World Vision Timor Leste – Operations Support (Consultant)

PURPOSE

World Vision is a global relief, development, and advocacy organization dedicated to working with children, families, and communities to overcome poverty and injustice. Inspired by our Christian values, we work with the world’s most vulnerable people, regardless of religion, race, ethnicity, or gender. World Vision Timor-Leste began its first project in Aileu municipality in 1995 and opened its national office in Dili in 1999. Today, we have three Area Programs implementing projects in four municipalities: Aileu, Baucau, Bobonaro, and Covalima. Our mission is ‘Healthy children for strong communities. We recognize that children’s health is holistic in nature and includes their physical, mental, intellectual, and social well-being. We aim to empower Timorese children to transform their lives, in partnership with their families and communities.

The Operations Support (Consultant) is expected to:

  • provide support to Operations Manager and Communications function, in English language proficiency related to communications and report writing;
  • provide Support Program Quality function in Information Management (e.g. database and Sit Rep) and as needed depending on workload and priorities;
  • support and improve time management; reporting and analysis;
  • act as liaison with other organizations that WV is in consortia.

SCOPE OF WORK

I) Review/write communications and reports (in English)

50%

  • Provide Operations and Communications functions with writing, including copyediting communications materials, and drafting and finalizing project reports.
  • Provide coaching and mentoring to relevant WVTL staff capacity and build staff’s capacity in English writing proficiency and report writing.
  • Reduce time spent by managers on the preparation of English language reports and communications to external stakeholders.
  • Donor reporting is compiled and completed in a timely and high-quality manner.
  • Build knowledge and confidence of Managers in English and report writing.

II) Time management and reporting

30%

  • Support Managers to build capacity in effective time management. Providing or demonstrating tools and processes for scheduling; planning; implementation; reporting.
  • Support Managers to present regular progress reports, with clear analysis and recommendations for action.
  • Support managers in regular program analysis meetings – ensure analysis is provided and clear decisions are made.
  • Improved time management skills amongst Managers and greater workflow efficiency.
  • Improved analysis and decision-making processes.

III) Ad hoc assignments

20%

  • Provide support to Program Quality and Operations function on a need-basis, including acting as liaison when required with other organizations that WV is in consortia with.
  • Reduced workload/burden of the Operations function.

LEVEL OF EFFORT

This position is expected to provide an in-person service to World Vision Timor-Leste, Dili Office, 3 (three) days a week between 1 March 2023 and 31 September 2023 (approximately 90 days of Level of Effort).

REQUIRED QUALIFICATIONS

  • Bachelor’s degree in Development studies or other relevant fields in social sciences. A Master’s degree is desirable.
  • 5-7 years of experience preferably in humanitarian and/or development non-profit organizations, at least 3 years of which in project management or grants administration and reporting.
  • Experienced in working preferably in Timor-Leste or Southeast Asia context, and with donors including but not limited to DFAT and USAID.
  • Fluency in spoken and written level English language and strong knowledge of donor compliance, and reporting and writing skills. Working knowledge of the Tetum language would be an advantage.
  • Excellent planning, coordination, and communication skills, with the ability to organize diverse tasks and responsibilities.
  • Strong teamwork and ability to lead, mentor, and build the capacity of other team members.
