Background:

UNESCO works to Strengthen Pre-Service Teacher Education in Myanmar (STEM). The project addresses four fundamentally important aspects of pre-service teacher education. These include:

    • formulating a policy framework of pre-service teacher education and identifying standards for quality assurance,
      – improving a system of pre-service teacher training institutions by designing the new four- year degree programme of pre-service teacher education and creating good networks to accumulate and share knowledge and experiences,
      – developing institutional/management and human resource capacities, and
      – mainstreaming inclusion and equity issues in teacher education.

Under the project, UNESCO is developing new pre-service teacher education curriculum and training resources for the new four-year degree programme. Year 1 curriculum was developed and rolled out starting December 2019, and Year 1 orientation trainings were implemented in October-November 2019 (Semester 1) and May-June 2020 (Semester 2), respectively. Likewise, Year 2 curriculum is currently being finalised, and Year 2 Semester 1 orientation materials were developed. UNESCO’s training materials (Year 1 Semester 2 and Year 2 Semester 1) include training manual, PowerPoint presentations, videos, video scripts, etc. As Year 1 Semester 1 training was delivered through in-person cluster training, videos were not developed.

UNESCO continues to develop training materials by adapting a hybrid, innovative approach, and plans to develop online training courses using these materials and make them available at the newly launched Myanmar Teacher Platform (https://mmteacherplatform.net/en). These training courses are aimed at engaging more educators (teacher educators, teachers, trainers, etc.) in continued professional development opportunities. The trainings/courses will enable the educators to be able to: i) demonstrate their understanding in pedagogical theory and content knowledge required to deliver pre-service teacher education curriculum by semester; and ii) plan, prepare and deliver their subject/learning area, applying various teaching strategies and assessment approaches to meet the needs of diverse learners in classrooms.

The contractor will i) review existing Year 1 Semester 1-2 and Year 2 Semester 1 training materials, develop additional materials for online courses, revise, edit and finalise existing training materials for online courses, where necessary; and ii) develop, revise, edit and finalise Year 2 Semester 2 training materials and online course materials, including but not limited to a training manual, PowerPoint presentations, videos and online course components (quizzes, assessment questions, directions, etc.), by reviewing Year 2 Semester 2 curriculum of 14 subject/learning area syllabi, TBs and TGs, conducting further research, integrating international practices and approaches to the content and the pedagogy, and mainstreaming inclusion and equity.

I. Tasks and Responsibilities:

1. The contractor will perform the tasks under the overall authority of the Director of UNESCO Asia and Pacific Regional Bureau for Education, the direct supervision of the Head of Office of UNESCO Myanmar Project Office, the day-to-day guidance of the Curriculum Specialist and in close collaboration with the STEM project team.

2. The contractor will, for the development of Year 1 Semester 1, Year 1 Semester 2, Year 2 Semester 1 online courses using existing Years 1-2 training materials and development of Year 2 Semester 2 online course:

a) Review EDC Year 1 Semester 1-2 and Year 2 Semester 1 curriculum and training materials (manuals, PPTs, videos), Teacher Competency Standards Framework (TCSF) for beginning teachers and get familiar with other relevant documents on EDC curriculum to ensure the development of well-aligned e-learning courses;

b) Develop online courses materials/components (PPT slides, videos, guiding questions, quizzes, assessment, etc.) for Year 1 Semester 1, Year 1 Semester 2, Year 2 Semester 1, revise, edit and finalise the existing training materials, where necessary and develop online courses materials/components for Year 2 Semester 2 (along with the training material development). Each course will consist of 12 to 14 sub-modules (which vary per semester), available in both English and Myanmar language, and should include lectures, a manual, PowerPoint presentations, videos, audios, video scripts, quizzes, and assessments that meet the objectives and learning outcomes of the existing training materials, following UNESCO online course guideline;

c) Organize and format all materials of Year 1 Semester 1-2 and Year 2 Semester 1-2 for online course development and make sure that they meet the requirements of UNESCO style guides, are up to standard and are of good quality:

d) Translate all course components into Myanmar language, using appropriate terms, following UNESCO’s guidelines on common terminology for translation;

e) Revise and finalise the materials of e-learning courses in English and Myanmar incorporating comments provided by UNESCO;

f) Communicate with UNESCO regularly to provide updates on the course material/component and revision process and to make clarifications on the comments received on course materials.

3. The contractor will, for the development of Year 2 Semester 2 training materials:

a) Review Year 2 Semester 2 Curriculum (14 subject syllabi, TBs and TGs), Teacher Competency Standards Framework (TCSF) for beginning teachers and Year 1 Semester 1- 2 and Year 2 Semester 1 curriculum and training manuals, and get familiar with other relevant documents on the curriculum to ensure the development of well-aligned training materials;

b) Conduct further research to ensure Year 2 Semester 2, in terms of overarching concepts, content, learning activities, teaching and learning strategies and assessment approaches, are contextualized while reflecting the international standards and trends, including mainstreaming inclusion and equity;

c) Develop a training manual (5 modules and 12-14 sessions) to meet the objectives and learning outcomes of Year 2 Semester 2 training, following UNESCO style guides;

d) Revise and finalise the training manual incorporating comments provided by UNESCO;

e) Design and include illustrations to the training manual to make learning content and activities more interesting and interactive (see below section III.);

f) Organize and format the documents of Year 2 Semester 2 training manual including illustrations, infographics and photographs, and teaching and learning resources to make sure that they meet the requirements of UNESCO style guides, are up to standard and are of good quality;

g) Develop 14 PowerPoint presentations (PPTs) in English, based on the final version of Year 2 Semester 2 training manual, following UNESCO style guides;

h) Revise and finalise 14 PPTs in English, incorporating UNESCO’s comments, suggestions and ideas as necessary;

i) Translate all PPTs into Myanmar language, using appropriate terms, following UNESCO’s guidelines on common terminology for translation and the PPT template provided by UNESCO;

j) Develop video scripts in English by identifying key messages of each session, and revise them, incorporating UNESCO’s comments, suggestions and ideas as necessary;

l) Record videos in both English and Myanmar language, edit 14 video files approximately 30-45 minutes following the specific guidelines given by UNESCO and provide all original final files to UNESCO (See below section III); and

m) Communicate with UNESCO regularly to provide updates on the training material development and revision process and to make clarifications on the comments received on the training manual, PowerPoint presentations, video scripts and videos.

