FHI 360/Philippines (www.fhi360.org) is in search of candidates for the position of CASE FINDING LEAD COORDINATOR to join the USAID’s “TB Innovations and Health System Strengthening” project in the Philippines to be based the following identified Regions: National Capital Region, Region 3, Region 4A, and Region 7 (Cebu and Siquijor).**

PROJECT DESCRIPTION: The “TB Innovations and Health Systems Strengthening” project is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection, and treatment. The Activity will identify and help implement proven approaches to improve TB prevention, increase TB case detection rates, decrease default rates, and increase TB treatment success rates and TB cure rates.

Finding missing patients with tuberculosis (TB) is one of the National TB Control Program’s (NTP) priority interventions to achieve the Philippine Strategic TB Elimination Plan: Phase 1 (PhilSTEP1) vision of a TB-free Philippines by 2035. The 2016 National TB Prevalence Survey (NTPS) showed that CXR is more sensitive than symptom-based screening for TB, 92% vs 32%, respectively. In this regard, FHI360-TB Innovation and Health System Strengthening Project, in coordination with DOH, Center for Health Development-Metro Manila, III, IVA, and VII; and Local Government Units (LGUs) developed an active TB case finding (ACF) model to assist NTP in finding missing TB patients. A screen all strategy will be done in the LGUs or workplaces using a mobile digital X-ray with computer assisted chest x-ray reading technology.

JOB SUMMARY: The Case Finding Lead Coordinator is hosted under the Regional Implementation Team. Reporting to the Regional Implementation Manager (RIM) assigned in Region NCR, Region 3 or Region 4A in Luzon. If hired in Cebu, s/he will be under the TBIHSS Cebu Project Manager. The Case Finding Lead Coordinator will manage the mobile van team, prepare ACF activities, and ensure active case finding are provided at the facility or local.

KEY RESPONSIBILITIES:

  • Supervises and manages the field team for case finding activities
  • Liaises and coordinates with different local partners (e.g., LGU, Barangays, government agencies, organized groups, and others) for day-to-day work of case finding activities as required
  • Ensures smooth running of case finding workflow and support team when needed
  • Assists in or conducts health promotion activity on systematic TB screening using CXR in the community
  • Conducts brief health education on TB disease – screening, diagnosis, treatment, and prevention
  • Assists the DOTS facility staff in following up patients to ensure completeness of diagnostic procedures and treatment initiation
  • Ensures completeness and accuracy of the data written in the screening and laboratory forms
  • Encodes data in the case finding database
  • Submits the records and reports daily
  • Follows up laboratory and CXR results and ensures results are forwarded to concern TB team Treatment Facility for further management of patient
  • Assists Component in data consolidation and data analysis
  • Assists Project’s Components in other case finding-related activities
  • Performs other related duties as assigned

MINIMUM REQUIREMENTS:**

  • Ability to lead a team
  • Ability to work effectively, both independently and in a team unit
  • Ability to record, encode, analyze and interpret data, identify errors, and prepare reports
  • Ability to convince and interview patients
  • Proficient in using Microsoft office and other online applications for recording and reporting purposes.
  • Good verbal and written communication skills

WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

  • Willing to work on field.
  • Ability to convince and interview patients
  • Can work well with minimum supervision.
  • Is team player and goal getter.
  • Willing to work anywhere in covered regions or province where the active case finding activities are conducted, i.e., NCR, Region 3, and Region 4A if assigned to work in Luzon or Cebu Province

EDUCATION/EXPERIENCE:

· At least College level or a graduate of any allied health course (preferably nursing).

  • Has worked with a health facility on TB case finding activities.
  • Has worked in health development sector assisting non-government organization (NGO), community-based organization or public-sector programs is an advantage.
