CALL FOR EXPRESSION OF INTEREST – NSP DEVELOPMENT CONSULTANT

Centre for Health Solutions – Kenya (CHS) is an indigenous, not-for-profit organisation
that utilises local expertise and strategic partnerships to ensure the implementation of
evidence-informed solutions and interventions to existing and emerging public health
needs.

CHS collaborates with various stakeholders, including the Ministry of Health’s National
Tuberculosis, Leprosy and Lung Disease Program (NTLD-P), to implement TB care and
control activities across the country. This is part of the United States Government initiative
against TB in Kenya, funded through the USAID-funded Tuberculosis Accelerated Response
and Care II (TB ARC II) program.

NSP DEVELOPMENT CONSULTANT: CHS/EOI/LC/TB NSP/01/2022

CHS is currently sourcing for a high calibre, self-motivated and dynamic individual with an
understanding of tuberculosis/infectious diseases and experience in the Kenyan context
or its equivalent to fill the position of National Strategic Plan for Tuberculosis, Leprosy and
Lung Health 2024-2028 (NSP) Development Consultant.

The incumbent will work with NTLD-P, external and thematic consultants, NTLD-P partners
and stakeholders to develop a National Strategic Plan for Tuberculosis, Leprosy and Lung
Health 2024-2028 (NSP) that will provide national guidance towards TB response and
control during the said period.

NSP 2024-2028 Development Process Objectives

  • To provide Kenyan TB context in development process of the TB NSP 2024-2028 as per the developed roadmap.
  • To support the country in the meaningful engagement with key stakeholders and sectors to gain perspective and insights towards TB response and control
  • To liaise and collaborate with the external consultants in the overall writing and consolidation of the different components of the NSP to ensure that it is well-aligned, technically sound and contextualized to the TB landscape leading to NSP 2024-2028.

Work Terms of Reference

We seek a high calibre, self-motivated and dynamic individual with an understanding of tuberculosis/infectious diseases and experience in the Kenyan context or its equivalent. The scope will be carried out through collaboration with NTP, external and thematic consultants, NTP partners and stakeholders. Some travel between Nairobi and the counties is anticipated. The local consultant is expected to undertake these main tasks:

  • Interpret and develop an inception report detailing the understanding of the Terms of Reference and contextualise it to the TB Kenyan context.
  • Offer technical support referencing Kenyan TB programming context to the NSP development writing team.
  • Support, liaise and collaborate with the external consultants in the coordination of the NSP development process with specific technical guidance to the various thematic groups during the stakeholder forums and writing workshops.
  • Facilitate, consolidate and document consensus of the various stakeholder workshops.
  • From discussions with NTP and collaborators, determine and write detailed descriptions for each thematic area for NTP.
  • Consolidate and collate all the workings from the NSP forum held such as but not limited to writing meetings, stakeholders and dissemination forums.
  • Act as the technical expertise liaison between the NTP/external consultants/ NSP task force/NSP thematic leads/stakeholders/collaborators to aggregate workshop findings.
  • Liaise with the external consultants to develop the drafts, incorporate feedback from reviewers towards the development of the final NSP 2024-2028
  • Document a dissemination brief of the NSP 2024-2028 development process.

Outputs

  • Output 1: Inception report
  • Output 2: Final document – The Kenya National TB, Leprosy & Lung Disease Strategic Plan 2024-2028 shall include a narrative, a costed operational plan, and a monitoring & evaluation framework.
  • Output 3: Documentation of the NSP development process and lessons learnt,

The consultant must write all outputs in clear language so that they can be easily understood, avoiding long sentences, jargon, abbreviations and technical terms to the extent possible and should as necessary define the terms used. If appropriate, the outputs may also contain diagrams or other visual materials to illustrate material and guide the reader.

Duration and Timelines

The work is expected to take an average of 60 working days

Mode of Working

The consultant will be stationed at the NTP working closely with the NSP secretariat and steering committee for the number of days envisaged. The consultant must have a working email and be accessible on mobile phone.

Qualifications and Experience

The local consultant must have the following qualifications and experience;

  • Must have a first degree in Medicine, Pharmacy, Biochemistry, and Nursing. A postgraduate Degree in a relevant field. A PhD will be an added advantage
  • 10 years demonstrated experience in implementation of TB or TB/HIV programs at national level
  • Demonstrable global work experience in strategic plan development or policy development for public health programs or Ministry of Health.
