Online training “Putting PSEAH policies into practice” for local, national and German humanitarian NGOs

Dear experts and trainers,

VENRO is the association of German humanitarian and development NGOs with around 140 member organisations. In order to improve the quality of the programmes of German humanitarian NGOs, VENRO and the Ruhr-University Bochum offer several trainings on locally-led humanitarian action, anticipatory humanitarian action and green humanitarian action in a joint project funded by the German Federal Foreign Office.

We plan to engage external service providers for the design and implementation of an online training on PSEAH policies and their practical application. Participants will come from German and local humanitarian NGOs. We assume that participants will have a basic understanding of PSEAH and are familiar with policies and guidelines in their organisations.

Background

Humanitarian organisations are already well equipped with policies, guidelines and Codes of Conduct when it comes to the prevention of sexualized exploitation, abuse and harassment. However, putting these guidelines into practice presents a challenge for many NGOs.

In this online training, participants will learn what steps are necessary from finalisation to lived practice of the guidelines in their organisations. They will discuss how to implement those steps together with their partner organisations. They will have time to discuss and exchange with other participants.

The training will be conducted in four half-day (à 4 hours) online sessions within a timeframe of 2-3 weeks. The training can be conducted by two moderators, ideally in partnership of an international and a local consultant. Between the sessions, participants can complete individual assignments to practice applying the seminar content to their own projects.

Online Training: Putting PSEAH policies into practice

Venue and date: Online; Four 4-hour sessions within 2-3 weeks; June/July/August 2023

Date and timeframe will be coordinated with VENRO.

Target group: Up to 20 staff of German and local humanitarian NGOs that are responsible for safeguarding/PSEAH within their organisations and already have knowledge on those topics. Team leaders/managers that are responsible for the implementation of policies. Participating organisations have to have existing PSEAH policies in place.

Objectives of the seminar:

  • Participants know how to put PSEAH policies into practice together with their partner organisations
  • Participants know how to measure and monitor the policy implementation
  • Participants know how to motivate staff to implement policies

Possible guiding questions:

  • What guidelines/regulations/CoCs on PSEAH/Safeguarding exist in the participating organisations?
  • Do German and local partners have the same guidelines or do they use different ones?
  • If different: What are the commonalities? Where can they start together in the implementation?
  • If the same: Are they created jointly or does one organisation adopt the guidelines of the other?
  • How can existing guidelines be put into practice? What steps are there to move from paper to practice?
  • Who is responsible for it? Who/what supports it? Who/what is slowing down the process?
  • What is already working well? Which points have already been put into practice?
  • What are the barriers and how can they be overcome?
  • What impact measurement/monitoring of guideline implementation exists or could be used?
  • How can guidelines be lived?
  • How can employees be motivated to implement the guidelines/remember the regulations (e.g. training, events)?

Outputs

The following services have to be provided within this contract:

  1. Design: Conceptual design of the training for up to 20 participants from staff of German and local humanitarian NGOs. This includes the preparation of a schedule of the seminar including contents, methods and targets of the four online sessions. The schedule should contain interactive expert inputs, exchange between participants and practical exercises/working on case studies. Methodological variety is desired. The logistical preparation for the online sessions including the provision of online platform (Zoom) and invitation and participants management will be taken over by VENRO.
  2. Moderation: Moderation of the training.
  3. Documentation: Writing of a short documentation (max. 5 pages) that summarises the contents and discussions of the seminar (to be sent to participants after the seminar) or provision of tools (e.g. checklist, manual) for participants.

All outputs will be provided in close coordination with the responsible VENRO policy advisor Karoline Krähling. Ongoing feedback loops regarding workshop design and moderation are part of the assignment and will not be compensated additionally.

  2. The expiry date for offer submission is 2 March 2023.
  3. The offer should include the costs and working days for the above listed outputs 1), 2) and 3). Prices should be specified without as well as including taxes. All prices should be indicated in Euros.
  4. The offer should additionally include a draft agenda of the training with an overview of the single workshop elements and goals and a time plan (max. 2 DIN A 4 pages).
  5. Please also submit your CV/the CV of the trainer(s) incl. relevant work experiences.
  6. Please include possible dates for the conduction of the training.
  7. The decision upon the assignment will be made based on a) fees (50%), b) quality of the offer (objectives, feasibility, variety of methods) (40%) and experience (10%).
