ABOUT WFP:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization, saving lives in emergencies and using food and cash assistance to change lives and empower people to meet their essential needs. WFP does this both through direct programming as well as by supporting governments on their national pathways toward the Sustainable Development Goals (SDGs), in partnership with multiple stakeholders. WFP endeavours to reach as many people in need as possible utilising available resources. This means making sure that assistance reaches intended people while preventing or detecting the possible divergence of entitlements (food and cash). WFP either collects personal data from people directly or receives data from partners to enrol people into assistance programmes, and then continually verifies people to make sure that assistance is reaching the right individuals and families.

ORGANIZATIONAL CONTEXT:

When WFP sends people money, we give them the flexibility to choose what they need and when they need it. People spend most of the money WFP sends them on food, but they also can use it to pay medical bills, rent or school fees. Sending people money means that they don’t need to make impossible trade-offs, like deciding to eat less so that they can keep all their children in school.

This announcement is for purpose of identifying potential talent to deploy in various duty stations and Regional Bureau as and when positions become available. These incluse Panama, Dakar, Bangkok, Johannesburg, Cairo and Nairobi Regions.

JOB PURPOSE:

As a Cash-based Transfers (CBT) Consultant, your role will help to save and change people’s lives by supporting countries to deliver high-quality cash transfer programmes. You will do that using the most appropriate methods, putting people at the center, and implementing cost efficient and effective Cash Policy phases.

You are likely to manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes in Country Offices of moderate complexity, or contribution to policy formulation and provision of technical advice at Regional Bureau for a defined area of expertise. You will operate with considerable independence in CBT and may manage a team of junior professional and support staff.

In line with our WFP Cash Policy Guiding Principles, you will contribute to the achievement of the Cash Policy Outcomes, supporting governments, donors, and partners in their increasing use of cash transfer programmes to provide income support to the most vulnerable people and to keep money flowing in national economies.

Depending on the location of where support is needed, you could work in Country Offices and Regional Bureaus. You will likely report to a Head of Programme, Chief or relevant Director.

KEY ACCOUNTABILITIES AND RESPONSIBILITIES:

1. Contribute to the formulation and implementation of WFP-wide CBT programme design in line with both organizational strategy and the practical realities of operating in the field.
2. Translate the relevant CBT strategies into local CBT strategies into local CBT programme design ensuring compliance with WFP policies, EB decisions, audit recommendations.
3. Provide technical advice on the design of innovative CBT programmes that are people-centered, proritise women and that are responsive to people’s changing needs and preferences.
4. Develop and maintain partnerships with counterparts from governments and partners to enhance understanding of markets and the local financial context and strengthen government community ownership.
5. Implement and uphold IDM standards with regards to collecting, storing, and managing people’s personal data
6. Implement the Cash Assurance Framework; strengthening controls, monitoring systems, and ensure that risk mitigation measures are in place; implement cost assurance action plan covering CBT activities to design and deliver cash programmes.
7. Contribute to cash-related thought leadership in fora on topics including: taking a people-centered approach, Identity Management, digital financial inclusion, women’s economic empowerment.
8. Contribute to the Country Strategic Plan formulation to support inclusion of the power of cash and a people-centered approach in the design of the strategy
9. Design and set-up data management systems and processes (analysis, data cleaning, data verification and reconciliation).
10. Manage and track payment instruments and confirmation of transfer value to ensure accountability.
11. Provide technical advice and contribute to development of functional trainings in collaboration with HQ stakeholders to enhance the capacity of WFP staff, Field resources, government and partners to design cash programmes
12. Contribute to an equitable and inclusive workplace which incorporates all dimensions of WFP diversity
13. Coordinate, coach and motivate a team of staff to enable high performance, ensure knowledge transfer and contribute to building talents
14. Ensure the best use of assigned financial resources within a moderate budget
15. Support the inclusion of CBT contingency plans into CO emergency preparedness and emergency response plans to deliver cash rapidly and effectively

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

University degree (Master or higher recognized by https://www.whed.net/home.php) in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Sciences, Business Administration, Information Systems, Public Policy or any other relevant field, or First University degree with additional years of related work experience.

Experience:

• Between 5 and 10 years of postgraduate and relevant progressively responsible professional experience demonstrating high performance in cash programming, digital financial inclusion, digital payment solutions, economic empowerment, economics, humanitarian programming, within the private and/or public sector.
• Experience in the design, set-up, implementation and monitoring of transfer modality systems (in-kind food and cash-based transfers)
• Experience supporting the setting-up and running of field Cash operations or Cash emergency operation.
• Experience managing a Sub Office or a small country/ area office programme team or a component of a country office programme portfolio.
• Experience engaging in policy discussions and providing input into policy decisions.
• Coordination skills and the ability to work across different business functions in WFP.
• Experience working across the Program portfolio including Vulnerability Analysis and Mapping (VAM) / Nutrition is advantageous.

Language:

Fluency (level C) in English with an intermediate or fluent knowledge of another official UN language (French, Spanish and Portuguese) is desirable.
