The Cash for Work Project Officer reports to the Cash for Work Project Manager.
Responsibilities
– Supports and ensures day to day delivery of all cash for work project components (job
creation, shelter rehabilitation, maintenance of premises, infrastructure and sanitation works;
identifies and anticipates problems or constraints with respect to budget, plans and timelines
that may impede the timely delivery, quality and goals’ achievement; recommends
improvement thereof, as needed.
– Conducts frequent or ad-hoc monitoring visits to field locations and ensures that the process
of project’s activities that are funded by multiple donors, including sanitation, maintenance,
WASH, youth placement and related actions, is fully complied with the agreements and plans,
report on deviations, proposes and discusses corrective actions with the supervisor; monitors
and coordinates implementation of such actions with related staff (Environmental and Social
Coordinator, Youth Reporting and Program Coordinator, Adolescence and Youth Reporting
and Program Coordinator), as appropriate.
– Reviews, enhances and/or develops a communication strategy for the Cash for Work project;
leads the development of communication materials in order to increase community awareness
and donor visibility; plans and organizes community and other stakeholders outreach
meetings to manage their expectations.
– Liaises closely with relevant departments at the Field Office, Area Offices keeping them
fully informed of the status of Cash for Work activities and receiving necessary support.
– Contributes to the projects’ management and planning to improve its deliverables, including
tracking project’s results against targets, and brings deviation to the supervisor’s attention.
– Contributes to the identification of best practices and lesson learnt; identifies areas of
improvement using UNRWA monitoring and evaluation tools and corporate reports.
– Compiles data and draft reports to internal and external stakeholders, including progress and
ad-hoc reports.

Education
Advanced university degree (Master’s or equivalent) from an accredited educational
institution in business administration, management, political sciences, social sciences,
international relations, communications or other relevant disciplines.
Job Specific Qualifications
Work Experience
A minimum of five years of progressively responsible relevant work experience in
programme management, project management, monitoring and evaluation, administration or
related field is required.
Unless already serving as an international staff member in the UN Common System, at least
two continuous years of relevant international experience outside UNRWA, and outside the
country(s) of citizenship is required.
Experience in managing multi-programmatic, Cash for Work, or other similar /labor intensive
projects is desirable.
Working experience with UN agencies, NGOs and civil societies in the field of refugees
and/or IDPs operation is desirable.
Advanced university degree (Master’s or equivalent) from an accredited educational
institution in business administration, management, political sciences, social sciences,
international relations, communications or other relevant disciplines is required.
Languages
Excellent command of written and spoken English is required.
Knowledge of Arabic is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be
followed by competency-based interview.
Special Notice
Type of Contract and duration: One year project funded, with the possibility of further
extension subject to availability of funds, need and performance.
The Incumbent may be required to travel in the Agency’s area of operations.
Applicants have to complete the Personal History Profile (PHP) in Inspira in order to be
considered. The PHP should be completed with full relevant work experience as per the
requirements in the Job Opening, in order to be considered.

Equivalency:
A first level university degree in combination with two additional years of qualifying
experience may be accepted in lieu of an advanced university degree.
NB: work experience alone or formal qualifications with no relevant work experience are not
considered an acceptable combination.
