FHI 360 Asia Pacific Regional Office (APRO) is currently seeking qualified candidates for the position of Capacity Building Consultantto provide technical support and guidance to staff and partners in the region and in country offices related to APRO’s “embracing localization” initiative. The consultant will co-lead the development, implementation, learning and adaptation of the initiative that will position FHI 360 as a leader in advancing locally-led development (emphasizing local voices, resources, and decision-making) and localization (shifting responsibility and funding for implementation to host country organizations and institutions). Working closely with APRO technical team, the consultant will develop and/or adapt and implement capacity building initiatives, including training, coaching and mentoring as well as implement/manage and monitor related initiatives, produce related scientific and technical content. In addition to embracing localization initiative, this position will also contribute to business development, APRO environment and climate change (ECC) initiative, and private sector engagement (PSE).

The position will be based in Bangkok, Thailand.

Key Responsibilities:

Embracing Localization initiative

  • Identifies strategic issues, understanding and opportunities related to advancing locally-led development and localization in the region.
  • Engages relevant staff and partners in the region to co-design a framework and mechanism to guide FHI 360’ call for innovative concepts on embracing localization.
  • Develops and implements a work plan for the embracing localization initiative.
  • Manages implementation internal grants fund for localization initiatives in the Asia Pacific region.
  • Provides technical support to localization initiatives design and conduct, such as reviewing concept notes and work plans, implementation reports and analysis.
  • Builds and bridges capacity in evidence generation, activity implementation and knowledge product generation related to localization in keeping with FHI 360 and relevant donor policies and procedures.
  • Contributes to regional processes for ensuring quality of program implementation.
  • Authors and/or assists with production of manuscripts, technical briefs, reports, other publications and documents related to localization.
  • Contributes content for, produces and/or edits content for web pages and presentations.
  • Monitors and maintains localization initiatives, concept notes, instruments, data sets, manuals, training materials and reports.
  • Provides support to business and proposal development, particularly related to research, learning and monitoring and evaluation on localization topics.
  • In collaboration with APRO Data Manager and Program Management Unit, develops and manages database to support APRO’s implementation of technical oversight.
  • Monitors and provides monthly update/progress of APRO’s management priorities that are related to or assigned to SI/M&E Unit

ECC, Private Sector Engagement and Thought Leadership

  • In collaboration with the ECC team and PSE Advisor, identify needs and strategies to integrate and apply ECC and PSE principles in business development and ongoing projects/initiatives.
  • Provides support to business and proposal development, particularly related to PSE.

Minimum Requirements:

  • Master’s Degree or its International Equivalent in Health, International Development, Social Sciences or Related Field.
  • Six or more years of experience providing technical support for project implementation activities, including research.
  • In-depth knowledge of concepts, practices, and procedures with providing technical support for advancing locally led development and localization.
  • Published knowledge products, in peer review manuscripts is preferable.
  • Demonstrated ability to analyze and interpret data, identify errors, problem solve, take corrective action and prepare reports.
  • Has sensitivity to cultural and cognitive diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Excellent oral and written communication skills in English.
  • Ability to influence and collaborate with others.
  • Excellent organizational and analytical skills and demonstrated program/project management skills
