Cash and Voucher Assistance Advisor (Consultant)

Background

FHI 360 is harnessing its four decades of development experience to provide humanitarian assistance in crisis-affected countries. FHI 360’s Crisis Response Team (CRT) meets the urgent needs of people whose lives are jeopardized by conflict, disaster, or displacement. FHI 360’s Crisis Response Team currently provides life-saving interventions in the WASH, health, nutrition, and protection sectors. CRT is seeking a consultant to advise the department on the feasibility and organizational readiness to use the Cash and Voucher Assistance (CVA) modality as a means of delivering aid in the previously mentioned sectors as well as Food Security.

Scope of Work

FHI 360 is a large, U.S.-based NGO currently operating in over 60 countries across multiple development sectors from health, education, livelihoods, peacebuilding as well as humanitarian response. FHI 360 has used CVA as a modality to meet development program objectives but not at scale and never within humanitarian response.

CRT is seeking an experienced CVA specialist to advise the department on the feasibility of utilizing CVA in FHI 360’s humanitarian operations and to understand the various previous uses of CVA throughout the organization’s development programs.

Specific Tasks and Responsibilities:

• Conduct a landscape analysis of FHI 360’s previous use of CVA. The analysis may include: implementing department/unit, period of performance, donor, project summary, transfer modality, total cash transferred, and beneficiary selection.
• Conduct an organizational readiness assessment to use CVA at scale in both humanitarian and development contexts.
• Conduct a SWOT (strength, weakness, opportunities, threats) analysis or similar for FHI 360’s use of CVA at scale.
• Develop recommendations for how the organization could improve internal policies to best use CVA based on previous programming.
• Develop a roadmap for FHI 360 to use CVA at scale, including considerations around the following:
  • Organizational – internal and donor procurement restrictions and bottlenecks; indirect cost recovery on CVA; approval processes; banking and transfer to the field; OFAC restrictions
  • Programmatic – access considerations such as to financial/vendor service providers; conflict or violence-affected communities; modality selection and appropriateness; beneficiary selection; transfer modalities; compliance with local banking laws; safety and security

Deliverables:

• Landscape analysis of CVA experience within FHI 360, written and PowerPoint. Note – the landscape analysis will cover multiple business units and departments such as Global Education, Global Health, the Nutrition Unit, Crisis Response, and Regional Offices.
• Detailed organizational readiness assessment report, written and PowerPoint.
• Roadmap document showing recommended actionable steps, timeline, and responsibilities.
• Support the development of an FHI 360 CVA capacity statement.

Remote.

Level of Effort: 3 Months, up to 40 hours per week

Period of Engagement: February 1 – May 1, 2023

Qualifications

• University degree in any relevant field.
• At least 5 years of professional experience in designing, implementing and supporting CVA programming – specifically within a humanitarian context.
• Familiarity with financial service providers
• Expertise in conducting organizational readiness assessments in CVA.
• Experience in maintaining CVA in WASH, Protection, Food Security, and other sectors
• Current or previous participation in CVA technical working groups.
• Strong technical understanding of various CVA delivery methods and platforms.
• Prior experience in a U.S.-based non-governmental organization (NGO), and a sound understanding of USAID and BHA
• Strong understanding of Diversity, Equity, and Inclusion (DEI) considerations in CVA programming.
• Excellent written and oral communication skills in English.

Proposals will be evaluated in accordance with the following criteria:

• Expertise in CVA programming, with proven advisory experience.
• Ability to articulate the process to achieve this scope of work in the given timeframe.
• Consultancy experience with similar organizations.
• Three references
