Danish Red Cross is looking for a highly qualified Cash and Voucher Assistance (CVA) delegate to provide overall leadership to the CVA components of our response and provide technical support to Ukraine Red Cross Society (URCS) in the planning and implementation of the CVA activities, ensuring an efficient and timely quality response.

Danish Red Cross has been present in Ukraine since 2014 and has scaled up its response in relation to the present humanitarian crisis. Our focus is on health, psychosocial support, relief distributions, logistics, as well as multi-purpose cash assistance to help meet the basic needs of Internally Displaced People and other vulnerable groups. Initially in the Chernivtsi Oblast in Western Ukraine, but potentially expanding to other geographical areas depending on needs and access.

Key Responsibilities:

  • Provide overall leadership and oversight to the CVA components of the Danish Red Cross response
  • Provide technical support and guidance to URCS in the planning and implementation of CVA activities, including targeting, beneficiary registration, distribution and encashment
  • Monitor programme progress and potential changes to the operational context and needs. Conduct Post Distribution Monitoring (PDM) surveys and adjust if needed to ensure programme objectives are met
  • Develop a CEA plan and ensure CVA messages are effectively disseminated to recipients and relevant stakeholders and that appropriate feedback mechanisms are established
  • Assess URCS capacity development needs and provide training and mentoring of staff and volunteers
  • Participate in internal and external coordination fora
  • Document results and learnings, and contribute to reporting
  • Contribute to the development of the longer-term operational plans for the Danish Red Cross response in Ukraine

About You

We are looking for a professional with strong technical knowledge and skills within CVA. You have:

  • A relevant educational background (e.g., Disaster Management)
  • Strong technical knowledge and skills within CVA
  • Minimum 5 years’ experience in international emergency response, including field experience in managing and implementing CVA
  • Confident in working with digital platforms and utilizing digital tools for project delivery (e.g., Kobo, RedRose, Microsoft office suite)
  • Experience in working with partners at national and sub-national levels
  • Experience of training, mentoring and coaching national staff and volunteers
  • Red Cross/Red Crescent knowledge and experience an advantage
  • Fluency in written and spoken English. Knowledge of Ukrainian or Russian an advantage
  • Completed the Practical Cash Emergency Cash Transfer training (PECT), the Hostile Environment Awareness Training (HEAT), and the online World of Red Cross (WORC) training or equivalent
  • Valid driving license, manual gears

We expect you to be confident in situations of a fluid security context, stress, and able to handle a heavy but varied workload. You have strong communication and interpersonal skills and a good understanding the RCRC Movement. You have strong analytical and problem-solving skills with independent decision-making capacity. And you are a team player, but also structured, systematic and able to work independently

Employment conditions

The position is a 1-year position with possibility of extension. The CVA Delegate reports to the Country Coordinator / Head of Programmes. The duty station is Chernivtsi, western Ukraine, But the duty station may be changed if needed due to operational needs. Travelling to the programme areas will take place to the extent that the security situation allows.

The ideal starting date is 1 June 2022. The position is a non-family duty station.

The contract will be administered in accordance with the Danish Red Cross Terms and Conditions for long-term Delegates. The salary including all allowances and pension will be between DKK 43,800 to 46,300 pending on qualifications and experience. Accommodation will be provided.
