Background

Afghanistan has been in protracted conflict for over 40 years, negatively impacting the people. While the overall level of conflict has now dropped, the economic instability worsening livelihood and political realities in Afghanistan have exacerbated humanitarian needs. Humanitarian actors in Afghanistan now face difficult access restrictions, which has complicated the operational context. In addition, the country suffers from intense and recurring natural hazards of varying length and severity, such as floods, drought, earthquakes, etc., which threaten lives, livelihoods, and properties.

iMMAP provides accurate, relevant, and timely analytics and information to the humanitarian community in Afghanistan for coordination, disaster risk reduction (DRR), and emergency response purposes. iMMAP is also expanding the capacity-building component of the Afghanistan programs through the humanitarian data literacy activity. iMMAP’s objective is to ensure humanitarian actors have access to quality and accessible data, and information platforms that enhance decision-making and strengthen the data literacy capacity of the local humanitarian partners, thereby promoting localization efforts in the humanitarian community.

Scope of Work

Humanitarian operations and programs rely greatly on data to identify, analyze, and visualize the needs of the affected populations while ensuring that humanitarian action remains evidence-based, measurable, and accountable. iMMAP is implementing humanitarian data literacy activity in several regions of Afghanistan, which is aimed at bolstering the data usage capacity of local humanitarian and civil society organizations in Afghanistan. The humanitarian data literacy activity will contribute immensely to promoting localization in Afghanistan and position the humanitarian community to maximize the capability, connectedness, and credibility of local actors, and ultimately allowing a shift of leadership, ownership, decision-making, and implementation to the local people and institutions in Afghanistan.

At the Kabul level, iMMAP is also continuing the provision of humanitarian IM and GIS capacity-strengthening, especially to humanitarian cluster coordination teams, INGOs, and the members of the NGO coordination body in Afghanistan. iMMAP project in Afghanistan also provides capacity strengthening on humanitarian reporting (using ReportHub) and training on disaster risk analysis for hydrometeorological and geological risks (using HSDC).

The Capacity Building Coordinator will manage the planning and implementation aspect of iMMAP Capacity strengthening activities in Afghanistan. She/He will also play a knowledge transfer role within the iMMAP IM-D3R Project in Afghanistan, entrusted with imparting data literacy, monitoring, and evaluation knowledge to a range of audiences at the national and regional levels within the humanitarian community across Afghanistan.

The incumbent will play an integral role in the formulation and execution of the capacity-building work plan. In this collaborative role, the incumbent is tasked with planning and establishing constructive relationships with colleagues across iMMAPand key partners and stakeholders in Afghanistan.

Description of Duties

The Capacity Building Coordinator is responsible for managing the Capacity Building team, and supervising the implementation of the capacity-building strategy, emphasizing the Data Literacy program.

Responsibilities include:

  • Stakeholder Engagement and Needs Assessment: Engage with various humanitarian clusters, working groups, and stakeholders to identify capacity-strengthening needs. Coordinate these needs assessments specifically for iMMAP partners.
  • Planning, Strategy, and Implementation: Manage the planning, development, and execution of capacity-strengthening activities in Afghanistan. Define the capacity-building strategy, training modality, objectives, TORs, and timelines in accordance with the project work plan.
  • Security and Compliance: Implement activities following senior management’s security and strategic advisory in iMMAP Afghanistan and Headquarters. Ensure compliance with humanitarian standards and codes.
  • Knowledge Transfer and Training: Collaborate closely with the capacity-building specialist in designing the training curriculum. Manage, expand, and facilitate e-learning, in-person, and online training sessions, focusing on IM and GIS tools proficiency.
  • E-Learning Platform Management: Launch and maintain an e-learning platform to facilitate ongoing capacity strengthening.
  • Financial Management: Oversee the cash-for-training stipend component of the humanitarian data literacy activity.
  • Leadership Workshops: Collaborate with senior management to organize two humanitarian data leadership workshops in Afghanistan.
  • Innovation and Technology: Research, identify, and support the development of new IM tools. Facilitate staff growth in using existing and emerging technology to achieve project objectives.
  • Monitoring, Evaluation, and Reporting: Regularly update the capacity-strengthening work plan. Follow up on training evaluations, contribute to donor reporting, and produce regular internal and external reports.
  • Documentation and Best Practices: Document training practices, approaches, tools, and best practices, ensuring internal dissemination of training materials.
  • Other Duties: Perform any other tasks as required to enhance the project’s impact.

Requirements

  • A university degree in Information Management, Statistics, International Development, or a related Social Sciences field. Post-graduate level education (Master’s degree or higher) is a strong advantage.
  • Experience in capacity building in either the development or humanitarian sector is highly valued. Five or more years in a relevant role would be a significant asset.
  • Strong data analytics, monitoring, and evaluation experience in capacity building is desired.
  • Familiarity with humanitarian coordination is an advantage.
  • Skills in project and team management are important.
  • Strong negotiation skills.
  • Strong communication and interpersonal skills.
  • Sound knowledge of humanitarian standards and codes.
  • Fluency in oral and written English.
