Organizational context

The Polish Red Cross is an organization associated in the world’s largest humanitarian movement, one of the oldest in the history of mankind. Its constituent parts are the internationally operating: the International Committee of the Red Cross (ICRC), the International Federation of Red Cross and Red Crescent Societies (Federation) and national Red Cross or Red Crescent Societies.

The Main Board of the Polish Red Cross operates at the national level, 16 District Branches in voivodships, and over 200 District Branches at the poviat level. The fourth level, the lowest in the hierarchy, and thus its foundation, are the basic units: PCK School Circles, Youth Community Instructors (SIM), Blood Donor Clubs, Rescue Group and Humanitarian Aid Groups.

The mission of the Polish Red Cross is to prevent and alleviate human suffering, and to protect human dignity, without any discrimination on the basis of nationality, race, gender, religious or political beliefs.

Professional duties and responsibilities

Objective

  • The Cash and Vouchers Assistance (CVA) Shelter Officer is responsible for supporting the implementation of the Red Cross accommodation support programme. The accommodation support programme includes a mix of rental assistance and host family support.
  • Rental assistance will include financial assistance to cover the cost of renting accommodation and will be provided for 6 months + one month to cover the deposit as well as support services and monitoring.
  • Host family support will include financial assistance to those hosting refugees from Ukraine in their own homes for 6 months as well as support services and monitoring.
  • The CVA Shelter Officer will ensure delivery of the financial assistance components of the accommodation support programme in collaboration with the shelter team at HQ and branch level.

Collaboration and Coordination

  • Internally, collaborate with finance delegate on all finance requests
  • Internally, collaborate with branches delivering the accommodation programme
  • Internally, collaborate with the IFRC finance team in Budapest
  • Externally, coordinate with other organisations providing shelter / accommodation support and cash based assistance
  • Externally, collaborate and coordinate with relevant local authorities at commune (gmina), town / city (poviat), and district (voivode) levels as required and in coordination with other shelter team members

Programme Delivery

  • Manage and implement all procedures and processes related to the financial assistance component of the accommodation support programme
  • Prepare financial forecasts for the accommodation support programme
  • Prepare all documentation required by IFRC Finance in the regional office in Budapest for the financial assistance
  • Ensure all financial assistance payments for the accommodation support programme are made on time
  • Solve any issues arising related to payments
  • Support, in cooperation with PMER, the PMER plan and post distribution monitoring for the financial assistance, including supporting checks with financial assistance payments as part of accommodation programme’s monthly monitoring visits and calls

  • Education

  • Graduate diploma in disaster management, project management, IT/IT, finance / banking, or other relevant fields – preffered

    Experience

    At least 3 years of professional experience – required

    A minimum of 1 years experience on cash based assistance programmes / finance / banking – required

    Experience of project management – required

    Experience working with an NGO / Red Cross / UN – preferred

    Basic knowledge of the Red Cross, and some volunteering experience – preferred
