TERM OF REFERENCE

1. Project background

World Vision’s Healthy Relationships for a Violence-Free Future Program (the activity) follows a people-to-people approach to reducing Gender Based Violence (GBV) with the goal that ‘Healthy and non-discriminatory relationships are demonstrated by individuals, families, communities and duty bearers’. The activity promotes healthy, non-violent relationships, particularly between intimate partners, between adolescents and their parents, and between adolescents/youth. The activity brings together these conflicting groups to create dialogue and rebuild fractured relationships, working to change behaviors and attitudes, as well as the underlying gender norms and inequitable social structures that drive GBV. Through community-based groups, such as parent’s clubs and church/community youth groups, the activity encourages a safe space to promote reconciliation and build trust. Through a life skills curriculum, adolescents and youth will learn to build healthy and equitable relationships and promote peace in their communities. Parents’ club discussions focus on gender-based violence, women’s equal participation in household decision-making, child protection, disability and positive parenting. Community health volunteers (Promotor Saude Familia or PSFs), and faith, local and youth leaders are ‘key people’ in promoting behavior and social norm change. Adolescents, youth, men and women are all engaged to support and model peacebuilding and healthy, equitable and non-violent relationships. The activity targets 5,000 people in 16 suco (villages) in Covalima municipality.

2. Endline Methodology

World Vision will engage with an Independent Consultant to conduct the final evaluation study for the USAID Healthy Relationships for a Violence-Free Future activity. It is expected that the methodology will be participatory and use a mix of quantitative and qualitative methods to collect data that will determine the impact of the activity outcome indicators. World Vision Timor-Leste has two surveys (a Caregiver survey and an Adolescent survey) that have been used for the activity baseline study and the same tools will need to be rephrase to use for this endline study in order create the comparison. It is expected that the consultant services will be provided in country and will report to the WVTL Program Quality Manager and will be supported by the WVTL Evidence and Learning Manager, and a team of enumerators.

3. Deliverables & Reporting Requirements

  • Inception Report: The consultant will prepare and submit an inception report including a detailed evaluation work plan, methodology, data collection tools and a timeline.
  • Meeting/presentation to disseminate key (draft) findings to the Activity team. Reactions to and feedback on the preliminary report/presentation will be accommodated in the final report.
  • Draft Report: A draft evaluation report will be submitted to the evaluation team via the Program Quality or Evidence and Learning Managers for feedback.
  • Final Report: A final report will be produced detailing the findings, conclusions, targeted recommendations, experiences, and lessons learned (this should also consider the feedback provided on the draft report and feedback during the presentation of findings meeting). The final report will be made available no later than 30 August 2023.

4. Required Qualifications

  • Bachelor’s degree or Master’s degree in Gender Studies, International Development, Sociology, or other relevant fields.
  • Must possess extensive baseline/evaluation and midline experience using mixed methods in developing countries.
  • Fluent in English. Strong written and verbal communication skills. Tetum skills would be an advantage.
  • Adequate background and experience in gender programming and/or M&E works.
  • Must possess prior experience/knowledge in both quantitative and qualitative approaches and survey design.
  • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner.
  • Demonstrated experience in digital data collection, including tablet syntax coding.
  • Knowledge and prior experience of Timor-Leste

5. Proposal Requirements

Proposals will be accepted from individual consultants as well as from commercial companies, universities, NGOs or academics.

  • Up-to-date CVs, at least two references for all consultants involved and work samples of at least one evaluation report of a recent evaluation (in English)
  • Covering letter explaining interest and suitability for this position (in English)
  • Proposals should include the proposed research methodology, a proposed budget covering all consultancy fees and related costs. The budget should present consultancy fees (in USD) according to the total number of expected working days over the entire period and takes into consideration applicable local tax deductions.

Consultants are expected to deliver services fully or partially in-country in the duration of the consultancy. Applications must be submitted by July 7th, 2023.
