DRC is recruiting for a highly qualified Camp Coordination and Camp Management Manager to manage DRC’s CCCM activities in Unity State, South Sudan.

Background

Danish Refugee Council (DRC) is operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations. The Humanitarian and Disarmament activities started in 2006.

Danish Refugee Council main programme objectives (2019-2021) in South Sudan are:

  1. To save lives and alleviate suffering among displaced people and their hosts

  2. To reduce displacement related risks and support and facilitate solutions

  3. To promote peaceful, inclusive and resilient societies and address root causes to displacement

DRC primarily operates across Upper Nile and Unity states and other parts of the country, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Maban, Malakal, Kodok and Aburoc in Upper Nile, in Bentiu, Mayom, Kodok, Central Equatoria (Magwi and Ngulere), Ajuong Thok in Unity state, and the Mobile Response Team and all are supported by a country-office in Juba.

DRC recently developed important multi-sectorial mobile response teams based in Juba able to rapidly respond to new and urgent humanitarian situations countrywide at short notice to conduct assessments and responses

Overall purpose of the role:

The Roving CCCM Manager is in charge of one of the project sections at the area level and is responsible for CCCM – non-camp activities in the Beyond Bentiu Response (BBR) locations. The Roving Camp Manager is responsible for Coordination of Assistance, Protection, WASH, Health and General services delivery of the 5 flood-affected IDP sites in Bentiu and all other communities identified in the “Beyond Bentiu Response” locations (Rubkona, Guit, Koch and Maypm counties). She/he ensures the establishment of effective and representative non-camp governance structures and promotion of beneficiary participation in decision making and implementation of community affairs; ensures sound information management incorporating monitoring and feedback systems; facilitates effective communication within the IDP sites and other out-of-camp population and oversees the operation, care, and maintenance of relevant services. She/he liaises closely with Sector Managers within DRC and develops and sustains strong partnerships with RRC and other stakeholders operating in camp-like settings, or informal sites in the BBR locations. The Area Manager supervises the Roving Camp Manager and is technically supported by the CCCM Technical Coordinator based in Juba. She/he supervises a team of DRC camp management staff – Expatriate Team Leaders and contracted national staff.

Responsibilities

To achieve the objectives of the position, the Roving CCCM Manager will perform the following tasks and undertake the following responsibilities:

Promote beneficiary participation of out-of-camp communities

  • Facilitate the establishment of non-camp committees whose members are representative of the population, with a specific technical or cross-cutting sector focus and cutting across agencies: Protection, Shelter, WASH, Health, etc. and ensuring that representation takes into account Persons with Special Needs – Elderly, Youth, Persons Living with Disabilities, Women etc
  • Facilitate and coordinate formal meetings and dialogue sessions with community representatives
  • Develop the capacity of leaders, duty bearers, committee members and interest groups through training, Focused Group Discussions, peers’ sessions and dialogue sessions.
  • Ensuring that non-camp (IDP Sites) management feedback procedures and complaints mechanisms are in place, and forums are developed for the displaced population to contribute and be listened to.

Promotion and facilitation of humanitarian services

  • Promote and facilitate community development activities and related cultural events
  • Facilitate peace and reconciliation initiatives among the displaced population
  • Coordinate distributions (CRIs, Food, Cash, etc) as may be required
  • Facilitate community celebration and enjoyment of global and public events

Monitoring and coordination

  • Ensure gaps in assistance to beneficiaries are identified, filled and avoid duplication of activities by conducting regular and systematic monitoring of service delivery in the location, drawing the attention of stakeholders and partners to overarching needs
  • Conduct service mapping and monitoring across sectors in the location to gain and share a holistic understanding of services and standards in the area
  • Work with the CCCM cluster lead/State Focal Point to advocate for adherence to agreed-upon minimum standards of services among stakeholders and partners
  • Sensitise the partners and stakeholders on principles of partnership, roles and responsibilities for a mutual undertaking of assistance and protection services.
  • Reporting to and coordinating with the CCCM Cluster Lead/ State Focal Point in Bentiu

