Position Summary

Texas State Technical College is tasked with contributing to the educational and economic development of the State of Texas through providing advanced technical programs. This crucial position is the senior campus leadership position that directs and represents the operational aspects of Enrollment Management for the assigned TSTC location in collaboration with local campus leadership and personnel. This position provides leadership and supervision of professional and student staff. As an Enrollment Management team member, this position will seek knowledge of and pledges to actively engage in a Culture of Caring striving to respond systematically to student needs and remove barriers that may prevent students from achieving their personal and professional goals. The effectiveness of this position will be determined through lead measures and goals focused on applicant to student conversion rates, persistence rates and graduated numbers which contribute to enrollment goals for the Enrollment Management division and college as a whole. This position reports to the Executive Director of Enrollment Management and is responsible for upholding the policies and practices consistent with the College mission and values of excellence, accountability, service and integrity.

Types Of Departments That May Fall Within Leadership Area Include But Are Not Limited To

This position will provide innovative and progressive leadership in the supervision and direction of the following offices within Enrollment Management.

  • The Enrollment Center combines traditional offices such as admissions, advisement, and financial aid into a one stop shop model.
  • The Student Resource Center combines traditional offices such as advisement, financial aid, and records into a one stop shop model.
  • The Veteran Services office provides assistance with the administering of federally sponsored Veteran’s Administration Educational Benefits for veteran students including eligible dependents.
  • The Counseling Center provides services designed to assist students with behavioral changes needed to maintain a healthy lifestyle and optimum mental health.
  • The Access & Learning Accommodations Office facilitates the implementation of academic accommodations, services, and access to campus life for students with disabilities in order to assist students in achieving their personal and professional goals.
  • The Student Leadership & Engagement office promotes student success by providing engagement activities for TSTC students that promote soft skills such as: leadership skills, teamwork, communication skills, conflict resolution, creative thinking, networking, self-confidence, moral/ethical values, and others. This office may also oversee the Wellness & Sports Center.
  • The Student Rights & Responsibility office provides coordination and oversight for the campus for student’s rights and responsibilities. Ensures compliance and implementation of the College’s policies and procedures for Student Conduct, the behavioral intervention team, Student Complaints/Customer Service, and Title IX. Serves as the primary source of student information and education regarding the College’s conduct policies and procedures. This position may provide assistance to the Community Standards Liaison.
  • The Advocacy & Resource Center provides services that assist students in meeting their basic needs of food, shelter, clothing, transportation, child care and others to increase student persistence.
  • The Testing Center assists students enter college, take assessments for online courses, and complete certification exams in their field of study. As well, the Testing Centers provide a service to the community by offering specialized testing.
  • This position will provide oversight and coordination of campus wide Enrollment Management activities such as New Student Orientation and Graduation Ceremonies.
  • Actively supports effective teamwork within and outside the Enrollment Management departments.
  • Implements policies and procedures established by Statewide Leads and is responsible for troubleshooting any issues that may arise.
  • Assists the Statewide Enrollment Management functional leads and the Associate Vice Chancellor of Enrollment Management in the preparation and analysis of appropriate state, federal, and other reports as required and/or requested.

This position will manage all Enrollment Management service areas. Types of duties include but are not limited to:

  • Provides innovative and progressive leadership in the supervision and direction of the following offices: Enrollment Center, Student Resource Center, Veteran Services, Counseling Center, Access and Learning Accommodations, Student Leadership and Engagement, Student Rights & Responsibilities, Advocacy and Resource Center, and Testing Center.
  • Interprets, administers, coordinates, directs and provides enrollment management services including providing leadership and supervision of staff. This includes participating in actively coaching staff and participating in performance reviews.
  • Coordinate and monitor staff development and appropriate training, including professional development, compliance, and college mandatory training.
  • Direct and evaluate enrollment strategies related to both new and continuing students. This position will be responsible for ensuring metrics are met regarding new student enrollment and retention efforts. Metrics for evaluation will be determined under the direction and in collaboration with the Statewide Enrollment Management functional leads.
  • Implements and monitors quality assurance measures to check for accuracy and completeness of processes and ensure a high level of customer service is being delivered. Review procedures to ensure that the department complies with Federal, State and institutional policies.
  • Assist with the budget preparation process, implementation, monitoring and supervision of expenditures, and overall stewardship of the budget for the respective area of responsibility.
  • Assists in the development of strategic plans and monitors progress toward goals on a weekly basis.
  • Implements policies and practices consistent with the College mission, statewide procedures, resources and values with a wide latitude for use of initiative and independent judgment.
  • Responsible for monitoring morale and day to day implementation of ways to make TSTC a Great Place to Work.

This position will foster communication. Types of duties include but are not limited to:

  • Ensures that communications with students and parents are transparent and honest, to create both a welcoming, inclusive community and a clear understanding of mutual obligations, policies and procedures.
  • Collaborate with campus provost in achieving campus goals relating to enrollment management.
  • Ensure communication and collaboration throughout the division and college, including external constituents.
  • Participate in local and statewide committees that seek to improve processes across a wide variety of areas including but not limited to the Provost Council, Core Business Collaborative, and other College committees.
  • Possess an in depth understanding of college policies, procedures, requirements, and effectively communicate them to staff, faculty, applicants, students, parents and community members.
  • Responsibility for cascading statewide messages to all front line staff and ensuring clarity and understanding.

Minimum Requirements

EDUCATION: Minimum Bachelor’s degree in appropriate field from an accredited college or university. Masters preferred.

EXPERIENCE: Minimum experience 7 years’ experience in higher education, admissions, records, financial aid, outreach, student activities or a related field. Knowledge of current advisement strategies, financial aid processes, records processes and assessment tools. Knowledge of student development theories and implementation of those theories in order to retain students. Experience working with educational entities and students. Minimum of 3 years of supervisory experience.

KNOWLEDGE/SKILLS/ABILITIES: Requires innovation and conflict resolution skills. Thorough knowledge of college policies, procedures, and requirements. Skills in judgment and decision-making, problem solving. Ability to multitask. Abilities in problem identification, reasoning, ability to develop original ideas to solve problems. Knowledge of the applicable federal and state regulations governing areas related to the responsibilities of the position including the Federal Educational Rights and Privacy Act (FERPA) and ability to maintain strict confidentiality at all times.. Responsible for collecting and maintaining of student records within FERPA guidelines. 4 Ability to relate to individuals and groups of students using communication, counseling, and problem-solving skills. Skill in working independently and following through on assignments with minimal direction. Demonstrated ability to work effectively in a service environment that is subject to frequent interruptions and skill in setting priorities that accurately reflect the relative importance of job responsibilities. Demonstrated computer proficiency using Microsoft Office (Word, Excel, etc.) or equivalent software, the internet, email messaging, and web-based software applications and experience using on-line student information systems. Advanced computer knowledge with the ability to understand and learn new on-line programs. Ability to effectively, professionally, and tactfully interact and communicate, both orally and in writing with students, faculty, staff, and visitors. Skill in independently composing letters, memos, reports, and written communication materials using correct spelling, grammar, punctuation, composition, text editing, and proofreading skills. Skill in accurate record keeping with strict attention to detail. Skill in organizing tasks, documents and materials with efficiency and accuracy.