II. Duration of Contract:

1. The contract is valid from 1 September 2022 to 21 April 2023, however, shorter periods will be applied depending on the actual project start date.

2. All deliverables are submitted in English and Myanmar languages and in editable format (such as MS-Word, MS-PowerPoint, MOV, MP4, etc.).

3. The contractor warrants that:

a) The design and illustration works used are created by the contractor;

b) The contractor is the sole and unrestricted owner of the exclusive rights of the creative works;

c) The animations and designs are free from encumbrances and no third party is entitled to any intellectual property rights with regard to the content in the videos; and

d) No third party rights have been infringed in the making of the videos.

4. The contractor grants UNESCO the exclusive worldwide right for the works created under this contract to exploit, to publish, to reproduce, to diffuse, to distribute, to communicate to the public, etc., in any form and on any support, including digital and broadcast, and to license these rights to third parties on the basis of the rights herein vested in UNESCO.

5. The contractor may choose the application most suitable for the production of content. However, it is recommended to utilize applications requiring minimal calibration and interface mastery, especially for repeated editing during the later stages of development.

6. Industry standards for video editing software include Adobe Premiere, Adobe Edge Final Cut Pro. These products are best for delivering the final video files in various application formats, suitable for seamless sharing on web and social media.

7. The contractor ensures that technical specifications for videos should have been as follows:

· Ratio: 1280×720, 1920×1080 (HD), 720p or 1080p

  • Deinterlacing: YES
  • Codec: H.264 / AAC
  • Frame Rate: 24 – 30fps
  • Image sequence: PNG, JPEG, GIF, DPX, OpenEXR, TIFF or Targa
  • Video format: MOV, MP4
  • Web Video (Social media): H.264 of different frame sizes with various resolutions for Facebook, Vimeo, Youtube, Twitter

III. Deliverables:

The contractor shall provide the following deliverables according to the timeframe:

  1. Submission of e-learning course content outline for Year 2 Semester 1 training by 9 September 2022;
  2. Submission of draft e-learning course materials/components in English for Year 2 Semester 1 training by 22 September 2022;
  3. Submission of final version e-learning course materials/components in English for Year 2 Semester 1 training by 7 October 2022;
  4. Submission of final version e-learning course materials/components in Myanmar for Year 2 Semester 1 training by 21 October 2022;
  5. Submission of e-learning course content outline for each of the Year 1 Semester 1 and 2 trainings respectively by 4 November 2022;
  6. Submission of draft e-learning course materials/components in English for Year 1 Semester 1 training by 18 November 2022;
  7. Submission of final version e-learning course materials/components in English for Year 1 Semester 1 training by 30 November 2022;
  8. Submission of draft e-learning course materials/components in English for Year 1 Semester 2 training by 12 December 2022;
  9. Submission of final version e-learning course materials/components in English for each of the Year 1 Semester 2 trainings by 27 December 2022;
  10. Submission of final version e-learning course materials/components in Myanmar for each of the Year 1 Semester 1 and 2 trainings respectively by 10 January 2022;
  11. Submission of Year 2 Semester 2 training content outline and e-learning course content outline for Year 2 Semester 2 training by 17 January 2023;
  12. Submission of draft version Year 2 Semester 2 training materials in English by 27 January 2023;
  13. Submission of final version Year 2 Semester 2 training materials in English by 17 February 2023;
  14. Submission of final version Year 2 Semester 2 training materials in Myanmar by 5 March 2023;
  15. Submission of draft e-learning course materials/components in English for Year 2 Semester 2 training by 17 March 2023;Submission of final version e-learning course materials/components in English for Year 2 Semester 2 training by 31 March 2023;
  16. Submission of final version e-learning course materials/components in Myanmar for Year 2 Semester 2 training by 7 April 2023.

IV. Eligible Organisations for application:

Eligible organisations are local and international education service providers, focused on teacher education and have extensive work with pre-service teacher education and continued professional development for educators (teacher educators, teachers, trainers, etc.). Some criteria for application are as follows:

  • Holding the necessary permission to provide the services as outlined in these ToR;
  • Evidence by pervious and current registration or ongoing application registration;
  • A good knowledge of pre-service teacher education curriculum in Myanmar and learning needs of the different educators would be a great advantage;
  • At least 5 years of experience in trainings and in the area of teacher professional development and related fields is required, preferably with experience in e-learning materials development;
  • Sufficient technical support professionals for training materials and online course development with appropriate experience in education, international development or a related field;
  • Sufficient professionals with excellent communication skills and excellent writing skills in Myanmar and English;
  • Proficiency in using Microsoft office and appropriate tools to produce high quality audio- visual resources (Powerpoint, visual aids and organisers, illustrations, MOV, MP4, etc.).

  • Profile of the organization, including the organization structure, registration and CVs of the technical, management and implementation support personnel proposed to work on the project; and
  • Evidence of previous work on the development of teacher education and training that qualifies the organization to undertake this project. Two references for services in the areas of module development for e-learning is preferable.
