Case Management Specialist – Poland Response Office

ROLE PURPOSE:

Following the start of the conflict in Ukraine, thousands of people fled to neighbouring countries including Poland where more than 2 million refugees were received. Save the Children is scaling-up its programmatic response, particularly in relation to child protection (CP) case management and alternative care.

The overall role of the Case Management Specialist will be to help develop and strengthen case management and alternative care programming in close collaboration with affected community members, partners, and inter-agency stakeholders. The role will focus on technical resource development and capacity building, including supportive supervision and coaching. The role is likely to include supporting partners with complex child protection systems, issues, and cases.

The Case Management Specialist will work under the supervision of the Child Protection Technical Advisor with close collaboration with the Operations Team. As the child protection team grows, this role will either directly line manage or provide dotted (technical guidance) line management.

KEY AREAS OF ACCOUNTABILITY:

Standardising tools and approaches

  • Support the development and strengthening of standard operating procedures and information management tools (e.g. forms, data protection impact assessments, and data protection and information sharing protocols) for child protection case management and alternative care.
  • Support Save the Children and partner child protection and case management staff in all locations to effectively use agreed case management and alternative care guidance, procedures, and tools.
  • Support with the development of additional tools and guidance, as needed.
  • Support the development and maintenance of service mapping and referral pathways.
  • Strengthen engagement with authorities and civil society actors.
  • Monitor compliance with standard operating procedures (SOPs) and quality benchmarks for case management and alternative care during field visits.
  • Periodically review SOPs, service mappings and referral pathways, and other technical resources to ensure they are up-to-date and relevant.

Capacity building & supervision

  • Develop a case management capacity building plan in collaboration with partners and support by developing/adapting resources, as needed.
  • Organise and deliver trainings as agreed with partners
  • Mentor staff within Save the Children and partners to ensure that national and international standards and best practices are adhered to.
  • Roll-out the inter-agency Supervision and Coaching package and support Save the Children and partner staff to hold regular individual and group supervision sessions.
  • Build the capacity of CP and non-CP actors to safely identify and refer cases.

Alternative care

  • Support partners and caregivers to strengthen the quality of care for children in alternative care arrangements in line with national and international standards and guidelines.
  • Support dissemination and capacity building on standard operating procedures for alternative care, including quality monitoring with partners.
  • Contribute to holistic, structured group activities in alternative care settings e.g. integration of early childhood development, education, mental health and psychosocial support etc.

External relations and coordination

  • Take responsibility for ensuring that coordination with other actors is happening effectively in each location.
  • Escalate any concerns about coordination and timely, quality service provision, including any gaps or inefficiencies in service mappings and referral pathways.
  • Ensure collaboration and complementarity with Save the Children operations team.
  • Represent Save the Children in external meetings when required

MEAL, reporting and documentation

  • Support Save the Children and partner staff to follow best practices for confidentiality, documentation, and information management for case management.
  • Contribute to strengthening of child friendly feedback and complaints mechanisms for children (and caregivers) receiving case management and alternative care services.
  • Support with monitoring, evaluation, accountability, and learning as required including monitoring quality and drafting reports.
  • Perform other tasks as required.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Postgraduate qualification in Social Work, Law, or similar.
  • Thorough understanding of child protection, including international and national laws and standards related to children without appropriate, family-based care.
  • Significant experience of child protection case management, social work, or similar experience working directly with children affected by violence.
  • Strong ability to communicate with children and provide emotional support.
  • Proven experience of co-facilitating trainings and workshops.
  • Previous line management and team management experience.
  • Strong influencing, advocacy, and negotiating skills.
  • Collaborative and respectful working style, including the ability to listen to and be supportive to caregivers and colleagues under pressure.
  • Strong understanding of confidentiality and data protection.
  • Fluent written and spoken English.
  • Willingness to travel to different locations.
  • Commitment to and understanding of child rights, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.

Desirable

  • Polish, Ukrainian, and/or Russian language skills.
  • Thorough knowledge of international standards, guidelines, and tools related to child protection case management in humanitarian settings.
  • Experience of social work supervision, including managing group and individual meetings.
  • Specialisation in institutional care and/or foster care.
  • Experience of representing an organisation in inter-agency meetings and with national or municipal authorities.

In the case of a Category 1 and Category 2 response, the candidate must reflect the experience and qualifications of Grade 2. This must include the following proven behavior/experience:

  • Demonstrate leadership and management skills in a complex international setting.

Previous experience as a member of the Senior Management Team.
