Could you support and facilitate the delivery of quality CVA preparedness and programming for and with 3 National Societies (NS) in the Europe region: in Romania, Moldova, and Poland?

About the Role

The Cash and Voucher Assistance (CVA) Preparedness Delegate will be the lead technical CVA focal point supporting the Romanian Red Cross and Moldova Red Cross and a secondary Adviser/point of support for the Polish Red Cross (in support of the International Federation of the Red Cross (IFRC) and National Society (NS) counterparts based there). They will also contribute to supporting and mentoring the co-leads of the IFRC-led Europe-wide CVA Community of Practice, in collaboration with relevant colleagues from the IFRC.

The CVA Preparedness Delegate will be responsible for ensuring that British Red Cross (BRC)’s planned CVA partnerships and programmes in the focus countries neighbouring Ukraine (in Romania, Moldova, and Poland) are implemented and effective and remain in line with NS plans and priorities.

The CVA Preparedness Delegate will be entrusted to:

  • Provide technical input into all stages (identification, assessment, analysis, design, planning, implementation, monitoring, and evaluation) of BRC and partner programmes related to CVA, in line with international and internal standards and good practice.
  • Support the mainstreaming of CVA approaches into the targeted National Societies through high quality field and desk work, working directly with National Societies and in close collaboration with IFRC as required, to build up expertise in and readiness for CVA activity delivery.
  • Maintain a strong contextual analysis and understanding of Red Cross Movement CVA capacities in the 3 priority countries and participate in external fora to remain abreast of good practice, challenges and learning in the sector.
  • Help monitor, oversee, and present progress reports against CVA plans to BRC, NS and IFRC colleagues as required
  • Help facilitate and support communications, coordination and knowledge sharing through the regional CVA Community of Practice, to help foster the exchange of ideas, experience, and opportunities to improve CVA readiness and response in the region.
  • Liaise closely with relevant National Society Development (NSD) colleagues within IFRC and the NS on related areas of work and help ensure alignment, efficiency, strategic cooperation, and complementarity of resourcing between CVAP and other cross-cutting and enabling functions.
  • Ensure effective and highly collaborative relationships are created and maintained between BRC, NS and other Red Cross Movement counterparts at sector coordination level to promote and benefit from effective Movement efficiency and effectiveness.

What we are looking for

You will have strong technical/professional knowledge within the area of CVA with an emphasis on CVA preparedness, including proven experience with disaster response project cycle management covering all stages: assessment, analysis, design and planning, monitoring, evaluation, and impact.

You will be experienced in designing and implementing CVA in an international response, recovery and/or development context, as well as working with local partners and of building their capacity in CVA.

You will have a high-level communication, influencing, negotiation, good mentoring, and capacity development skills.

You will able and willing to travel in the region for up to 50% of the time and to operate in a physically demanding working environment during short field trips.

It’d be useful if you have experience in the region, good command of another language relevant for the region, experience on cash for livelihoods, cash for shelter and/or cash for protection and that you have worked with institutional and high-profile donors.
