The Role

We are looking for Cash and Partnerships Lead for the Ukraine Refugee Response who will:

• Mainstream and apply the CVA and Partnerships principles across Oxfam, partner, and the Ukraine Regional Cash Consortium (URCC).

• Build awareness of the Oxfam Cash and Partnerships Toolkit and approach for Oxfam, partners, and partners of the Ukraine Regional Cash Consortium (URCC).

• Integrate aspects of the CVA and partnership project cycle across Oxfam’s work with partners on cash as well as within the project cycle of partners in the URCC when relevant.

• Develop and support strategic a capacity sharing approach that builds on and reinforces local actor’s capacities to design and implement CVA programming, and influence CVA strategies, projects and coordination spaces.

• In collaboration with the cash specialist in Poland, Romania, and Moldova, facilitate capacity strengthening and partnership plan tailored to Oxfam and URCC partners.

• Set clear objectives and monitoring systems to assess progress around local humanitarian leadership and cash holding Oxfam and others to account for facilitating spaces for local actors.

• Working collaborate with PMU Roving Cash Lead provide technical oversight to the country teams and partners on how to embed Oxfam’s approaches for cash and LHL and defined ways of working during CVA design and delivery.

• Work closely with the partnership colleagues to build interventions based on the principles for effective & equitable partnerships and LHL in CVA

• Where needed, advocate for spaces for local actors to play roles within cash coordination, funding, and other discussions.

• Support Cash Trainer-Poland to develop training materials for training partners on cash programming

• Collaborate with the Cash Lead in PMU and countries to ensure flexible cash grants facilities provided for partners are designed in based on equitable partnership and following local humanitarian approaches

• Support partners in conducting gender analysis, protection and risk analysis in ensuring safe programming in partner-led CVA program.

• Monitor the LHL approach in Oxfam and partners’ CVA programming, and collect lessons and knowledge from good practice, recommendations, to inform further contextualization of the partner led CVA approach.

• In collaboration with social protection colleagues, consider and plan for potential partnerships with Government counterparts as relevant to the response. to the response.

What we are looking for

Our next Cash and Partnerships Lead will require:

• Knowledge and understanding of global justice, social change, women’s rights and gender equality and commitment to delivering humanitarian work through feminist principles.

• Experience & knowledge of the international humanitarian sector and an understanding of development issues and humanitarian standards and guidelines including Sphere, Red Cross and Red Crescent Code of Conduct, Core Humanitarian Standards, IASC Gender in Humanitarian Action, GBV Guidelines, Oxfam GIE Minimum Standards.

• Demonstrable experience in assessing capacity needs and opportunities, designing and delivering training and learning programmes and initiatives with a desire to improve knowledge and performance, and an understanding of relevant learning & development methodologies.

• Proven ability to develop effective relationships at a distance and deliver high-quality remote management, guidance and support.

• Demonstrate skills in gender analysis in programming and preparedness and disaster response planning and a clear understanding of practical significance of gender issues

• Experience in providing advisory support to both senior managers and programme staff, and well-developed ability to facilitate learning, knowledge management and innovative capacity development schemes.

• Enhanced collaboration and networking skills; representational, diplomatic and advocacy skills to enable the post holder to operate effectively within Oxfam and in external networks;

• Sensitivity to cultural differences, and the ability to work and comunicate in a wide variety of cultural contexts.

• Excellent teamwork and communication skills and the ability to build good relations both internally and externally.

• Excellent command of written and spoken the English language.
