Background

Afghanistan has been in protracted conflict for over 40 years, negatively impacting the people. While the overall level of conflict has now dropped, the economic instability worsening livelihood and political realities in Afghanistan have exacerbated humanitarian needs. Humanitarian actors in Afghanistan now face difficult access restrictions, which has complicated the operational context. In addition, the country suffers from intense and recurring natural hazards of varying length and severity, such as floods, drought, earthquakes, etc., which threaten lives, livelihoods, and properties.

iMMAP provides accurate, relevant, and timely analytics and information to the humanitarian community in Afghanistan for coordination, disaster risk reduction (DRR), and emergency response purposes. iMMAP is also expanding the capacity-building component of the Afghanistan programs through the humanitarian data literacy activity. iMMAP’s objective is to ensure humanitarian actors have access to quality and accessible data, and information platforms that enhance decision-making and strengthen the data literacy capacity of the local humanitarian partners, thereby promoting localization efforts in the humanitarian community**.**

Scope of Work

Humanitarian operations and programs rely greatly on data to identify, analyze, and visualize the needs of the affected populations while ensuring that humanitarian action remains evidence-based, measurable, and accountable. iMMAP is implementing humanitarian data literacy activity in several regions of Afghanistan, which is aimed at bolstering the data usage capacity of local humanitarian and civil society organizations in Afghanistan. The humanitarian data literacy activity will contribute immensely to promoting localization in Afghanistan and position the humanitarian community to maximize the capability, connectedness, and credibility of local actors, and ultimately allowing a shift of leadership, ownership, decision-making, and implementation to the local people and institutions in Afghanistan.

At the Kabul level, iMMAP is also continuing the provision of humanitarian IM and GIS capacity-strengthening, especially to humanitarian cluster coordination teams, INGOs, and the members of the NGO coordination body in Afghanistan. iMMAP project in Afghanistan also provides capacity strengthening on humanitarian reporting (using ReportHub) and training on disaster risk analysis for hydrometeorological and geological risks (using HSDC).

The Capacity Building Specialist will provide technical implementation of the Capacity strengthening activities in Afghanistan. This role involves designing training curriculum and delivery the information management, monitoring, evaluation, and data literacy training (including in-person, online training sessions and the e-learning modules), implementing the training sessions, and training results monitoring. She/He will be the technical focal person for this knowledge transfer role within the iMMAP IM-D3R Project in Afghanistan, working with a range of stakeholders (UN, INGOs, and NNGOs), at the national and regional levels, within the humanitarian community in Afghanistan.

Description of Duties

Under the supervision of the Capacity Building Coordinator, the Capacity Building Specialist is responsible for designing training curriculum (including in-person, online training sessions, and e-learning modules), facilitating its delivery, and supporting the monitoring of training results. He/she is also closely collaborating with the Coordinator to manage the capacity strengthening work plan and determining training implementation strategies.

Responsibilities include:

  • Stakeholder Engagement: Proactively work with humanitarian clusters, working groups, and other stakeholders like ACBAR to understand their Information Management (IM) capacity and training needs.
  • Training Curriculum Design: Lead the process of designing and periodically revising the training curriculum in close coordination with the Capacity Building Coordinator and under the oversight of the Technical Advisor.
  • Capacity Strengthening Strategy Implementation: Actively implement the iMMAP capacity strengthening strategy and objectives in line with the project’s scope, work plan, and timelines.
  • Training Facilitation: Ensure effective delivery of both in-person and online capacity-strengthening training sessions.
  • E-Learning Platform Content Management: Regularly update and ensure the accuracy and relevance of training materials on the e-learning platform.
  • Tool and Technique Proposals: Actively research and identify potential tools and techniques that can enhance localized humanitarian action.
  • Workshop Content Development: Work with the Senior Leadership team in shaping the content for the humanitarian data leadership workshops in Afghanistan, ensuring it aligns with the training needs and objectives identified.
  • Stipend Feedback & Monitoring: Support the monitoring and feedback mechanism for the cash-for-training stipend component of iMMAP’s humanitarian data literacy activity, ensuring accountability throughout the process.
  • Training Evaluations & Reporting: Follow up on training evaluations, highlight areas of improvement, and support donor reporting on iMMAP capacity strengthening activities, liaising with the Technical Advisor and MEAL team as necessary.
  • Other Duties: Undertake any other tasks to further enhance the project’s impact, as directed by the Capacity Building Coordinator.

Requirements

  • A university degree in Information Management, Monitoring and Evaluation, Data Analysis, Statistics, International Development, or a related Social Sciences field. Holding a post-graduate degree (Master’s or higher) will be considered an advantage.A background in capacity building within the development or humanitarian sector is strongly preferred. A tenure of 5 or more years in a related capacity-building role will be seen as a notable asset.
  • Possessing a robust background in data analytics, monitoring, and evaluation within the realm of capacity building is beneficial.
  • Strong communication and interpersonal skills.
  • Sound knowledge of humanitarian standards and codes.
  • Proficiency in English, both written and spoken, is required.
