Controlling, executing and supporting all procurement of Manila office, and give operational support to all the bases in Philippines mainly to projects procurement in the capital, being responsible of the Action Against Hunger Capital warehouse in close coordination with the Logistics Coordinator.

Key activities in your role will include

Objective 1: Support to Mission Operations

  • Support Logistics Coordinator on the Planning (Procurement/Supply Plan) and implementing the overall supply chain strategy for the mission to ensure that they are done on time to allow implementation of activities with transparency and accountability.
  • Ensure market analysis done on a regular basis across the mission for supplies commonly required by the Projects in close coordination with Logistics Coordinator and Base Logistics for field level.
  • Support Logistics Coordinator ensure Project Procurement/ Supply Plans exist for each project and are reviewed monthly or as needed basis during implementation with the Base Logistics Officer and Head of Project.
  • Support Logistics Coordinator on the overall Management mission procurement and supply chain, including drafting and reviewing works, supplies/ services contracts/ framework agreements and quality assurance.
  • Support Logistics Coordinator on the consolidation of procurement follow-ups from all the field offices on a monthly and as-needed basis in close coordination with Base Logistics Officer and Flying Logistics Manager
  • Ensure timely solutions on key identified procurement and logistics issues or bottlenecks are proposed/ communicated to Logistics Coordinator.
  • Manage Capital level procurements in line with Project Procurement Plans to ensure that they are done on time and allow timely implementation of activities.
  • Be available to be deployed in the field for new emergencies when needed as requested by line manager.
  • Manage travels and accommodation requirement of Capital office to field offices and vis-a-vis if the base does not have a Logistics support present
  • Any other task required to achieve the project objective or fall within the mandate of Action Against Hunger.

Objective 2: Oversee Mission Stock Management, Transport and Delivery (Overall Warehouse Operations)

  • In close coordination with Logistics Coordinator Conduct spot checks on stock rooms and warehouses in the capital in preparation for the emergency response.
  • Ensure effective transport and delivery of supplies in close coordination with Logistics Coordinator and Base Logistics Officer.
  • Plan all the means necessary for the movement/transport/delivery of goods over the project period in close coordination with Logistics Coordinator.
  • Consolidate supply follow-up from all the field offices on monthly and as-needed basis and Warehouse inventory reports 100 % accurate on bi-monthly basis.

Objective 3: Support to the Mission Risk Management

  • Contribute to the follow up on the physical status and availability of contingency measures and equipment (e.g. hibernation boxes, back-up vehicles).
  • Ensure all logistic department related dossiers are complete as per guidelines and archived:
    • Archiving procedure of kitlog
    • Review on continues basis the accuracy and completeness of all necessary support document for each procurement dossiers.
    • Ensure high transparency in all aspects (procedures, approvals and practices from start point till end point) in archived documents and fully participate to any conduct of audit.
    • Organize a transparent and categorized method of Logistic electronic file data base on computer system technology and making regular back up or Teams e-archive.
  • Ensure compliance to environmental policies through:
    • Support to Logistics Coordinator in consolidating monthly environmental report, including regular update of Terramar platform for the vehicle fuel intake.
    • Application of the environmental policies across procurement and Logistics processes

Objective 4: Logistic Human Resources Management and Support

  • Support Logistics Coordinator for the development/ conduct of trainings (technical, management, etc.) at capital level, for new Logistics and field staff.
  • Embodies and transmits Organization’s values, ensures respect of its code of conduct and institutional policies
  • Responsible for capital staff accommodations and travel bookings at Manila Capital Office.
  • Always follow instruction of line management.

Do you meet the profile required criteria?

  • Bachelor’s degree in Logistics, Supply Chain Management, or any related field
  • Knowledge of procedures on procurement, warehousing, supply chain
  • At least 2 years professional experience in similar jobs and responsibilities involving middle management positions and preferably experience working with an international non-government organization.
  • Has experience working with I/NGOs in an emergency response (conflict setting desirable)
  • English and Filipino required; knowledgeable in other local dialects is desirable.
  • IT systems: Advance knowledge/command on MS Office
  • Mobility: Based in Manila with frequent travels to Mindanao and other bases within the country.
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
