Our International Programme Division is currently recruiting for the position of Cash Advisor for the Afghanistan office. The Cash Advisor will provide technical support and direction in the design, implementation, quality assurance and program strategy development of cash and voucher assistance (CVA) in Afghanistan country programme. He/She will play a lead role in managing the establishment and set-up of CVA and will focus on cash transfer modalities, market analysis, targeting, implementation, capacity building and learning.

Responsibilities and Accountabilities

The Cash Advisor is accountable to fulfil his/ her roles and responsibilities in line with IRW’s code of conduct, values and principles, and to report to his/her line-manager regularly on the basis of annually defined key performance indicators (KPIs).

Technical Support and Strategy Development

· Lead the technical design and strategic direction of IR Afghanistan cash programming.

· Strive to create and use standardized tools and practices, including SOPs, training manuals and work-plans, where appropriate, across projects/programs/field-based teams.

· Carry out systematized project/program monitoring visits and provide structured feedback in a way that can improve cash transfers-related project/ program progress and impact.

· In collaboration with the MEAL team, support in rolling out qualitative monitoring and evaluation approaches aiming to build contextually-grounded learning into cash program activities

· Ensure lessons learned and emerging best practices are evaluated and built into the new program design and implementation.

· Quality review of donor reports related to cash programming.

· Ensure that key cross-cutting themes, such as community participation, partner capacity building, good M&E, coordination, inclusion of women, and inclusion of disadvantaged groups are emphasized and integrated into all cash transfers projects/programs.

Programme Development and Implementation

· Lead on technical cash transfer programming assessments (including market assessment) in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of protection, inclusion and gender.

· Work closely with the Head of Program to support fundraising for cash-based interventions, including development of high quality concept notes and proposals;

· Work with finance colleagues to ensure appropriate and accountable modalities of cash transfers are in place and that these approaches are adapted, as needed;

· Work closely with the MEAL lead to support the development of accountability activities for CVA, ensuring that feedback from all relevant stakeholders is considered in programme design and implementation.

Capacity Building

· Support country and field teams in effective resource management, including identifying and addressing technical capacity gaps and if necessary staff recruitment.

· Provide support and technical capacity building to key staff in country and field bases.

· Identify learning and training opportunities on CVA for key programme staff and work as a mentor and role model for less experienced staff.

Networking, Advocacy and Communications

· Represent Islamic Relief Afghanistan (IRA) cash programming to relevant bodies and networks, including clusters, working groups, task forces and donor meetings, and identify changes to their policies and priorities that may create opportunities or threats for the programme objectives. Specifically, represent IRA in the multi-agency Cash and Market Working Group (CMWG) in Afghanistan and in IRW Cash Working Group in HQ.

· Collaborate with senior programme staff and assist in advocacy activities, feeding in learning, experiences and evidence to relevant advocacy objectives

The successful candidate must be or have:

· Substantial relevant international work experience in cash and voucher assistance, particularly in the design and direct implementation of cash- and market-based programming with demonstrated experience leading a team to achieve results

· Knowledge and experience of international cash and voucher assistance, market analysis, food security and livelihoods assessments

· Strong commitment to capacity building and proven capacity to supervise, train or coach national staff on CVA with willingness to adopt a participatory and consultative management approach.

· Willing to travel to remote locations and in difficult locations.
