventions, in addition to linkages between emergency, recovery and development programmatic designs.
  • Demonstrated skills and knowledge in cash-based interventions
  • Demonstrated skills and knowledge proposal writing, donor rules and regulations, validation procedures & coordination of processes
  • Knowledge of ACF desirable (organization, mandate, strategy, procedures).
  • Minimum 3 years of experience in the FSL Sector within international humanitarian/emergency contexts, with a minimum of 2 years program or project manager experience
  • Demonstrated experience in CVA for FSL
  • Experience of representation and ability to represent ACH effectively in external forums like food security working groups and cash working group, as well as with local authorities.
  • Experience in negotiation with local authorities and other humanitarian actors Experience and understanding of gender sensitive programing.
  • Good understanding of community engagement and social cohesion.
  • Good understanding of humanitarian principles and do no harm.
  • Proven capacity to supervise, train and coach staff Experience of representation and ability to represent Action Against Hunger in technical forums Ability to write clear and well-argued assessments, project´s reports and proposals
  • Business fluency of English language. Rumanian / Russian are advantageous
  • MS Office very strong command. Advanced level of Excel.

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Formal work contract: Long Term
  • Base: Chisinau (Moldova). National and international mobility may be needed.
  • Salary: according to Action Against Hunger salary scale and to candidate’s previous experience.

This packaged includes:

  • Non-accompanied position.
  • Expatriate insurance (health, live, repatriation, travel, etc.)
  • Break flights/trips to defined area: (break per diem: 215 EUR)
  • Yearly holiday return flight ticket
  • Accommodation and housing expenses (in shared guest house)
  • Travel costs to and from the mission.
  • 25 working days of paid leave per year.
