NRC has been present in Nigeria since 2015 and has been working to help displacement-affected communities to meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation, and hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection. NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM). With a workforce of 370 staff and presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa state), and JOS (in Plateau state), NRC is able to respond to the needs of those affected by the conflict across North-East, and North Central Nigeria.

These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including through focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in, Monguno, Biu, Mubi, Pulka, and Gwoza.

Role and responsibilities

The Camp Manager is responsible for the Coordination of Assistance, Protection, and General services delivery in the communities. S/he ensures the establishment of effective and representative out-of-camp governance structures and promotion of beneficiary participation in decision-making and implementation of community affairs; ensures sound information management incorporating monitoring and feedback systems; facilitates effective communication with out-of-camp population, and oversees the operation, care, and maintenance of relevant services. S/he liaises closely with Core Competencies Managers within NRC and develops and sustains strong partnerships with all stakeholders operating in the settlements. S/he is supervised by the Area Manager, and s/he supervises a team of NRC camp management staff – and community-based workers.

The purpose of the CCCM Manager position is to plan and implementation of all NRC Camp Management portfolios in Area North, and provision of technical support to CCCM intervention in the Northeast of Nigeria. The role also includes reinforcing CCCM standards, financial and administrative management.

    • Develop CC projects and coordinate and manage CCCM project implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements – Provide technical direction and ensure high technical quality of projects – Design technical implementation documents for the CCCM project including proposals, log frames, and budgets. – Prepare internal and external reports including for donors. – Provide regular progress reports to the Area Manager and the Head of Programmes – Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist – Facilitate and coordinate formal meetings and dialogue sessions with community representatives – Develop the capacity of leaders, committees, members, and interest groups through training, Focus Group Discussions, and dialogue sessions. – In link with the protection team, facilitate a community action planning process to enhance ownership of solutions – Implement a system of simple addressing or registration in order to keep track of the population and assistance – Line manage project staff and ensure capacity building of project staff and transfer key, skills – Contribute to the development of Country, Area, and CC strategies and coordinate across CCs

In addition, to be considered for the role you have:

  • Minimum 3 years of experience at a senior level project implementation in a humanitarian or recovery context
  • Previous technical CCCM expertise
  • Previous experience working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context-related skills, knowledge, and experience

  • Bachelor’s Degree in development, or a related discipline, with a Master’s Degree preferred
  • Knowledge of the context in North-eastern Nigeria is a plus
  • Experience with community mobilization and engagement
  • Experience in starting up community-based centers and/or outreach teams
  • Experience with community-based development grants management
  • Able to train and manage teams (to listen, advise, support, solve conflicts, motivate, etc.)
  • Experience in financial, asset, and human resources management, budgeting, and administration
  • Proven skills and experience in successfully managing field teams and distributions
  • Experience with the implementation of cash and voucher approaches
  • Familiarity with international minimum standards of service delivery (i.e., SPHERE)
  • Knowledge of Kanuri or Hausa is an advantage
