HIAS Aruba seeks a Desk Review Consultant to identify key factors that could impact the cash transfer amount delivered throughout the Caribbean. Some of the key factors that the desk review will assess are: inflations and patterns within the markets, fluctuation in the exchange rates and other indicators that would be defined in collaboration with the main stakeholders for the desk review. The aim is to understand the inflation rate in the Caribbean Islands to adjust the CBI amount accordingly.

OBJECTIVES & DELIVERABLES:

  • Data collection tools are to be considered for the desk review include remote focus group discussions and remote key informant interviews to be conducted for key stakeholders for the study. Those stakeholders could vary from a governmental entity, local authorities, CBOs, UN agencies, INGOs & NNGOs, business owners, vocational training providers, and other stakeholders in the targeted areas. As well as focus group discussions that includes both genders in different age segments. An analysis to of the project documentation, previous market assessments and patterns, a review of the available literature, reports and research studies on the issue is expected to support the proposed desk review.
  • The desk review is expected to cover the North Caribbean Islands where HIAS delivers cash and voucher assistance, including but not limited to Sint Maarten, the Bahamas, Turks and Caicos, Haiti, Barbados, Jamaica and Sint Lucia and the surrounding areas, major markets, and borderline crossing markets.

QUALIFICATIONS & REQUIREMENTS:

  • Bachelor’s Degree and post-graduate degree in a relevant field (social sciences, research methods, international development M&E, etc.).
  • Specific experience and proven track records of results in M&E for international development.
  • Significant experience in the design and implementation of qualitative and quantitative research/learning in the field of Cash and Voucher Assistance and/or Market Based Programing.
  • Proven track record of professional, timely and high-quality consultancy assignments in the field of monitoring and evaluation and learning of non-profit sector projects.
  • Excellent English communication, report writing and presentation skills.
  • Strong critical analysis skills and attention to detail.
  • Cultural sensitivity and gender sensitivity/awareness.
  • Ability to adapt in challenging circumstances and flexibility.
