Background

CBM is an international development and humanitarian organisation committed to improving the life of persons with disabilities in the poorest countries of the world. Based on its Christian values and over 100 years of professional expertise, CBM addresses poverty as a cause and a consequence of disability and works in partnership to create an inclusive society.

The project “Phase 3 – Leave no one behind!” is carried out under the lead of Handicap International e.V. and in partnership with the Institute for International Law of Peace and Armed Conflict (IFHV) at the Ruhr University Bochum and CBM. The project is funded by the German Federal Foreign Office (AA) and promotes the inclusion of persons with disabilities in humanitarian action. Particularly, it seeks to operationalize and promote the use and application of Inter-Agency Standing Committee (IASC) Guidelines on the Inclusion of Persons with Disabilities in Humanitarian Action, which were published in 2019.

The Guidelines define four ‘must do’ actions to promote disability inclusion across all sectors and at all levels of the humanitarian response, namely: 1) meaningful participation of persons with disabilities; 2) removal of barriers; 3) empowerment of persons with disabilities and capacity building; and 4) disaggregation of data for monitoring inclusion. Although many stakeholders are officially committed to inclusive humanitarian action, they are still struggling to put these four ‘must do’ actions into practice.

Purpose

To stimulate the exchange of knowledge, share good practice(s), draw out lessons learned, debate perspectives, and inform future initiatives and capacity development on inclusive humanitarian action, the project facilitates a collection of case studies. The case studies will analyse remaining gaps and challenges in mainstreaming disability inclusion in humanitarian action and present promising practices on how to operationalize the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action. For the development of the case study collection, CBM is looking for one or several consultants to develop specific case studies.

Scope of the Case Study Development

Three case studies that built on previous and ongoing programmes of CBM shall be developed:

1.) Capacitating & Involving OPDs in Humanitarian Response – Learnings from Nigeria

2.) Disability Mainstreaming in Food Security and Cash Programming in Zimbabwe

3.) Mainstreaming disability inclusion in the Ukraine humanitarian response

Important Remark: Interested consultants can apply for the development of one, two or all three of the above-mentioned case studies. Please ensure that your application specifically mentions the case study/ case studies you are applying for.

Methodology for the development of the case studies

The consultant will develop and write the case studies in close collaboration with CBM country teams and/or CBM partners. A mixed methods approach is expected that includes a desk review of reports, project-specific evaluation reports, case studies, training reports, etc. as well as interaction through Key Informant Interviews (KIIs) and Focus Group Discussions (FDGs) with main stakeholders incl. CBM staff, humanitarian agencies and service providers, governmental representatives, persons with disabilities and Organisations of Persons with Disabilities (OPDs).

All case studies must be completed by September 2023.

Expected Results

  • For each case study an abstract (1.5 to 2 pages) that provides an overview on the case study incl. the methodology, related tools, stakeholder, and interviewee list until December 2022.
  • Three case studies each with a total of 8,000 to 10,000 words. Each case study shall contain an executive summary (abstract) that can be used as stand-alone document for further distribution, and a main text, both inclusive of clear and concise findings and recommendations. Annexes should include a description of methods and the survey tools used, the list of interviewees and/or their affiliation, the actual execution schedule, a summary of survey results (if applicable) a bibliography, and any other relevant materials.
  • A one-/two-pager that summarizes the key outcomes and practical recommendations (for each study).
  • An online presentation of the findings for a broader audience of CBM and partners of the project (for each study)

Application

Interested consultants can apply for one, two or all three of the above-mentioned case studies. Please ensure that your application specifically mentions the case study/ case studies you are applying for.

Expressions of Interest shall be submitted by September 13th, 2022 to [email protected] and shall include:

  • Brief description of consultancy firm/consultant/team
  • Detailed CVs of each suggested team member
  • Understanding of this ToR and suggested methodology
  • Availability of team and suggested schedule
  • Financial and technical proposal

Only complete applications will be considered. The contractor may ask for references and/or examples of previous work and reports during the recruitment process. The contractor reserves the right to terminate the contract in case the suggested and agreed upon team members are unavailable at the start of the evaluation and no adequate replacement can be provided.

Each team member, incl. interpreters, enumerators etc. need to fully comply with and sign CBM’s Code of Conduct and Child and Adults At Risk Policy as well as commitment to data security and privacy.

Requirements of the Consultant

  • Academic degree, preferably a Master’s degree.
  • At least 7 years of working experience on disability inclusion and/or humanitarian action
  • Proven experience in writing reports or academic case studies
  • Fluency in English, knowledge of a local language in one of the case study countries is an advantage
  • Excellent analytical, report writing, and communication skills
  • High capacity for organization and coordination, as well as an ability to work with a high degree of independence in a team environment.
