NRC Afghanistan’s Camp Management projects in the western region includes two area offices: Badghis and Herat. These projects are a continuation of the drought and mixed-displacement response to the displacement from Badghis and Ghor provinces into the provincial capitals of Herat and Qala-i-Naw, where tens of thousands of IDPs are residing in spontaneous, informal sites. Although no formal camps have been established, NRC is using Camp Management methodologies to provide support to these sites, seeking to support the displaced on their way towards durable solutions whilst also remaining ready to provide CM response to new displacement in the area. The Camp Management projects aims to ensure an adequate and accountable protection and assistance response to these displacement-affected communities by establishing mechanisms to enhance:

  • Support to Coordination: Efficient, effective, and inclusive coordination of services (including emergency response) at local level, involving a range of stakeholders (authorities, civil society, NGOs, private sector, beneficiaries, etc.).
  • Communication with Communities: Sharing information with and receiving feedback from displaced and vulnerable host communities
  • Community Engagement: Participation of affected communities alongside local stakeholders in the humanitarian and development response

There are three main components in the project:

  • Mobile Outreach Teams who work in Community Tents and visit scattered sites/they double as emergency response teams in case of new or sudden displacement in the area
  • Site Management established in the larger sites, provides classical camp management services such as mapping, coordination, site maintenance
  • Community Centers aim to facilitate an integrated response to urban displaced, supporting social cohesion and accompanying them towards durable solutions
  1. Roles and responsibilities

The purpose of the CC Project Manager position is to implement delegated Camp Management project portfolio. The incumbent will be responsible for the overall planning and implementation of NRC’s Camp Management projects in western region, which includes two area offices: Badghis and Herat.

The CM Project Manager line manages the CM Coordinators, and together they are responsible for supervising and ensuring quality work of all the project staff who carry out the daily work of the above three camp management mechanisms. He/she will be responsible for the annual planning and implementation of the project according to donor proposals, budgets, CM Strategy, and technical advice provided by the CM Specialist and country office Programme Management Unit. He/she will ensure that the project staff are sufficiently briefed and trained to use all programme tools and guidelines, and will critically reflect on the progress of implementation to ensure on-going learning and development of the project.

Generic responsibilities

  1. Line management of CM Coordinators – including following all performance management protocols
  2. Adherence to NRC policies, guidance and procedures
  3. Contribute to the development of Country, Area and CC strategies, initiate and participate in the development of relevant CC projects
  4. Coordinate and manage Camp management project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  5. Implement technical direction and ensure high technical quality of projects
  6. Provide regular progress reports to the Area Manager, Area Programme Manager and the CC Specialist
  7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  8. Develop and manage project budget (in cooperation with Cs) and coordinate across CCs
  9. Ensure capacity building of project staff and transfer key skills
  10. Liaise and collaborate with relevant local authorities and other key stakeholders
  11. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  1. Undertake annual and monthly planning of project activities and spending according to donor proposals and budgets
  2. Ensure efficient work of project staff by monitoring preparation and implementation of weekly and monthly plans
  3. Review project documentation filled/compiled by field staff, monitoring and giving feedback on the quality of the completed documents, and ensuring that templates/tools are fit for purpose (according to M&E plans and donor requirements)
  4. Monitor and enhance technical quality of project implementation through regular field visits to supervise staff on-the-job; provide feedback accordingly and, in collaboration with the Camp Management (CM) Specialist, provide or recommend relevant capacity building of project staff.
  5. Provide the Area Programme Manager, Area Manager, and CM Specialist with required reports and input for development of CM strategy and project proposals, including feedback on successes and challenges
  6. Ensure that projects target beneficiaries most in need of protection, and explore and asses new and better ways to assist them; promote the rights of IDPs in line with the advocacy strategy
  7. Co-operate closely with counterparts from other NRC core competencies (Shelter, WASH, Education, ICLA, Food Security & Livelihoods) to ensure integration of NRC services in targeted areas, and ensure the same of all project staff
  8. Lead the Site Coordination mechanism and its meetings in the Western region. Liaise and collaborate with relevant local authorities and other key stakeholders, including NGOs and UN agencies

    • Minimum 5 years of experience in a humanitarian/recovery context, and minimum 3 years experience in senior level project management position
      – Experience working in complex and volatile contexts
      – Experience and technical expertise in Camp Management – supporting or managing Camp Management projects
      – Experience in protection, community outreach/engagement, community capacity building, and/or community-development oriented programming
      – Documented results related to the position’s responsibilities
      – Knowledge about own leadership skills/profile
      – Fluency in English, both written and verbal

Context/Specific skills, knowledge and experience:

• Experience in starting up new activities

• Experience managing emergency response

• Experience in training and capacity building of communities and staff

• Experience in report-writing and dissemination

• Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context

• Technical CC (X) expertise

• Documented results related to the position’s responsibilities

• Knowledge about own leadership skills/profile

• Fluency in English, both written and verbal

• Valid driver’s license
