Case Management Technical Adviser

ROLE PURPOSE:

The Sn. Case Management Specialist will lead on the quality of Save the Children’s case management programme under the supervision of the Child Protection Technical Adviser. The Sn. Case Management Specialist will focus on building Save the Children’s and implementing partners’ technical capacity and quality to provide quality support to vulnerable and at-risk children. This role will include leading on developing child protection case management guidelines, capacity building plan and training packages, provision of on-the-job training and, and facilitating internal case review meetings along with the Case Management Specialist. The post holder will also ensure that our work and all related materials are developed fully in line with the inter-agency guidelines, approaches and tools/SOPs and that it strategically contributes to standardization of case management process and forms across all NGOs in Ukraine with the overall goal of contributing to the system strengthening. In addition, the post holder is also responsible for ensuring programme quality and relevance is continually assessed and findings inform programme development and build capacity of the staff as required. The Sn. Case Management Specialist will particularly work closely with Sn. Child Protection Manager, Case Management Specialist and Case Management Officers.

KEY AREAS OF ACCOUNTABILITY:

Standardising tools and approaches and Program Quality

* Conduct a review of existing services and actors providing case management support to vulnerable and at-risk children at national and local level

* Develop standardised case management forms, reporting formats, referral criteria, tools and procedures in collaboration with other CP programme staff and key stakeholders for the response

* Support the development of service mapping in coordination with the CP Sub-Cluster and build collaborative relationships with organisation and service providers at the field level and support Caseworkers to ensure effective referrals and collaboration.

* Ensure that the implementation of Case Management adhered to the Child Protection Minimum Standards (CPMS) and Step to Protect CA standards and IA SoP.

* Regularly monitor that all CP CM program components strictly adhered to SC policies and procedure and standards including the Minimum Standards of Child Protection in Humanitarian Action, and Core Humanitarian Principles and Standards.

* Ensure case management services and alternative care are provided in line with the SCI Ukraine and CPSS/IA Case Management Guidelines and Standards

* Design and support teams to conduct a base line survey to inform the development of tools and procedures for the case management system

Capacity building, Supervision and Coaching

Develop, contextualize and pilot training (and ToT) packages for case management team and implementing partners (eg. Rolling out SC’s Steps to Protect Common Approach) to build their capacity and efficiency in managing child protection cases

* Provide ongoing technical supervision and coaching to case management team

* Support the case management team with the implementation of case management guidelines and use of case management tools and forms effectively

* Support Case Management Supervisor and CM officers to hold regular case conferences and 1:2:1 meetings with all Case Workers to respond to complex cases.

* Provide guidance on the identification, assessment, documentation, case planning, service provision and referral and follow-up of at-risk children and families.

* Visit the border crossing and coordinate with UNHCR, IOM and other concerned agencies to ensure the Registration Process of UASCs in the border crossing points.

* In coordination with UNHCR/UNICEF, where necessary and possible, organize Best Interest Determination/Assessment thorough case conference, discuss challenging cases, ensure timely follow up,

* Support outreach and awareness raising activities to identify vulnerable children according to agreed vulnerability criteria.

* While tracing is ongoing, initiate interim, family based alternative care arrangements for Unaccompanied and Separated Children (UASC), including foster care, supported independent living.

* Oversee the appropriate identification and screening, as well as follow up and monitoring, for foster families/alternative family based care.

* Ensure that major challenges encountered by CM team are flagged early, and addressed in an appropriate way.

External and internal coordination and representation

  • Represent Save the Children at the Case Management meetings, facilitate discussions and agreement on the use of common standards and tools among members of Child Protection Sub-Cluster and other local partners.
  • Lead technical discussions on possible engagement in managing “high risk” cases in selected locations.
  • Participate in existing child protection various coordination mechanisms on behalf of Save the Children.
  • Assist with the recruitment of Case Management Officers including development of interview questions.
  • Coordinate with other agencies that provide case management services for efficient referral and transfer of cases
  • Ensure constant and transparent communication and collaboration with relevant stakeholders, including community members, community leaders and families.

