Background

ITPC seeks to engage professional services of a consultant to support an operational assessment of community-led monitoring as it is being implemented in both central Malawi and in Gauteng Province of South Africa. The intent of the study is to document the influence of community-led monitoring and advocacy (CLM) in improving clinic-level quality and accessibility of health services, and to document the practices of CLM that contribute to that success.

As enthusiasm for Community-Led Monitoring (CLM) approaches grow, particularly among the largest bilateral and multilateral global health financing mechanisms, there is need to ensure that high-quality methodologies are not compromised in the rapid expansion of CLM implementation. With 6 years of experience on CLM dating back to the Regional Community Treatment Observatories carried out in West Africa, ITPC has honed a particular CLM methodology that it espouses and shares with partners.

Scope of work and Deliverables

· Review and refine the existing work plan, including the research approach, methodology for data collection, data analysis, and intended outline for the technical brief.

· In collaboration with country partners, pilot the data collection tools and identify health workers, health facility managers, and health officials to interview or survey about the possible influence of community-led monitoring.

· In collaboration with country partners, lead the recruitment process of local consultants in South Africa and Malawi and participate in partner-led community consultations and review (if / as needed) the study findings

· Collect inputs via survey or interviews with health workers, health facility managers, and health officials.

· In collaboration with the ITPC team, and country partners, compile and review survey and interview data to identify themes around operational aspects of community-led monitoring, such as human resources, tasks, formal management, and budgets.

· Help to review the final compilation of findings, the draft technical brief, and documents to communicate the research findings.

· Produce a final report, drawing from the study findings , existing technical brief and other available documentation from Malawi and South Africa

· Produce a final report from Malawi and South Africa

Qualifications

Master’s degree in Public Health or related field with a minimum of 5 years of experience working in an international context, non-profit, philanthropic sector or related field is required. Bachelor’s degree with 8 years of relevant experience may be accepted in lieu of Master’s Degree (required)

Minimum 5 years relevant experience in qualitative research methodology – design, implementation, analysis (required)

Knowledge and experience working in the Southern Africa region (preferred)

Advanced computer experience (MS Office)

Data analysis skills, including both quantitative and qualitative (i.e. NVIVO, MaxQDA, or other)

Interest, experience, and/or academic training in HIV/AIDS, public health, human rights, international development, or related field is a plus.
