Médecins Sans Frontières – West and Central Africa (MSF-WaCA) is a new-born entity in MSF movement. MSF-WaCA is the first headquarter of MSF outside Europe in the phase of setting up and taking off.

MSF is a non-governmental organization specialized in emergency medical humanitarian. MSF-WaCA takes a patient-centered approach through collaboration with the communities by using modernization and digitalization. It aims to carry out humanitarian operations in West and Central Africa as well as beyond these regions. Less than a year since it was launched, MSF-WaCA has already operations in Côte D’Ivoire, Nigeria, Niger, Myanmar and Indonesia. The organization plans to open new missions in the short or medium term in other countries.

MSF-WaCA has an office in Abidjan that accommodates executive and associative staff from different nationalities. Some of its headquarter staff are based in different countries, like in Ivory Coast, Nigeria and Senegal.

OBJECTIVES

As a new entity that was just born and still in its set up phase, MSF-WaCA gets supports from other MSF entities in its Human Resources. The Human Resources in MSF-WaCA headquarter consist of international and national staff. Up to now, the international and national staff obtain their contracts from other MSF entities (MSF-Paris, MSF-International office in Geneva, etc) with their own job grading and remuneration system. The idea is MSF-WaCA will have its own job grading and remuneration system in the near future. MSF-WaCA will implement its own job grading and compensation strategy that shows good internal equity and suits its competitiveness in the market to attract global talents. As part of it, a benefit strategy is to be designed to improve the welfare of the employees and their satisfaction.

In this set up phase, MSF-WaCA also needs comprehensive but concise Job Descriptions as a final list of job duties that have been classified as “essential functions” to avoid task gaps and overlapping tasks for its growing team.

The main purpose of the Consultancy is to do Job Analysis with the ultimate objectives:

  1. To make Job Grading for benchmark job titles for international and national staff in the headquarter.

  2. To conduct a compensation survey of the West and Central Africa region (Abidjan, Accra, Lagos) in humanitarian and private sectors for the benchmark job titles and to make a simulation of the Job Pricing based on the survey with three range for each job grade: Midpoint, Minimum Rate and Maximum Rate. MSF-WaCA will use this simulation as the foundation for its Compensation Strategy to reach a good external equity.

  3. To review the existing Benefit packages and to give the recommendations to ensure the welfare and satisfaction of the employees by taking into considerations:

-the level of the employees & relevant work experience.

-the associated costs for the organizations

-the taxation point of view

-its eligibility in the practice in humanitarian and private sectors

4.To update the current Job Descriptions in a simple and clear way with essential information such as key responsibilities (the essential functions), competencies required and relevant experiences and education.

QUALIFICATION OF CONSULTING FIRM

The Consulting Firm has a proven track record in providing clients from private and non-private sectors with good quality services to meet Human-Resources-related needs especially on Job Analysis, Compensation and Benefits, Job Description.

SCHEDULE, FOCAL POINT, LOGISTIC, AND SERVICES

The assignment is expected for a period of 3 months from the date of signing the contract.

The Consultant will work closely with the focal point of MSF-WaCA.

Services to be provided by the Consultant

The Consultant will submit to MSF-WaCA the final products of Job Grading, Compensation Strategy (Job Pricing with three range), Benefit Recommendation and Job Descriptions at the end of the Consultancy.

Services to be provided by the MSF-WaCA

The Client will:

· Provide relevant documents required by the Consultant (existing Job Grading, existing Job Analysis, organizational chart, etc)

· Provide supportive team collaboration required to accomplish the task of the Consultants (availability of staff to be interviewed, meeting arrangements with staff, etc)

· Provide necessary logistic during the consultancy period as agreed in the contract (meeting room, OHP, flip chart, etc)

· Provide feedback to the Consultant on the ongoing outputs and strategies and suggest changes that are required.

· Prepare payment upon completion of the consultancy in agreement to the rules of the contract.

PAYMENT SCHEDULE

The Consultant’s payment shall be based on the financial proposal developed for this consultancy in accordance with the agreed contract deliverables.

Payment shall be made in three (3) installments of:

20% upon submission and approval of work plan

50% upon completion of the Job Analysis and Job Evaluation (Compensation and Benefit Strategy)

30% upon completion of Job Description, and all documents required that incorporate suggestions and recommendations from the Consulting Firm and MSF-WaCA

All information pertaining to this consultancy (documents etc.) are confidential and belong to and remain the property of the MSF-WaCA as sole owner of all content and material, and exclusive rights over its use developed under this TOR. Thus, must be availed to upon completion and/or request at any time.

INSTITUTIONAL AND ORGANISATION ARRANGEMENT

The Consultant will report to MSF-WaCA through MSF WaCA focal point to deliver the service efficiently.

The expected start date of the Consultancy is 2nd April 2022.
