Expressions of Interest

SOLIDARITES INTERNATIONAL has received a financing from Agence Française de Développement (“AFD”), and intends to use part of the funds thereof for payments under the following project Midterm and CBDRM evaluation.

The Services of the consultant shall consist of evaluating the project in its midterm span of time, along with evaluating the Community Based Disaster Risk Management (CBDRM) approach implemented specifically by one agency of the consortium implementing the project.

The project, entitled Rofaka2 El Nahr, is a Disaster Risk Reduction project that addresses river flooding risks and its ramification on natural, human, economic, social and other dimensions related to communities living in the river basins. But, also, the project aims to create a model DRR scheme, including standard procedures, and a sustainable system that can be applicable later on, on other rivers throughout the country. The implementation of the project is assigned to a consortium of several local and international agencies, in addition to two state entities: Solidarites International, French Red Cross, Lebanese Red Cross, the CNRS (national council for scientific research) and the DRMU (the national disaster risk management unit). The geopgraphical perimeter of the project application is in the north Area, more specifically on the Ostouan River basin in the Akkar governorate; And in the Bekaa area, more specifically in the Ghozayel River basin in the Bekaa Governorate. The following assignment is composed of two parts commissioned by the Project Consortium; One part is generic, and its related to the Midterm evaluation of the project as a whole, while the second part of the assignement, is a closer, deeper, more detailed examination of the CBDRM (Community Based Disaster Risk Management) model. The estimated amount dedicated for the assignement fees is 33 000 Euros.

SOLIDARITES INTERNATIONAL hereby invites Applicants to show their interest in delivering the Services described above.

Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD Financed Contracts in Foreign Countries”, available online on AFD’s website: http://www.afd.fr.

The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.

Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.

Determination of the similarity of the experiences will be based on:

  • The contracts size;
  • The nature of the Services Humitarian/Development project evaluation;
  • The location : Lebanon
  • The technical area and expertise:
    • Expertise in Disaster Risk Reduction or Disaster Risk management, including Community Based Disaster Risk Management
    • Experience in evaluation of development or humanitarian projects using OEDC-DAC criteria

An application that does not meet any of these requirements will be rejected.

Among the submitted applications, SOLIDARITES INTERNATIONAL will shortlist a maximum of six 6 Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
