THE ROLE

Save the Children (SC) aims to establish an integrated modular approach to respond to the current Ukraine crisis through the establishment of a Universal Cash Assistance Network and Child Protection (UCAN), integrated with additional key features that are Child-Sensitive, Holistic, Modular, Accessible, Decentralized, and Borderless. In line with SC’s Strategic Statement for the Ukraine conflict and 2022 Global Humanitarian Response Plan, the focus of the services and support will be to conflict-affected children and their families, including unaccompanied and separated children (UASC), children who have lived in institutional care, children with disabilities (CWD) and Roma children.

UCAN will be designed as a hub that enables crisis-affected individuals to either self-identify or be identified by SC through a range of access points (incl. a web portal, application, hotline, etc.), be rapidly verified, and receive immediate universal access to the full-range of services that SC provides, including referrals and two-way communication channels, to provide dignity and self-determination when families are facing life’s biggest challenges.

In line with this project, Save the Children is looking for a Cash and Voucher Assistance (CVA) Adviser for UCAN, who will provide technical oversight and operational management of all CVA activities under UCAN. The CVA Advisor, UCAN will work closely with the Project Director and other team members to design and implement the CVA work plan and all other project deliverables, to bring the vision to life. The CVA Adviser will be expected to lead on the design of an integrated CVA offering with other sectoral technical advisers. Also, the CVA Adviser will be expected to lead on operationalizing the cash component in UCAN including leadership on the procurement and contracting of financial service providers, linking with response technical advisers and program managers, and establishing operational standards for the project. Lastly, the CVA adviser will be responsible for providing backstop support to the Ukraine and regional responses (including Poland and Romania).

To be a strong supporter and advocate for children on this role you will need to demonstrate:

Essential

  • Master’s Degree or bachelor’s degree, and experience in relevant social science, human rights, development studies, NGO management or equivalent fields
  • At least 4 years of direct experience in CVA programming in both technical design and operationalizing CVA programmes.
  • Experience in working with regional and international financial service providers of different delivery mechanisms
  • Excellent listening, inter-personal, communication and networking skills; proven experience and effectiveness working across functional teams and in a matrixed structure; and an ability to work with diverse populations.
  • Experience in managing and overseeing large-scale programmes including operational level experience
  • Skills in training, capability building, coaching, mentorship, problem solving, and project cycle management.
  • Can work well in stressful situations; able to manage multiple competing tasks, prioritize deliverables and meet reasonable deadlines
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Proven experience as a team player and leader in an international organisation.
  • Excellent verbal and written English skills

Desirable

  • Proficiency in a second core language of Save the Children (French, Spanish, Portuguese or Arabic)
  • Experience in one or more of Save the Children’s thematic sectors: education, child protection, health and nutrition, etc.
  • Excellent research and analytical skills with ability to write clear and well-argued assessments, project reports, and proposals
  • Expertise in utilizing digital products for CVA or other programmes