Management of information and facilitation of communication

  • Receive, conduct and facilitate baseline information on the characteristics of the population to inform, additional assistance programmes and the effective coordination of distributions
  • Liaise with Protection Department to identify and register people with special needs (child-headed families, unaccompanied orphans and minors, the elderly, people living with disabilities, etc.) to facilitate their timely and convenient access to services
  • Liaise with CCCM Sector Lead, UNHCR/OCHA, IOM DTM, and Local Authorities in establishing and maintaining an up to date population database.
  • Facilitate the establishment of information sharing channels between agencies and displaced populations in the relevant areas.
  • Coordinate with other partners on the dissemination of public announcements and messages

Budgeting, Budget expenditure, Budget Tracking and Reporting

  • Track the expenditure of CCCM budget component, flagging any over and under expenditures promptly
  • Prepare project procurement plans, make follow-ups to ensure that NFIs are delivered on time for the beneficiaries.
  • Ensure that donor reports are of high quality and shared with the donors within the agreed timelines
  • Identify gaps to generate ideas for future projects with strong beneficiary impact.
  • Develop concept notes and proposals and budgets in close cooperation with the Area Manager and the grants department in South Sudan.
  • Develop budgets for operational CCCM and programme staff lines in conjunction with the CCCM Technical Coordinator

Human Resources and Administration

  • Supervise camp management/roving team of contracted and casual staff, ensuring effective staff deployment, performance planning and appraisals for supervisees
  • Ensure staff is well versed on the DRC’s Code of Conduct, accountability, respectful dialogue with the IDPs, and prevention of sexual exploitation and abuse

Coordination, Representation and Strategy

  • Represent DRC and actively participate in State level CCCM cluster coordination, and other meetings relevant to CCCM issues, on request of the Area Manager.
  • Liaise with partners, local authorities, and local communities whenever it serves the objectives of the program in the area of CCCM;
  • Forge strong information and experience sharing relationships with CCCM teams in other DRC South Sudan locations;
  • Facilitate capacity development of the national staff, partners, local authorities and governance structures, representatives
  • Facilitate the establishment of culturally and context-appropriate Complaints, Feedback and Response Mechanisms
  • Contribute to the strategic direction of the area and country’s operation through participation in strategic planning meetings and documents.
  • Sensitise CCCM staff on adherence to DRC policies (mission travel checklists, CoC, safety and security, confidentiality)
  • To maintain emergency preparedness and response capacity for DRC in the area of operation in case of influx or other risks/hazards.
  • To monitor the safety and security situation in the site with a specific focus on the potential impact of insecurity on staff security, humanitarian access and accountability and program delivery.
  • Maintain an open dialogue with local authorities, UN agencies and other NGOs working in the site
  • Ensure that all CCCM staff adhere to DRC’s Code of Conduct
  • Perform other relevant duties assigned by the Area Manager.

About You

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted, in lieu of the Post-graduate university degree.
  • At least five years’ camp management experience of which at least three years should be at an international level and in South Sudan or in geographic or conflict context similar to South Sudan;
  • Proven technical knowledge of CCCM, project cycle management, SPHERE standards, and NFI guidelines;
  • Experience in proposal and budget development and project implementation (including budget management);
  • Understanding of and experience in engaging the cluster system in IDP camps or coordination mechanisms in refugee camps;
  • The ability for rapid analysis of very complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies;
  • Excellent interpersonal skills, cross-cultural communication, and ease in managing a multi-ethnic team;
  • Good team leadership and conflict resolution skills, consensus team building, and adaptability;
  • Patience and understanding to work with and develop the capacity of national staff.
  • Experience delivering programs to tight deadlines;
  • Good computer and IT skills and strong communication and writing skills;
  • Fluency in written and spoken the English language;
  • Ability and willingness to work in a remote and isolated location with ever-changing security scenarios;

Desirable qualifications

  • Consistently approaches work with energy and a positive, constructive attitude;
  • Prior experience in South Sudan an added advantage
  • Self-motivated and able to work with a minimum of guidance and supervision
  • Experience working in security-sensitive environments and enforcement of team security protocols is an asset.

Conditions

Contract is until 31st December 2022 and can be renewed subject to funding availability and good performance.
