Capture Specialist – USAID BHA

Scope of Work

The Business Development (BD) Team of CWS is responsible for all new institutional funding for the organization, and is directly supporting CWS’ organizational priority to diversify funding.

CWS is seeking a consultant to advise CWS in the positioning and capture for identified Bureau of Humanitarian Assistance (BHA) opportunities and funding streams, including upcoming ER4 and RFSA opportunities. The work will be informed by current USAID-BHA trends, frameworks and methodologies, and CWS’ body of work in humanitarian assistance, resilience and DRR. The consultant will work with the CWS program teams, in consultation with the Technical Unit (TU). The consultancy will be managed by the Business Development Unit (BDU).

Deliverables:

1) Knowledge building for key CWS staff on BHA priorities, funding streams and structure

  • Design and lead an online 2-hour training for CWS staff to:
  • increase their knowledge and understanding of current BHA structure, priorities, funding streams and preferred partners.
  • inform HQ and in-country positioning activities.
  • Advise BD strategies on BHA opportunity identification and assessment.

2) Lead capture plan development for 2 BHA identified opportunities

  • Develop actionable capture plans for 2 BHA anticipated opportunities. These will be:
  • Informed by discussions with key CWS staff and analysis of CWS program practice areas.
  • Guided by business development industry benchmarks for capture processes with an emphasis on intelligence gathering, key win themes, geographies and partners.
  • Informed by current USAID-BHA policies, frameworks and methodologies.
  • Tailored to CWS to leverage organizational strengths, while identifying gaps and areas for strengthening

Abilities and Qualifications

The successful candidate has an in-depth knowledge of BHA and a strong track record in winning USAID BHA awards. They will have a demonstrated background in ER4, food security and/or resilience with demonstrated success performing lead roles in program design and technical writing.

  • Minimum of 10 years’ field experience in resilience, climate adaptation, food security, with an emphasis on highly vulnerable populations
  • Demonstrated working knowledge of BHA strategies
  • Prior experience with winning proposals for USAID-BHA
  • Excellent writing skills in English.
  • Technical expertise in the subject matter.
  • Ability to collaborate effectively with HQ and country-based team members.

Length and Timeline: 25 working days (non-consecutive)

Following the selection of the consultant, an inception meeting will be organized with the consultant and key CWS staff to discuss the deliverables under this ToR, agree on the proposed work and timeframe, and provide necessary information to the consultant.

Administrative Information

Contract and Payments

A contract will be signed with a selected consultant and will further detail terms, conditions and deliverables. The fee will be paid in two instalments: 30% upon signing the contract and 70% upon completing the two deliverables.

Roles and Responsibilities

The reporting of this consultancy will be managed by the Director for Business Development (International), and technical direction will be provided by the Program Focal Person(s).

All the outputs produced by the report will be treated as CWS’s property and the consultant will not be able to use the report in any manner without prior permission from CWS.
