Job Overview: The Career Development Supervisor is responsible for program management and service delivery for the Career Development Program, with the goal of assisting refugee clients to move beyond entry-level jobs and to resume their professional careers after resettlement. Specifically, the Career Development Supervisor ensures services that include career counseling, enrollment in post-secondary and recertification programs, and advanced job placement. The Career Development Supervisor is primarily responsible for the coordination of direct service provision, outcomes tracking, and supervision of the Career Development team.

Major Responsibilities:

Responsibilities may include, but are not limited to:

  • Work as part of a team to provide comprehensive strength-based services to IRC clients through coordination of cases and effective communication between team members and departments
  • Support Economic Empowerment team activities and participate in program development and design for the department
  • Participate in program meetings and staff development activities
  • Serve as point person and career development program representative for collaboration and correspondence with stakeholders including partner agencies, educational institutions, employer partners, and donors
  • Develop partnerships with educational institutions, vocational institutions, and local employers
  • Collaborate with the IRC Economic Empowerment team to ensure that clients are receiving the comprehensive services they need to achieve their goals, and ensure that funder-mandated and agency goals are met
  • Represent the career development program within the IRC network, in conferences, working groups and other contexts
  • Liaise with IRC Economic Empowerment Technical Advisor to ensure effective program delivery by utilizing available resources and best practice models within the IRC field office network
  • Accountable for ensuring accurate and timely reporting of career development services data to donors and all relevant parties
  • Conduct research and develop proposals for future career development grants and financial support
  • Other duties as assigned.

Supervision:

  • Recruit, hire, and supervise all staff, interns, and volunteers providing career support services to clients enrolled in career programs
  • Oversee staff, interns, and volunteers providing services to clients enrolled in Career Development programs in accordance with IRC’s People Manager Standards
  • Supervise and coach staff through close communication regarding challenging cases; carry out timely, professional interventions to ensure appropriate service delivery and outcomes
  • Recruit, train, monitor, and evaluate staff performance to ensure staff objectives are met
  • Contribute to grant preparation to maintain and/or expand Career Development programming
  • Participate in IRC network-wide initiatives to understand and share best practices relating to workforce development

Recruitment of program participants:

  • Assess potential Career Development program clients and assist with preparation to enroll
  • Work closely with program partners to engage potential participants with the Career Development program
  • Develop collateral materials; distribute flyers and brochures to resettlement agencies, local businesses, community centers, apartment complexes and other places frequented by potential participants
  • Oversee program orientations and trainings to individuals and groups

Tracking:

  • Ensure that information required for program eligibility for all career programs and reporting purposes is collected and that accurate records are maintained, including case files and client data entry
  • Conduct participant surveys and evaluation efforts
  • Enter data into the program’s information data systems and internal tracking systems
  • Monitor intake and enrollment trends, quality of service provision and timeliness and accuracy of case file documentation

Service provision:

  • Build and maintain partnerships with community-based organizations, career service providers, and small business and corporate entities for advanced career opportunities
  • Participate in IRC network-wide initiatives to understand and share best-practices relating to career pathways programming
  • Design, implement, and provide monitoring and evaluation oversight for career and industry-specific programming
  • Coordinate training workshops, including arrangement of guest speakers and trainers
  • Coordinate corporate and employer engagement opportunities and events
  • Provide Economic Empowerment Program Manager with data for narrative reports to program funders
  • Comply with all policies, procedures, and protocols of the agency
  • Other duties as assigned

Job Requirements:

Education: Undergraduate degree in social work, social sciences, or related field is required; advanced degree preferred

Work Experience:

  • At least two years of related professional experience required, with workforce development program experience strongly preferred

  • Strong organizational skills including multi-tasking, prioritizing, planning, and effective time management.
  • Fluency in written and spoken English, with bilingual ability in any refugee language preferred.
  • Ability to communicate with limited-English speakers.
  • Demonstrated multi-cultural experience.
  • Computer literacy required, particularly proficiency in Microsoft Office applications (Word, Excel, Outlook)
  • Valid driver’s license, access to reliable vehicle with current insurance, and the ability to travel regularly throughout the service delivery area.
  • Occasional night/weekend work required.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the outlined responsibilities.
  • May require occasional weekend and/or evening work.
