We are seeking a Researcher with expertise in Cash Programming, along with knowledge of Shelter and Settlements programming, to support a research study into cash-based programming decisions. The research seeks to determine the criteria on which to base decisions about the provision of cash to households who have lost their shelter and settlements in humanitarian crises. The successful individual will be passionate about evidence-based approaches to humanitarian crises, have excellent knowledge of cash-based programming and rigorous research skills.

This is a home based/remote position.

Outline Methodology The central research question is: What are the criteria for deciding when and where cash-based approaches are appropriate in support of those who have lost their shelter and settlements in humanitarian crises?

The main data sources will be empirical documentary data and primary data from key informant interviews.

The research will be implemented by a collaborative research team of individuals from academic organisations and humanitarian agencies. The Researcher will contribute to research activities in collaboration with the wider study team, while taking on specific responsibility for data collection and analysis, in collaboration with Shelter and Settlements experts.

Tasks: * Contribute to development and finalization of the research questions and methodology. * Manage the collection of empirical documentary data, including reports, evaluations and case studies and other relevant grey literature, in collaboration with the research team. * Contribute to the development of interview questions. * Conduct KIIs with humanitarian practitioners on their experiences of choosing cash programming to support Shelter and Settlements outcomes. Interviews are intended to fill gaps in the documentary data and likely to be no more than 10. * Analyze the data and record the findings, in collaboration with Shelter and Settlement technical experts. * Write up the findings in an academic paper for submission to a peer-reviewed journal. This will be implemented collaboratively with humanitarian agencies and other academics. * Contribute to various knowledge sharing products for different stakeholders, e.g. powerpoint presentations, infographics, briefing notes. * Contribute to knowledge sharing forums where the findings can be disseminated.

Deliverables: * Research questions. * Finalize methodology. * Store of relevant data, accessible by the research team. * Interview questions. * Interview transcripts. * Record of data analysis and findings. * Academic paper for submission to a peer-reviewed journal. * Contributions to various knowledge sharing products for different stakeholders, e.g. powerpoint presentations, infographics, briefing notes. * Presentations at knowledge sharing forums.

Workplan: * July: Refine the research proposal. * July – September: Data Collection. * September – November: Data Analysis. * December – January: Write Up Findings. * February – March: Share Findings with Key Stakeholders.

Requirements: * Qualified to Postgraduate level in a relevant subject. * Experience of and skills in conducting qualitative research, including data management, data analysis and writing up findings. * Knowledge and experience of Cash Programming and Shelter and Settlements Programming in humanitarian crises. * Experience of and skills in working collaboratively in multi-agency teams. * Excellent written and verbal communication skills, especially when communicating remotely. * Fluent in English. * Proactive self-starter, completer finisher, problem solver and team player.

Preferred: * PhD related to humanitarian crises. * Affiliation to a University or Research Institute. * Track record of research or practitioner fieldwork in Cash Programming in humanitarian crises. * Experience of and skills in collaborative decision making. * Graphics skills. * Ability to read, write and interview in other languages.

2. Is it necessary to be affiliated with an academic institution to apply? No, it is not essential.

3. What role is required from an academic institution? We are keen to make links to academic institutions to begin broader discussions about the research needs of humanitarian practitioners supporting shelter and settlements. Universities have also been able to offer in-kind support to various research activities.

4. Is there a particular region to focus on for this research project? No.
