Under the overall supervision of UNOPS Senior Programme Manager, the Capacity Building Specialist will administratively work under UNOPS and operationally work under the guidance of the Chief of the Field Technology Section UNSOS and will be responsible for the following duties:

Training Coordination

  • Undertake all actions required in providing an oversight and monitoring role of AMISOM (ATMIS) Troop/Police Contributing Country (TCC/PCC) & SSF joint operations training requirements conducted in Somalia to ensure compliance with the current SG’s HRDDP;
  • Develop oversight measures in the monitoring of joint operations training requirements to AMISOM (ATMIS) TCC/PCC & SSF personnel;
  • Engage with relevant donors, partners, UNSOM, UNSOS, AU and AMISOM (ATMIS) staff to identify mission-specific information requirements to be incorporated into any joint operations training requirement;

Training Support

  • Deploy to sectors, to oversee/monitor the delivery of joint operations training requirements conducted by AMISOM (ATMIS) TCC/PCC & SSF national trainers in Somalia;
  • Work closely with UNSOS/AMISOM (ATMIS) & SSF Training Staff to ensure that training programmes delivered are designed to meet UNSOS training support goals.
  • Work closely with AMISOM (ATMIS) TCC/PCC & SSF national trainers to ensure that training programmes are designed and evaluated to meet UNSOS’ training support goal.**Documentation and Communication**

  • Establish Training SOPs including a communication and coordination plan, detailing procedures, guidelines, roles and responsibilities for all stakeholders.

  • Organize, schedule, and oversee trainings, workshops, briefings and refresher courses as required for uniformed personnel, and develop courses aimed at increasing participation of uniformed women.

  • Preparation of monthly progress report for submission

  • May be required to perform other training tasks in support of AMISOM (ATMIS) & SSF.

Perform other tasks and responsibilities relevant to the scope of work as assigned.

Impact of Results

The results of work of the Capacity Building Specialist impact directly on delivery of services that satisfy the requirements of the Capacity Building and Training for UNSOM, UNSOS, AU and AMISOM. The incumbent is responsible for ensuring activities are in line with the overall business targets and UN policies, rules and regulations. Successful delivery of tasks as above will result in enhancing Build capacity in HRS for continuous learning and improvement.

Education:

  • Advanced university degree (Master’s degree), preferably in Computer Science, Information Systems/ Technology, Training, or related field is required.

  • Bachelor’s degree in combination with additional two (2) years of experience may be accepted in lieu of the Master’s degree

Experience:

Required:

  • Minimum of five (5) years of progressively responsible experience in dealing with training or ICT related areas;

  • A minimum of two (2) years of experience in coordinating training services;

Desirable:

  • Excellent drafting and presentation skills;

  • Experience in field mission setting;

  • Good analytical and problem solving skills;

  • Experience in engaging with client customers at diverse levels, from senior management to junior level personnel.

Language Requirements:

  • For this job opening, fluency in English (write, read, speak) is required.

  • Knowledge of another UN official language is desirable.
