Norwegian Refugee Council

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022, during which whole Ukraine became affected by the conflict, required a significant scale-up of the operations.

In response to the large-scale of displacement of IDPs in Ukraine as well as refugees fleeing Ukraine, NRC has set up humanitarian operations for refugees arriving in Poland, Romania and Moldova and has expanded the programme inside Ukraine. NRC assists conflict-affected populations (CAPs) in the East, North and South with emergency, life-saving activities integrating LFS, Shelter/NFI, ICLA, WASH and Protection programming. The Western response will focus on assisting displaced people and people on the move with multi-sectoral support. The overall programme will be complemented by multipurpose cash assistance targeting both vulnerable IDPs and CAPs.

The Cash & Market Specialist will lead on the team in Ukraine and will be supported by the regional Cash & Markets team.

  1. Develop the Cash & Markets strategy, technical guidance and Macro LFAs for Ukraine that are aligned with regional and global strategies and priorities
  2. Provide Cash & Markets specific inputs relevant for CC strategies and overall country strategy
  3. Comply with and adhere to NRC policies, guidance and procedures
  4. Identify funding opportunities, develop and revise proposals, budgets and donor reports
  5. Develop funding strategy for CCs where cash & vouchers are used as a modality
  6. Provide technical direction to support the programme implementation, ensuring high technical quality and synergies
  7. Represent NRC in relevant forums/clusters, including with national authorities and donors
  8. Promote the rights of IDPs/returnees/conflict-affected populations in line with the advocacy strategy
  9. Support the consideration and inclusion of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate.
  10. Contribute to the institutionalization of cash-based interventions and market-based programmes through capacity building, guidance and SOP development and interdepartmental engagement.
  11. Contribute to the development of NEED-Cash structure and operations in collaboration with Regional and HO C&M teams
  12. Contribute to the development of technical guidelines, advise and support project planning, design and implementation, considering specificity of local context, and available technologies. This includes a frequent review and update of cash and voucher SOPs.
  13. Innovate and promote the uptake of appropriate technologies that enable NRC to deliver cash and voucher assistance interventions better. This will include systematically piloting and/or adapting evidence- based best practices; as well as review of workflows and strengthening accountability (e.g. securing supporting documentation).
  14. Participate in internal strategic and operational meetings and discussions related to the application of market-based programming approaches in Ukraine and at CEERO level, when relevant. This includes supporting the development of proposals and strategy documents at sector/core competency, Area Office and Country Office level.
  15. Champion quality improvement and systematic programme learning through in-situ project reviews.
  16. Engage in externally-oriented actions to the extent that they promote/benefit NRC strategic intentions, including dissemination of best practice, influencing decisions at Cash Working Group and other clusters, and capacity building for stakeholders.

Required skills, knowledge and experience

  • Advanced degree in Economics, Econometrics or Business Studies; statistics as a major is advantageous.
  • Documented technical competences related to the position’s responsibilities, with a minimum of 5 years’ relevant experience in a similar role
  • Experience from working with cash in complex and volatile contexts and a clear understanding of the risks and opportunities related to the use of cash in emergencies (experience in contexts with high levels of inflation would be desirable)
  • Advanced knowledge and skills in designing and undertaking market assessments and analysis, designing and implementing cash and market-based approaches and programmes
  • Documented results related to the position’s responsibilities
  • Knowledge and experience in developing and facilitating programmes that use digital delivery mechanisms
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license

  • Duty station: Kyiv- Ukraine. Travel to Area offices within Ukraine will be required
  • Contract duration: 12 months, with possible extension
