The Opportunity – Cash and Voucher (CVA) Program Manager (For Nationals based in the West Bank)

Post location: West Bank Field Office in Ramallah

Contract Duration and Level of Effort: 12 months with possibility for extension

ROLE PURPOSE:

The CVA PM for Opt CO, will sit under the Director of Program Operation at the Country Office level oversee the operational processes for multi-million, multi-donor funded awards implemented in complex context including Gaza and the West Bank. The CVA PM leads the operational processes for the payment across both field offices. He/She has access to the database in collaboration with the MEAL Manager. The CVA PM Supervises 2 CVA Officers and is the focal point for engaging with national/local stakeholders as well as Financial Service Providers concerning CVA (including national/local authorities).

The CVA PM takes the lead in the cash payment process, including coordinating Cash Transfer Authorization (CTA) and Scope of Work (SoW) in collaboration with relevant budget holders. The CVA PM contributes to updating operational documents such as the Standard Operating Procedures (SOPs) and related annexes.

The PM will be responsible for overseeing SCI portfolio and area of operations and will support providing strategic recommendations tailored to the context to the RO CVA TA.

Together with Save the Children technical advisors at the national and/or regional levels, She / He will be responsible to develop the capacities of SC CVA team, sectoral teams and SC partners in Gaza and West Bank offices. Whenever needed, the CVA PM will support the induction and recruitment of new team members.

Reports to: Director of Program Operations with dotted (technical line) to Regional Office (RO) CVA Technical Adviser (TA)

Budget Responsibilities:

KEY AREAS OF ACCOUNTABILITY:

Programme Quality & Support

  • Ensure SCI MPCA policies and guidelines are well understood and followed both by SC staff and partners.
  • Trains new staff from relevant units (Program, Finance, MEAL, Field Offices) as well as existing staff on OPT CVA processes and guidelines.
  • Oversee the preparation and tracking of cash transfers, making sure projects are following SCI operational procedures.
  • Contributes to MEAL work, following project indicators against log frames and contributing to drafting MEAL tools.
  • Support RO CVA TA in advising to adapt interventions as required and relevant in the changing context.
  • With support from RO CVA TA and other sectoral leads and Operations, develop project plans and budgets, contributing towards an overall thematic programme plan and master budget.
  • Lead CVA payment procedure in collaboration with the RO CVA TA, MEAL team, Finance and relevant units and colleagues. Ensure that all steps are in line with SOP
  • Suggest and contributes to updates to improve the quality of SOP and implementation.
  • With support from sectoral leads, prepare timely programme and donor reports on CVA activities in compliance with internal SC requirements and any relevant external donor requirements.
  • With support from the Monitoring & Evaluation team ensure M&E plan are in place and effective, ensuring this links to reporting requirements.
  • With support from the RO CVA TA and Accountability lead, ensure accountability of CVA activities in Gaza and West Bank ensuring that feedbacks from children and their families are considered in project design and implementation. Support active learning from project implementation, ensuring a focus on continuous improvement of implementation based on feedback from accountability processes, monitoring and evaluation data.
  • Suggest ways of improving processes, quality of implementation and reaching the most crisis-affected.

Human Resource

  • With support from the RO CVA TA and/or other senior programme staff, with the HR team, identify technical staffing needs and support recruitment, induction, and training of new staff.
  • Manage two officers, setting their team and individual goals and oversee their performances.
  • Identify learning and training opportunities for project staff, conduct training and work as a mentor and role model for less experienced staff.
  • Supporting knowledge transition from the PM to Save the Children staff in West Bank and Gaza, as well as supporting capacity building, learning and coaching/mentoring for local partners and their staff will be a critical area of work for this role.

Representation & Advocacy & Organizational Learning:

  • Ensure that Save the Children’s work is coordinated with efforts of other agencies and Government, and advocate for the specific needs of children.
  • Represent SC in relevant coordination mechanism, ensuring SC CVA operation and planning are properly reported.
  • Establish effective partnerships with humanitarian and/or local authorities present in SC operational areas.
  • With support from the Lead Technical Adviser and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country.
  • Contribute to communications and media work as required.

General

  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

In order to be successful you will bring/have:

EXPERIENCE AND SKILLS

Essential:

  • Substantial experience (5+ years) of working in Cash and Voucher Assistance programs including management and implementation of projects with multi-purpose cash assistance, voucher programs and cash for specific sectoral outcomes.
  • Experience in program quality, including integrated CVA programs such as cash for protection outcomes, cash for nutrition etc. Familiarity with SCI methodologies for Cash plus programs (CVA for CP trained etc).
  • Demonstrated ability to design, plan, deliver and evaluate cash and voucher assistance programs, including proposal development, all aspects of program reporting, cluster engagement and reporting, as well as donor engagement.
  • Education to BSc/BA level in a relevant subject (generalist, economics, statistics, social sciences) and or equivalent field experience (3-5 years)
  • Previous experience of CVA project management, including multi-million dollars awards
  • Experience of and commitment to working through systems of community participation and accountability
  • Knowledge of monitoring and evaluation standards and procedures applied to CVA programming.
  • Experience in training and/or coaching staff on CVA, preferably CALP trainer
  • Agile and fast learner
  • Tolerance for ambiguity, ability to perform under pressure and in changing environment.
  • Ability to write clear and well-argued assessment and project reports.
  • Excellent communication skills
  • Strong influencing skills
  • High level of written and spoken English
  • High level of written and spoken Arabic – ability to connect with local ministries.
  • Fluent in Arabic and English
  • In-depth knowledge and experience of the Palestinian context and existing network of key external stakeholders
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SC; in particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
