Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for disaster-induced displacement situations under the 2005 IASC Humanitarian Reform. In line with the commitments to the global Call to Action on Protection Against Gender-Based Violence (GBV) in Emergencies, IOM has been working to improve GBV prevention and risk mitigation in emergency operations worldwide, including in CCCM responses.

The CCCM Officer will work under the overall supervision of the Global CCCM Cluster Coordinator and direct supervision of the Project Coordinator. The CCCM Officer will provide technical support to IOM’s CCCM operations globally (Cluster responses and IOM programmes), with a particular focus on (but not limited to) Spanish and Portuguese speaking countries. The CCCM Officer will also support the implementation global projects activities at the operational level including on emergency preparedness and response, localization, women’s participation and site planning. Finally, the CCCM Officer will also support other global CCCM initiatives implemented by IOM, at both agency and Cluster levels.

Core Functions / Responsibilities:

  1. Contribute to identify requests for assistance from CCCM operations and Clusters –including but not limited to Spanish speaking and Portuguese speaking countries, provide remote technical support, and carry out surge deployment upon request.
  2. Identify gaps, develop or revise guidelines and tools on emergency preparedness and response for situations of displacement in support of IOM and CCCM Cluster responses, and ensure the mainstreaming of actions to address protection risks, including GBV.
  3. Assist country-level Clusters and IOM operations with the development and implementation of localization roadmaps, and support the identification of gaps to be addressed, including in terms of risk mitigation.
  4. Support the Women’s Participation Project (WPP) operational activities globally, maintaining regular contact and communications with country offices and partners.
  5. Contribute to develop tools and guidance to improve the quality of WPP programming, and regularly feed learnings from operations into the CCCM Cluster Working Group and the community of practice on participation in displacement.
  6. Work closely with the Global Shelter and Settlements teams on Site planning activities, support the development of technical guidance and tools. and participate to the implementation of joint capacity building initiatives.
  7. Attend technical working groups at the global and response levels as required, including WGsunder the global CCCM, Shelter and Water Sanitation and Hygiene (WASH) Clusters, GBV Area of Responsibility (AoR), Housing Land and Property (HLP) AoR to ensure cohesive and coordinated approaches.
  8. Provide capacity building support as required, contribute to strengthen CCCM capacity building tools and training materials, and support their adaptation to address specific operational needs.
  9. Review and compile progress reports, collect lessons learned and best practices, and contribute to draft case studies.
  10. Support other activities of the Global CCCM team, contribute to global meetings and events.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Architecture, Engineering, or a related field from an accredited academic institution with three years of relevant professional experience; or
  • University degree in the above fields with five years of relevant professional experience.

Experience

  • Experience working as a cluster coordinator, and experience managing humanitarianprogrammes at the operational level is essential;
  • Experience providing technical support to a variety of operational contexts, a distinctive asset
  • Solid experience in developing and implementing GBV risk mitigation activities in CCCM and Shelter and Settlement responses;
  • Experience in liaising closely with partner agencies, NGOs and UN within the IASC framework.

Skills

  • Track record of close collaboration with GBV and Protection clusters/agencies to develop joint actions;
  • Demonstrated expertise in CCCM and Shelter and Settlement Responses, including technical knowledge on settlement/site planning is essential;
  • Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), Adobe Suite, internet and Email;
  • Proficiency in Autocad, Achicad, Sketchup and similar softwares.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and working knowledge in Spanish and Portuguese are required (oral and written). Working knowledge in French language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
