Summary

Save the Children is seeking a Capacity Strengthening Advisor for the Yemen Round under the Moving Integrated, Quality Maternal, Newborn, and Child Health Services, Voluntary Family Planning, and Reproductive Health Care (MNCH/FP/RH) to Scale (MOMENTUM) Annual Program Statement. The Yemen Round will improve maternal, newborn, and child health outcomes in at least 20 Republic of Yemen Government (ROYG) districts by focusing USG assistance on improved access, utilization and quality of high impact Reproductive, Maternal, Newborn and Child Health (RMNCH) services in selected governorates of the country.

The Capacity Strengthening Advisor will provide strategic direction and oversee implementation of the project’s capacity strengthening strategy for national partners to implement quality MNCH/FP/RH health services. The Advisor will be responsible for the oversight and management of the national partners’ capacity strengthening activities with particular focus on strengthening technical and financial, operational, and program management capacities.

This position is contingent upon donor approval and funding.

What You’ll Be Doing (Essential Duties)

  • Identify capacity needs of national partners and lead the development and implementation of the project’s overall strategy to strengthen their technical and organizational capacity.
  • Monitor implementation of capacity strengthening activities for partner technical and operational teams, ensuring adherence to targets, timelines, budget management, and achievement of objectives.
  • Tailor capacity strengthening tools and approaches to identified needs and context with the aim of transitioning national partners to direct donor funding.
  • Monitor potential risks and actively engage with project team on mitigating risks as they arise.
  • Ensure coordination and integration of national partners’ activities within the overall project, and link partners as appropriate with donor and other working groups.
  • Strengthen national partner capacity in applying national/regional health standards, policies, and protocols.

Required Qualifications

  • Master’s degree or the equivalent professional experience in public health, health economics, public policy, population health, or a related field.
  • Minimum of seven years of relevant experience in providing managerial or technical support to large, donor-funded projects in developing countries.
  • Extensive experience with strengthening capacity of national non-governmental organizations (NGOs), working in teams/groups, presenting training material and providing coaching and mentoring.
  • Demonstrated experience in needs, organizational capacity, and risk assessments, design of capacity strengthening and training programs, facilitation, monitoring and evaluation, and organizational strengthening processes.
  • Excellent facilitation and training skills in a variety of health and organizational development topics.
  • Demonstrated understanding of USG requirements for organizations to become prime recipients of USG funds.
  • Experience working in fragile settings and understanding of health care delivery systems in a complex humanitarian/nexus setting.
  • Fluency and strong written and oral communication skills in English and Arabic.
  • Prior experience working in Yemen with national health NGOs a plus.
