Position Title: Camp Management and Camp Coordination (CCCM) Operations Officer

Duty Station: Multiple Duty Stations

Classification: Professional Staff, Grade UG

Type of Appointment: Special short-term ungraded, six months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the overall supervision of the Chief of mission of the respective duty station and direct supervision of the CCCM Focal Point, the Camp Management and Camp Coordination (CCCM) Operations Officer will provide support in the implementation and monitoring of CCCM related activities.

Core Functions / Responsibilities:

  1. Support the establishment and maintenance of an effective coordination system of service provision at site or area level.
  2. Oversee required assessments at site or area level aimed at collecting information on services available, site conditions and referrals required.
  3. Maintain a site information management system in line with CCCM Cluster guidelines. Share information with all relevant stakeholders, in a manner that upholds the principle of data protection and confidentiality.
  4. Facilitate the mobilization and participation of the displaced populations at site level, with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs into the decision-making processes.
  5. Promote and facilitate accountability towards displaced populations through setting up information sharing and feedback mechanisms (i.e. info desk, hotline, community mapping, etc.). Ensure that the displaced are aware of the assistance and services available in the site and how to access them.
  6. Provide information and guidance with respect to the clarification of roles and responsibilities amongst stakeholders in the area and support capacity building activities as required.
  7. Monitor and follow up on site improvement work and support the mobilization of site residents with a focus on sustainability and community/local government ownership.
  8. Support the implementation of small scale mitigation work in coordination with the shelter and WASH teams, map safety risks and other hazards at site level and surrounding communities when feasible.
  9. Support contingency planning based on worst-case and most likely scenarios in terms of population movements.
  10. Contribute to the development of an effective referral mechanism in close collaboration with relevant stakeholders.
  11. Maintain appropriate links with national/local authorities, state institutions, civil society and other relevant stakeholders, including effective coordination and information exchange with them.
  12. Assist with the development of IOM CCCM standard operating procedures as well as other strategic documents.
  13. Provide technical inputs for resource mobilization efforts as well as for meeting donor reporting requirements.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Practical experience with international organizations, in development, implementation and evaluation, and/or programme implementation and management;
  • Experience in Camp Coordination and Camp Management, relocation, cash for work, Shelter and Non-Food Items (NFIs), and project management;
  • Familiarity with different project cycle steps and donor relations;
  • Ability to supervise large numbers of staff;
  • Experience working in Urban displacement settings is an advantage;
  • Previous experience working in Ukraine is an advantage.

Skills

  • Computer literate – knowledge of MS office – word, excel, powerpoint required.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge in Spanish, French, and/or Arabic language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
