In response to CARE increased Syrian response cross-border humanitarian works the program is now endeavoring to undertake an inside NW Syria direct implementation to address humanitarian needs, enhance the quality of our programming and maximum response capacity and support to CARE’s partners. We are looking for a trustworthy, dynamic, innovative and resourceful person to join the Area office in the capacity of Data Management Assistant to be based in Jarablus, northern Aleppo, Syria.

Job Summary

The Area Data Management Assistant will be part of the Protection Area office team and will be in close collaboration with the Area Data Management Officer as a technical supervisor, and will be reporting to the Area Protection .Coordinator . The Area Data Management assistant will support and assist consistent and systematic, recording, processing, resolution and response of Area programs data on daily basis. The primary function of the role will be to provide DM support to the area office, through supporting the transition from paper to digital data collection tools. The role will also provide some broader DM support to the Protection area office team, such as entering all activities related to proper databases that meet’s program needs and collected the minimum data required for Area Office. This position will generally support the MEAL team and protection program team in the Area Office to ensure data management systems are working effectively across the program. He /She will also be responsible to ensure that CAREL’s Child Protection Policy, Gender Policy, Physical and Sexual Exploitation and Abuse (PSEA) Policy and the Code of Conduct are known by staff (including volunteers, visitors etc.) and set in the area’s project and system procedures to ensure people are not harmed (safeguarding) during programme assessments, design, implementation and evaluation, and that all interventions have pro-mainstreamed gender and age with a view of ensuring a needs-based response sensitive to their needs and vulnerabilities. The person is expected to have strong interpersonal skills, understanding, cooperative, organized, a high ability to work within a team to take initiative and skills in influencing to support policy and advocacy

Responsibilities and Tasks

Job Responsibility #1 Data management support to Area office 30%

· Participate in preparation of data collection forms in coordination with program and/or DM Officer.

· Ensure the data collection is operational and effectively maintained

· Assist DM Officer to prepare master database template

· Entering the project activities on proper databases and data collection tools

· Assist DM Officer to create and update the guidelines/instructions of using database ensuring clarity and explicitly in terms of using the database.

· Check source of documents for accuracy, when necessary.

· Once data has been entered, verify data and correct data where necessary.

· Under the leadership of the DM officer work with program team on understanding their DM structure, issues and gaps provide suggestion for improvement and capacity development when needed

· Assist DM Officer to develop and maintain archiving system for DM unit inside Syria

· Support DM Officer developing and implementing proper backup, restore, data validation, and security procedures to ensure data integrity and availability;

· Ensure data management procedures and projects have set timelines and meet established deadlines.

Follow up the safeguarding case tracker number and collect these information as a safeguarding focal point and report it on monthly basis.

Job Responsibility #2 Data Collection, Entry, Analyzing and Reporting 60%

· Prepare, compile and sort documents for data entry. Check source documents for accuracy and verify the obtained data and correct when necessary.

· Enter data from source documents into a prescribed computer database, files and forms. Transcribe information into required electronic format.

· The data entry shall give a visit to the Protection center three days a week, compile available information from the project activities, including but not limited to:

*Participant’s information at in-center /Outreach activities.

*Break down the information in term of gender, age, ethnoreligious group, type of activity, dates.

*Collect # of referred cases (to which agency is referred to, and to whom the focal point in that agency was sent to).

*Case type (whether the case is a legal case, medical case, GBV case, SGBV case, etc.), date of referring.

· Prepare and share weekly database and quantity reports reflecting the updated figures and charts on weekly basis.

· Working and closely following up with the implementing partner if available in addition to the camp management in assigned location/camp to develop Zoghra camp data management system (data flow, tools, databases Etc…)

· Build standard and harmonized databases that meet’s programs need for all sectors and collect the minimum data required for the whole activities implemented at assigned location/camp.

· Develop and maintain master database/s in order to better track the number of beneficiaries reached across different programs/sectors and mention the provided activities for each family.

· Once data are all collected and entered, verify and correct data through second round verification where necessary.

· Work closely with the implementing programs team within the camp in order to provide appropriate data management and collection plan.

· Support the camp management in providing accurate statistics related to the population and families’ members’ quantities and figures.

· Ensure data entering & synchronizing process it is done according to data quality & privacy protocols.

· Capture and validate any technical issues or mistakes, gaps of the database system environment.

· Contribute CARE’s data protection protocols by ensuring regular spot checks are being conducted for the whole data bases and families’ information in the camp through having weekly count and door to door check over the available families and tents.

· Train data entry focal points in each department in use of the database

· Support the Area Data Management Officer and the Site Coordinator in developing and implementing proper backup, restore, data validation, and security procedures to ensure data integrity and availability.

· Support program teams to maintain data entry requirements by ensuring data program techniques and procedures.

· Provide relevant CARE project staff with required statistical reports about achievements on regular basis.

· Compile, verify accuracy and sort information according to priorities to prepare source data for computer entry.

· Review data for deficiencies or errors, correct any incompatibilities if possible and check output.

· Research and obtain further information for incomplete documents.

· Generate reports, store completed work in designated locations and perform backup operations.

· Scan documents and print files, when needed.

· Maintain logbooks or records of activities and tasks performed at Zoghra camp.

· Support generation of the required reports from the database.

· Assist in verify quantities and statistical information provided from second source of information and play a trust worthy key actor in providing accurate figures.

· Work closely with Area Office project staff to ensure accurate and consistent entry of data received into database. Ensure data Entry procedures and meet established deadlines.

· Contribute to data protection protocol and streamline its implementation.

· Propose and implement upgrades to the database, data entry and data storing systems when needed.

· Ensure data quality through regular audits to crosscheck the reported data.

Job Responsibility #3 Coordination & Accountability and other duties 10%

· Conduct regular coordination calls with CARE MEL Officer (Protection&SRH)for the purpose of exchanging learning, challenges and best practices.

· Support CARE to better understand the functionality of Area Office’s data management system and make sure data and documents are stored and archived according to CARE system.

· Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Core Humanitarian Standard on Quality and Accountability and CARE’s Framework on Accountability to Affected Populations.

· Comply with CARE policies and practices with respect to gender and diversity, child protection, code of conduct, health and safety, and equal opportunities.

· Support the activities of CARE’s Accountability team in Syria, which includes the Complaints and Response Mechanism (CRM) and investigations into serious complaints.

· Any other duties as required.

Qualifications

Education/Training

Required

• University degree in a relevant field (Computer Sciences, Information Management, Statistics etc.) or any other relevant major

Desired

· Strong data management visualization software (PowerBi & Tablue).

Experience

Required

• At least 1 years of experience in MEAL, data management, of building databases using (SQL server management, visual studio, c# , Java).
• Strong skills in geographical analysis (QGIS, Arcgis)
• Experience of working with software or programming.

Desired

· Experience in do-no-harm approaches in a humanitarian context, preferably in Syrian context

· Experience in working with INGOs and fully understand data management system.

· Demonstrated understanding of and experience with policies, protocols, and procedures of international NGO’s and donor agencies