MEAL, reporting and documentation

  • Work with the MEAL team to create a variety of age and gender appropriate accountability mechanisms.
  • Collaborate with MEAL to assess and strengthen the monitoring, evaluation and learning systems for CM program, develop/adapt appropriate measuring tools for qualitative and quantitative assessment of CM activities.
  • Ensure case management team respect confidentiality and follow ethical guidelines
  • Ensure the implementation of a child protection data protection protocol in case management, ensuring that Case Workers understand and apply data management principles.
  • Coordinate with CP SC and provide support to the implementation of the Inter-Agency Child Protection Information Management System
  • Perform other tasks as requested

Assessment, design and implementation of quality CP CM program

  • Work with CP Sub-Sector and other relevant service providers to identify the CP needs and capacity gaps. Collaborate with CP and other sectors to incorporate CP needs in any upcoming joint/ multi-sectorial assessment.
  • In coordination with the CP Technical Advisor and other sectorial TAs, take the CP thematic lead in identifying, designing, planning and delivering community-based CM response across sectors.
  • Support CM Technical Advisor, to develop/adapt evidence-based, age and gender appropriate content/materials for Community Based SS messaging, identify safe and accessible channels to disseminate the messages to target populations including children and families.
  • With Guidance from the CP TA, and in collaboration with relevant SC sectors and other concerned actors, design and conduct appropriate, need based awareness/calming activities for families and children and/or children/families on the move related activities using the functional community based structures, volunteers
  • Provide technical input to NBD in effectively incorporating CM components in all relevant funding applications, proposal, assessment and capacity building plan.
  • Provide ongoing feedback to CP TA Technical Advisor on operational needs and funding needs at each field location to inform proposal development and national, regional and global advocacy.
  • Regularly monitor, document good practice and lessons learnt and support SC Ukraine to develop and strengthen a shock-resilient prevention and response program which could eventually contribute to system strengthening
  • Closely monitor, assess the capacity and gaps in services in Ukraine Response, Make regular visits to the field; carry out process monitoring and provide feedback and support for achieving high quality prevention and response.
  • Where challenges arise, ensure that these are flagged early, communicated to the Sn. CP Manager and addressed in an appropriate way; Communicate and share learning with other SC units and sectors involved in the emergency response
  • Assist the Sn. CP Manager in development of CM implementation plans and propose CM budgets for SC and partner organizations.

Analyse the contexts and promote the Centrality of Protection

  • Assist the Sn. CP Manager to ensure that the CP response is effectively targeting the most affected children and communities including unaccompanied and separated children in prevention and response to child recruitment, grave violations, including maiming and killing, sexual and gender-based violence (SGBV) and child trafficking.
  • Assist the CP TA in upholding technical leadership at CP/ IA level on Save the Children’s CM program.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Advanced degree in Social Sciences/Social Work or a field(s) relevant to international development assistance.
  • At least 5 years of professional work experience at national and international levels in fields relevant to child protection, proven technical expertise in case management required.
  • Demonstrable understanding of international development and humanitarian response architecture, and co-ordination mechanisms
  • Ability to formulate strategic documents for programming, engagement, and coordination involving international organisations.
  • Demonstrable experience of effective high-level coordination and chairing of meetings.
  • Experience in a comparable regional country, working in the field of case management
  • High-level communication skills, including ability to speak formally, negotiate, demonstrate tact and diplomacy, and advocate for child protection issues with community and authorities.
  • Highly developed leadership and coordination skills.
  • Demonstrated experience in building capacity of teams and staff.
  • Fluency in written and spoken English
  • Proficient in MS Excel, MS Word, Outlook
  • Commitment to the aims and principles of Save the Children International.
  • Ability to work well in a team and under pressure and in response to changing needs.
  • Ability to plan well, set own targets and meet them.
  • Ability to work independently and with good interpersonal, communication and presentation skills
  • Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.

Desirable

  • Academic background and/or professional experience in the provision of Child and Adolescent
  • Experience in and knowledge of Ukraine context
  • Experience or knowledge of working and living in relevant regions/contexts.
  • Experience working with IDPs, refugees and returnees.
  • Local Language and culture.
